Those requests were aired at a March 17, 2026 House hearing. They are not all enacted policy: a bill announced in March was introduced legislation, while a later House committee statement described an FCC action whose precise legal scope is not established by the available information.
What the robotics companies asked the government to do
CyberScoop reported that executives at the hearing sought several different forms of federal support. Their proposals combine efforts to grow U.S. robotics companies with measures intended to reduce security risks; they should not be treated as one broad ban.
- Provide federal financial support to help U.S. robotics firms compete with Chinese companies that witnesses described as state-supported.
- Make regulation simpler or more consistent. Executives called for one federal regulatory standard rather than a more fragmented environment.
- Limit federal purchasing and operation of Chinese-made robots. The precise products and entities covered depend on the language of any applicable law or rule.
- Have the Cybersecurity and Infrastructure Security Agency (CISA) review foreign-made robots. Max Fenkell of Scale AI and Matthew Malchano of Boston Dynamics were among those reported to have sought a review.
The requests reflect both a security argument and an industrial-policy argument: supporters say the United States should protect sensitive networks while building domestic manufacturing, research and workforce capacity.
Why a connected robot raises a different security concern
A network-connected robot can collect information through sensors and cameras, move through a physical space, and manipulate objects. That combination means a compromised robot could pose risks beyond those associated with a device that only sends or receives data. It is a plausible threat scenario raised at the hearing, not evidence that a named robot has carried out such an attack.

At the hearing, Malchano described what might happen if a robot in a laboratory, industrial facility or transportation hub were compromised: it might look at or manipulate objects, disrupt an assembly line or take photos of materials. His testimony compared the possible access to that of a hostile person inside a facility. Those remarks were a witness’s explanation of potential consequences, not an independent finding that a particular product has a backdoor or has caused such damage.
Rep. Vince Fong’s opening statement framed the broader concern as a competition involving artificial intelligence, robotics and autonomous systems, including technologies used around campuses, police departments and critical infrastructure. He argued for investment in trusted U.S. alternatives and stronger cybersecurity practices. That is the congressman’s policy position, not a technical assessment establishing that every Chinese-made robot is unsafe.

What happened at the March 2026 hearing
The House Subcommittee on Cybersecurity and Infrastructure Protection held the March 17 hearing under the title “DeepSeek and Unitree Robotics: Examining the National Security Risks of PRC Artificial Intelligence, Robotics, and Autonomous Technologies and Building a Secure U.S. Technology Base.” The committee said it would examine potential risks to critical infrastructure, government networks and sensitive industrial sectors, along with the adequacy of procurement safeguards and supply-chain tools.
The announced witnesses were Max Fenkell, Global Head of Policy and Government Relations at Scale AI; Matthew Malchano, Vice President of Software at Boston Dynamics; Michael Robbins, President and CEO of the Association for Uncrewed Vehicle Systems International; and Rush Doshi, a Council on Foreign Relations senior fellow and China Strategy Initiative director. Their participation put company, industry-association and foreign-policy perspectives before lawmakers; it does not mean that every witness endorsed every proposed restriction.

How the policy proposals differ

Scope matters. The Senate sponsors’ description of the bill concerned unmanned ground vehicle systems made by foreign entities of concern, including humanoid robots and autonomous patrol technology. That does not make every robot, software package, component or network-connected device interchangeable under the same restriction. The controlling boundaries must come from the actual bill text, enacted law or agency order.
Has the United States banned Chinese robots?
The information available establishes a proposed federal procurement measure and a committee’s description of a later FCC action, not a blanket nationwide ban on all Chinese-made robots. The Senate sponsors said the American Security Robotics Act had been introduced; that announcement alone does not show that it became law. Separately, the House Select Committee on the CCP said on July 28 that the FCC had moved to block new Chinese robots from America, but the order itself and its precise terms are not established here. It would therefore be inaccurate to infer from those two developments that all Chinese robots are prohibited from U.S. networks or private use.

The competition argument and the evidence behind it
Fenkell’s written testimony argued that subsidized Chinese robotics platforms could undercut U.S. producers and weaken domestic research and industrial capacity. These are the witness’s economic and policy claims; they should not be read as independently verified findings about every company or product.
CyberScoop, citing the International Federation of Robotics’ 2025 report, said the world averaged 500,000 robot installations annually during 2020–2024, with China accounting for 54% and the United States for 9%. Those figures are reported through CyberScoop; the underlying IFR report and its methodology are not independently assessed here. The figures describe installations, not the share of robots connected to sensitive networks or the prevalence of security vulnerabilities.

The 2025 U.S.-China Economic and Security Review Commission recommended a wider interagency approach, including vulnerability assessment and cybersecurity standards work, workforce retraining, possible expansion of CFIUS review, and steps by individual agencies on adoption and deployment. These recommendations indicate that the debate reaches beyond procurement, but they are proposals to Congress and the executive branch—not proof that agencies adopted them.
What remains unsettled
Several details are needed to determine how the debate changes real-world rules: whether the legislation advances or is enacted, which devices and manufacturers any final restriction covers, what security criteria CISA or another agency would apply, and the actual scope and effective date of the FCC order described by the House committee. Until those details are established in the relevant legal texts, distinguish a witness’s security concern, a proposed policy and an operative restriction.
