U.S. Grain Storage Capacity Growth Has Nearly Stalled Since 2019

U.S. grain storage has not stopped expanding, but growth has slowed sharply since 2019. USDA’s latest cited figures show slight increases, while 2025 utilization points to a smaller national buffer.

U.S. grain storage capacity has not literally stopped growing, but its expansion has nearly stalled since 2019. A 2026 University of Illinois analysis found capacity rose by only 337 million bushels over six years, compared with average annual growth of 349 million bushels from 2000 to 2019. The latest USDA capacity figures surfaced here, for December 1, 2024, still show slight year-over-year increases.

Has U.S. grain storage growth stopped?

No. The more accurate description is that growth has slowed sharply. Joe Janzen, an agricultural economist at the University of Illinois Urbana-Champaign, reports that national capacity expanded by an average of 349 million bushels per year from 2000 through 2019, then added just 337 million bushels in total over the following six years. That is a marked change in pace, not zero growth.

The most recent official capacity figures cited here are USDA’s December 1, 2024 estimates. They show small increases in both on-farm and commercial off-farm capacity. Janzen’s 2026 analysis says that continuing the earlier trend would have put total capacity at 27.5 billion bushels; that is a counterfactual estimate, not an observed USDA total. Exact USDA capacity totals for December 1, 2025 are not established in the figures cited here.

How much grain storage capacity is on farms and off farms?

USDA’s January 2025 Grain Stocks report estimated on-farm capacity at 13.628 billion bushels on December 1, 2024, up less than 1% from a year earlier. Commercial off-farm capacity was 11.8 billion bushels, described as slightly higher than the prior year.

These figures describe two different parts of the storage system. On-farm capacity is storage at farms; commercial off-farm capacity covers reported commercial facilities. The 2026 University of Illinois analysis discusses utilization through December 1, 2025, but those utilization observations are not capacity totals and should not be used to infer a precise 2025 farm/off-farm split.

What does USDA count as grain storage capacity?

Capacity is a measure of rated storage space, not the amount of grain in storage. USDA’s Grain Stocks survey guidance says off-farm capacity generally reflects the rated or licensed capacity of structures normally used to store grain, oilseeds, or pulse crops. Most temporary and emergency storage is excluded from reported total rated capacity.

The off-farm estimate includes categories such as elevators, warehouses, terminals, merchant mills, other storage, and oilseed crushers for specified crops. Some facilities, including rice-only and peanut-only facilities, are excluded. As a result, reported capacity is not a count of every place grain could be held temporarily, nor is it a measure of how much grain is actually on hand.

Why might storage investment have slowed?

Janzen says the cause of slower investment is unclear. He identifies several possible contributors rather than established explanations:

  • Higher interest rates in the post-2020 economy may raise financing costs.
  • Expectations about future production growth could influence whether owners invest.
  • Storage demand is irregular and difficult to predict, which can make the return on new capacity uncertain.

Storage can generate low returns in typical conditions yet become more valuable after particular supply or demand changes. That uneven payoff can complicate investment decisions, but the cited analysis does not determine how much each proposed factor contributed to the slowdown.

Does higher utilization mean there is a storage shortage?

Not by itself. Janzen reports that national average capacity utilization on December 1 was about 70% during 2020–2025, compared with about 60% before 2006. For December 1, 2025, his analysis reports utilization of 80% for on-farm capacity and 65% for off-farm capacity. Those percentages are utilization ratios; they are not the shares of national capacity represented by farms and commercial facilities.

The same analysis estimates aggregate surplus capacity at 5% of production in 2025, compared with a 15% average since 2000, and says the 2025 crop was closer to total capacity than in any year since 1988. These estimates suggest a narrower national buffer, but they do not establish a shortage in every region or identify a threshold at which utilization begins to affect prices or marketing choices.

A separate, dated USDA example illustrates the distinction. The Agricultural Marketing Service estimated a national storage surplus of 1.06 billion bushels for fall 2024, its smallest since 2018, and noted that limited on-farm availability could increase demand for trucks carrying grain to elevators. That fall 2024 estimate is not the same observation as Janzen’s 2025 utilization figures.

What tighter storage could mean for transport and farmers

When less capacity is available near harvest, grain may need to move sooner or farther to reach available storage. USDA AMS’s fall 2024 discussion specifically linked limited on-farm availability with the possibility of greater truck demand to elevators. Whether that pressure appears depends on where capacity is located, harvest timing, transportation options, and where grain is ultimately used.

Local basis, price volatility, and farmers’ marketing flexibility could also be affected by tight local conditions, but the cited analysis does not establish the utilization level at which those effects occur. National totals cannot answer whether a particular producer or elevator has adequate nearby capacity: storage locations cannot be shifted quickly, and proximity to production, transport, and end users matters.

Why national capacity is an imperfect measure of local pressure

Grain storage is seasonal, while an annual national capacity total is a snapshot of fixed infrastructure. Harvests are spread over time, facilities may handle multiple crops during the year, and bags or ground piles can temporarily hold grain beyond rated capacity. Those practices add flexibility but do not change USDA’s rated-capacity measure.

For a local assessment, the useful questions are where rated capacity sits relative to farms and markets, how it compares with crop production, how heavily it is used at different points in the season, and whether temporary storage or transportation can bridge a short-term gap. A single national utilization percentage cannot substitute for those local details.
