The U.S. Commerce Department said it had revoked eight additional export licenses involving Huawei since the start of 2024, according to a document prepared for then-House Foreign Affairs Committee Chairman Michael McCaul. The action was reported on July 2, 2024. Reuters reported that licenses involving Intel and Qualcomm were among those revoked, but the public record does not identify every license holder or product.
This is a historical 2024 development, not a new 2026 action. It shows the U.S. tightening some previously authorized supply channels—not imposing a blanket ban on every company or product connected to Huawei.

What the Commerce Department said
The Bureau of Industry and Security (BIS), part of the Commerce Department, reported eight additional revocations involving Huawei since the beginning of 2024. The statement appeared in a document prepared in response to McCaul’s inquiry and was reported publicly on July 2, 2024. The BIS document confirms the number; Reuters reporting republished by MarketScreener connects the action to Intel and Qualcomm.

“Eight licenses” does not mean eight companies. A company may hold multiple authorizations, and an authorization may cover more than one product or transaction. The public material does not provide a complete list of license holders, license numbers, product descriptions, or transaction values.

Which companies and products were involved?
Intel and Qualcomm were among those reported
Reuters reported that licenses involving Intel and Qualcomm were among the authorizations revoked. That does not establish that they were the only affected suppliers, or that every revoked license involved semiconductors. The available public information is insufficient to identify all affected companies or the exact scope of each authorization.
The licensing system covered more than advanced chips
Commerce cited examples of previously approved Huawei-related goods that included office furniture, exercise equipment, and low-technology components such as tablet touchpad and touchscreen sensors, according to Reuters. Those examples illustrate the range of transactions that can appear in a licensing system; they are not a product-by-product list of the eight revocations.

Processor, modem, connectivity, software, technical-support, or manufacturing-related items could be relevant depending on the particular authorization and applicable controls. The public document does not establish that any of these categories, beyond the reported Intel and Qualcomm connection, were covered by all eight revocations.

The United States added Huawei and numerous affiliates to the Entity List in May 2019. For covered exports, reexports, and transfers, that designation generally requires a BIS license. It is not, by itself, a universal automatic prohibition on every transaction: the government may review applications, grant permissions subject to their terms, deny them, or later revoke them. Commerce described the restrictions and their reach in its announcement on Huawei and foreign-produced items.

A license is permission for specified activity, not a permanent right to supply a customer. Revoking one can end the authorization for shipments that had relied on it. The practical effect depends on the license’s scope and validity, the products and parties involved, and whether a shipment had already taken place. A revocation does not automatically bar every product from the same supplier from being sold to every Chinese customer.
U.S. controls can also reach some foreign-produced items when applicable rules and facts bring them within U.S. export-control jurisdiction, including certain items tied to U.S. technology or software. “Made overseas” does not automatically mean either exempt from or subject to U.S. controls; the relevant rule and transaction details matter.

Why the revocations matter—and what they do not prove
Withdrawing previously granted permissions can make a supplier’s access to Huawei less predictable and disrupt procurement or product planning for the transactions covered. It also signals that past approvals can be reassessed as U.S. policy toward Huawei and technology flows evolves. The significance of each revocation, however, cannot be measured without knowing the authorization’s products, duration, and shipment status.
The broader policy debate reflects U.S. concerns about Huawei’s role in telecommunications infrastructure, advanced chips, artificial intelligence, and technologies with potential military relevance. Huawei’s Mate 60 Pro drew attention to apparent advances in China’s semiconductor capabilities, while lawmakers pressed for stricter treatment of the company and greater transparency about approvals. The available evidence does not establish that the eight revocations were a direct response to that phone or that they caused Huawei’s subsequent product or chip development.

- The action was revocation of previously issued permissions, not evidence of a new rule banning every transaction with Huawei.
- It does not show that Huawei was cut off from all foreign supply. Domestic Chinese suppliers and other legally permitted sources may remain available, subject to applicable controls.
- It does not establish that Huawei phones would immediately disappear or that the company could no longer obtain any foreign technology.
How to read the broader licensing figures
The BIS document also reported that from 2018 through 2023, Commerce approved licenses worth $335 billion out of $880 billion in applications seeking permission to sell to Chinese parties on the Entity List. Those figures cover Chinese Entity List parties broadly; they are not Huawei-only totals and do not describe the value of the eight 2024 revocations.
What remains unknown
- The complete list of the eight revoked licenses and their holders.
- The precise products, transaction values, and end users covered by each authorization.
- Whether any authorizations were revoked in part, replaced, or affected shipments already completed.
- The operational effect on Huawei’s supply chain or individual products.
Exporters and other businesses involved in a potentially covered transaction should verify the current status and scope of the authorization they intend to rely on, including for related software, technical support, spare parts, distributors, and freight routes.
