Saudi Crown Prince and Prime Minister Mohammed bin Salman launched Humain, a Public Investment Fund-backed artificial-intelligence company, as U.S. President Donald Trump visited Riyadh on May 13, 2025, for the Saudi–U.S. Investment Forum. The company is intended to build Saudi Arabia’s AI capabilities and infrastructure, including data centers—not simply release another consumer chatbot.
One important correction: Elon Musk and Sam Altman were associated with the Saudi meetings, but Mark Zuckerberg’s reported attendance was uncertain. Later contemporaneous reporting said Zuckerberg was not present and that no Meta executive appeared on the relevant White House guest list.

What Saudi Arabia launched
Humain was announced as a Saudi AI venture backed by the country’s Public Investment Fund, or PIF. Mohammed bin Salman launched the company as part of Saudi Arabia’s effort to develop a domestic AI sector and diversify its economy beyond oil under Vision 2030.
The available launch coverage describes Humain primarily as an AI infrastructure and national-capability vehicle. Its stated role includes developing data centers and other infrastructure needed to train and operate AI systems. There is no basis in the launch reporting for describing Humain as an established chatbot company, a direct competitor to OpenAI, or a company that had already released a public frontier model.

TechCrunch reported that Humain was backed by the PIF, which the report described as managing approximately $940 billion at the time. That figure was a contemporaneous estimate from May 2025, not a permanent or current measure of the fund’s assets.
The launch and the Riyadh forum were related, but not identical
The headline combines several events that took place around the same diplomatic and commercial program:
- May 12, 2025: Reporting emerged about the launch of Humain.
- May 13, 2025: Trump visited Riyadh and met Mohammed bin Salman.
- May 13, 2025: The Saudi–U.S. Investment Forum was held at the King Abdulaziz International Conference Center in Riyadh.
The forum covered AI and technology, but also advanced manufacturing, clean energy, finance, healthcare and related investment partnerships. The Alat account of the forum identifies the date, venue and broad sector coverage.
Saudi government coverage described the wider U.S.–Saudi program as including cooperation in AI, robotics, advanced manufacturing, energy, finance and other industries. The gathering therefore functioned as both an investment event and a display of the two countries’ strategic relationship.
Who was there—and who was only expected?
Attendance should be separated from advance expectations and from any commercial agreement.

The distinction matters. Appearing at a forum does not prove that an executive signed a contract with Humain. A meeting, a memorandum of understanding, an announced investment target and a completed transaction are different things.
The Washington Post’s contemporaneous account is the key qualification on Zuckerberg’s participation. A careful summary is: Musk and Altman joined the Saudi meetings, while Zuckerberg’s reported attendance was less certain and was contradicted by later guest-list reporting.

Why Saudi Arabia wants AI infrastructure
Saudi Arabia has several reasons to pursue AI at national scale:
- Domestic compute: Training and running advanced AI systems requires data centers, accelerated computing, networking, cooling and reliable electricity.
- Economic diversification: AI infrastructure could help convert sovereign wealth and energy resources into technology and industrial capabilities beyond hydrocarbons.
- Regional positioning: Saudi Arabia wants to attract global technology companies, capital and talent and become a major regional base for cloud computing, AI and robotics.
- State-backed demand: Government agencies and large Saudi enterprises could become early customers for cloud, automation and AI services.
- Arabic-language capability: A domestic program could support AI systems and applications designed for Arabic-speaking users and regional needs.
These are strategic objectives, not proof that Saudi Arabia has already become an AI leader. The meaningful test is whether the plans result in operating infrastructure, useful products, customers, research capacity and durable local employment.
What Humain may need to build
The phrase “AI infrastructure” covers much more than a building filled with servers. Humain’s practical challenge will involve several connected systems:
- Purchasing or accessing advanced processors and other accelerated-computing equipment.
- Building data centers with sufficient power, cooling, networking and physical security.
- Securing cloud and software partnerships.
- Training or hosting models and serving inference workloads for government and commercial customers.
- Recruiting specialized engineers, researchers, operators and cybersecurity professionals.
- Creating rules for data residency, privacy, model access and security.
The launch coverage confirms infrastructure and data-center ambitions, but it does not establish a specific chip count, data-center capacity, completion timetable, model lineup or total investment. Those details should not be inferred from the announcement.

