Oregon’s right-to-repair law does restrict certain parts-pairing practices, but it does not make every electronic device repairable with any replacement part. Signed on March 27, 2024, Senate Bill 1596 requires manufacturers to provide repair resources for covered products and prohibits specified uses of parts pairing for covered equipment manufactured for the first time and first sold or used in Oregon after January 1, 2025.
What Oregon’s law requires
Senate Bill 1596, enacted as Oregon Laws 2024, chapter 69, created the Oregon Right to Repair Act. Its provisions are principally codified in ORS chapter 646A. The law requires covered manufacturers to make available to owners and independent repair providers the parts, tools, documentation, and other repair resources they make available to authorized service providers, generally on fair and reasonable terms.

For qualifying equipment, the law also restricts manufacturers from using software-based parts pairing to prevent or inhibit an otherwise functional replacement part from working, reduce the equipment’s functionality or performance, or produce misleading alerts. Those parts-pairing restrictions apply to covered equipment manufactured for the first time and first sold or used in Oregon after January 1, 2025. The law is not a blanket guarantee that any replacement part will work like an original one.
What “parts pairing” means
Parts pairing is a software-based check or relationship between a device and one of its components. A manufacturer may assign a part an identity or link it to calibration data; after a repair, the device can check whether the replacement is recognized or properly matched. A physically compatible screen or battery might then trigger a warning, lose a feature, or fail to operate fully.

The law targets specified harmful effects of parts pairing, not every authentication, diagnostic, calibration, or security check. The enacted text preserves some security-related protections. A restriction on blocking an otherwise functional part should not be read as a requirement to disable anti-theft or privacy safeguards. See the enacted text of Oregon Laws 2024, chapter 69.
Dates matter: repair resources and parts pairing have different rules
The law was signed in 2024, but its general effective-date framework and product-specific coverage dates are not the same as the date the parts-pairing restriction began applying. In particular, an older device may qualify for repair-resource access without receiving the newer parts-pairing protection.

Which products are covered—and which are not
The law addresses consumer electronic equipment, with later amendments using the broader term consumer equipment. It is not a general right-to-repair law for every machine, vehicle, or piece of commercial equipment. The statutory definitions, product dates, and exclusions determine whether a particular model qualifies.
Examples of consumer products that may qualify
- Smartphones, tablets, laptops, and desktop computers
- Smartwatches and smart-home products
- Household appliances with embedded digital electronics
- Other digital equipment primarily used for personal, family, or household purposes
This is an illustrative list, not a complete statutory inventory. A product’s label or its use of software alone does not settle coverage.
Notable exclusions and limits
The law excludes or limits coverage for specified categories, including video-game consoles, HVAC equipment, farm and off-road equipment, energy-storage systems, products powered by internal-combustion engines, electric toothbrushes, and products never offered for retail sale to consumers. Motor vehicles and certain engines covered by franchise arrangements are outside the law’s ordinary scope. Medical devices are generally excluded, with exceptions added for electric wheelchairs and complex rehabilitation technology.

In 2025, SB 550 expanded the covered provisions to include electric wheelchairs and complex rehabilitation technology. Its status and text are available in the SB 550 legislative overview. Do not assume that a repair rule for consumer electronics applies to a vehicle, industrial machine, medical device, or game console.

For products within scope, manufacturers must provide owners and independent repair providers access to the repair documentation, tools, parts, and other implements they provide to authorized service providers for diagnosing, maintaining, repairing, or updating equipment. The standard is generally fair and reasonable terms; it does not mean every item must be free.
- Physical tools may include reasonable charges for preparation and shipping.
- A manufacturer need not supply a part it no longer makes or provides to authorized repairers.
- The law does not require disclosure of trade secrets beyond what is needed for repair.
- Supplying repair information or tools does not by itself make a manufacturer liable for damage caused by an owner or independent repair provider, subject to ordinary product-liability rules.
Oregon does not set a fixed period of future repair support in the same way some other state laws do. Parts access therefore does not promise that a manufacturer will keep every part available indefinitely.

What the law may mean for Apple and other device owners
Apple is a prominent example because its repair ecosystem has used serialized components and software-based checks. Oregon’s law may limit specified ways a manufacturer can use pairing to block or degrade a functional replacement on products that meet the law’s date and coverage rules. It does not make every iPhone repair equivalent to an Apple-authorized repair, nor does it establish that every used or third-party component will preserve every feature.
Apple opposed Oregon’s parts-pairing provision, arguing that limiting component verification could affect safety, security, and privacy; that is the company’s position, not an established finding about every repair. Apple later announced support for reusing some used Apple parts in repairs, but that policy change should not be attributed solely to Oregon’s law: other state laws and market pressure were also factors. A repair can still involve calibration, safety, and quality trade-offs. Opening a device may affect water resistance; battery work can be hazardous; and a replacement part may differ in durability or performance. Parts pairing and calibration are related but not identical, and a legally permissible repair can remain technically difficult.

What repair shops must disclose
Before repairing covered equipment, an independent repair provider must tell the customer that it is not an authorized service provider and disclose whether replacement parts are used or supplied by someone other than the original manufacturer. Those disclosures help consumers distinguish the shop’s status and the part’s source before agreeing to a repair. The current requirements appear in Oregon’s codified statute.
How to raise a possible violation
- Identify the product and dates. Record the model and, if available, its manufacturing date; note when and where it was first sold or used.
- Make a specific request. Ask the manufacturer for the particular part, tool, documentation, or repair resource at issue, and describe the repair.
- Keep the record. Save the request and response, dates, quoted price, product details, and any explanation for a refusal.
- Check the repair channel. Ask an independent provider whether the part and diagnostic tools are available, and get its part-source and authorization disclosures before authorizing work.
- Consider a consumer complaint. If the facts suggest a violation, a consumer can contact the Oregon Attorney General. The Act authorizes the Attorney General, in response to a consumer complaint, to issue an investigative demand to a manufacturer that appears to have violated it.
A violation may carry a civil penalty of up to $1,000 per day. Whether a particular refusal violates the law depends on product coverage, dates, statutory exceptions, and the circumstances; the law should not be treated as creating an automatic individual right to sue.

- Will calibration, biometrics, cameras, battery-health reporting, or other features be affected?
- What is the full cost, including labor, tools, shipping, adhesives, and any diagnostic fee?
- Is the provider authorized, and what repair warranty does it offer?
- Will the repair require a data reset, and do I have a backup?