It can build capacity before demand is proven, hoping that companies and public-sector users follow. Alternatively, it can secure customers first, but that may slow construction and leave the country dependent on foreign cloud providers and technology suppliers.
Why U.S. technology companies were interested
For American AI and technology companies, Saudi Arabia offers a combination that is difficult for many private markets to match: sovereign capital, land, energy resources, large government-linked customers and a state capable of coordinating major infrastructure projects.
Potential areas of cooperation include:
- Data centers and cloud services
- Chips and accelerated computing
- Enterprise software
- Robotics and industrial automation
- Sovereign AI systems
- Healthcare, finance and government applications
For Saudi Arabia, U.S. companies offer access to established technology ecosystems, specialized expertise, software and global supply chains. For the Trump administration, the gathering provided a high-profile setting for presenting closer commercial and strategic ties. For technology executives, it offered access to one of the world’s largest sovereign investors and an ambitious state-development program.

That mutual interest does not mean every executive made a deal with Humain. The event’s symbolism was substantial, but the commercial results must be measured by signed agreements, deployed capital, operational facilities and paying customers.

The PIF connection changes how Humain should be judged
PIF backing gives Humain access to long-term capital and allows Saudi Arabia to pursue projects that may not produce conventional startup returns quickly. The fund can coordinate investment with energy, industrial, infrastructure and government priorities.
It also means Humain should not be evaluated exactly like a venture-backed private startup. Questions about state influence, governance, independence, procurement and commercial discipline are central to understanding the company. A large funding source can accelerate construction, but it cannot by itself guarantee technical excellence, customer adoption or efficient use of capital.
For investors and businesses assessing the project, the most useful distinction is between capital available and capital deployed. Announced backing is an important signal, but it is not the same as completed data centers, purchased equipment, released products or recurring revenue.

The venture also carries risks that go beyond ordinary startup execution.
Human rights and reputation
Saudi Arabia’s human-rights record creates reputational concerns for companies and executives that participate in high-profile events or accept state-linked business. Attendance can attract criticism even when no contract is announced.
Data governance and surveillance
AI infrastructure can support public services and economic growth, but it can also raise questions about data access, surveillance, privacy and the use of models by government agencies. The more closely an AI company is tied to the state, the more important its governance and safeguards become.

Export controls and national security
Advanced processors, cloud infrastructure and powerful AI systems are subject to technology and national-security concerns. U.S. companies considering Saudi projects may need to address export controls, data security, ownership structures and the permitted uses of advanced computing.
Imported capability
Saudi investment can finance facilities, but a sustainable ecosystem may still depend on foreign chips, engineers, cloud platforms and research partnerships. Building physical capacity without developing local talent and independent research could leave Humain dependent on external suppliers.
State branding versus productive capacity
A launch involving national leadership and prominent technology executives creates significant visibility. The harder question is whether the initiative produces capacity that remains valuable after the event: working infrastructure, useful models, competitive services and a broad domestic ecosystem.
How to judge whether Humain succeeds
Five indicators will provide a clearer picture than launch-event headlines:
- Capital deployed: How much PIF funding is actually committed and spent?
- Infrastructure delivered: Are data centers, power systems, networking and compute facilities operating?
- Technical capability: Has Humain released useful products or models with credible performance and adoption?
- External partnerships: Are agreements with chip, cloud and software companies signed and implemented?
- Domestic ecosystem: Are Saudi universities, startups, researchers and workers participating meaningfully?
Success would not require Humain to invent every component itself. A national AI company can create value by coordinating infrastructure, services and customers. But it would need to demonstrate that coordination produces reliable, commercially useful capability rather than only announcements.
What the May 2025 event actually shows
The launch shows that Saudi Arabia is using sovereign capital and government coordination to pursue AI as an economic and strategic priority. It also shows why major U.S. technology companies were willing to appear in Riyadh: the potential market combines capital, infrastructure ambitions and state-backed demand.
It does not, by itself, show that Humain has built a functioning AI platform, that Saudi Arabia has achieved technological independence, or that every named executive attended. The Zuckerberg claim in particular should be treated cautiously, and the forum’s appearances should not be mistaken for completed commercial partnerships.
