It was politically agreed in July 2025, outlined in a joint statement on 21 August 2025, implemented in stages by the U.S. and formally approved by the EU in 2026. The practical rate depends on the product, its existing tariff and any separate trade measures.
What the 15% tariff ceiling means
For most covered EU-originating goods, the framework caps the combined most-favoured-nation (MFN) duty and reciprocal tariff at 15%. The European Commission’s 21 August 2025 Q&A describes the rate as all-inclusive. If a product’s MFN tariff is already 15% or higher, the framework provides for no additional reciprocal tariff under this ceiling. It does not mean that every EU product is charged exactly 15%.
The Commission says the ceiling spans most sectors, including cars, semiconductors, pharmaceuticals and lumber. Coverage and the payable rate can still turn on the product’s customs classification, exclusions and other applicable legal measures. A headline rate alone is not enough to determine a shipment’s duty.
Products listed for MFN-only treatment
The EU–U.S. joint statement provides that, beginning 1 September 2025, the following categories receive MFN treatment only rather than the reciprocal tariff: unavailable natural resources, including cork; all aircraft and aircraft parts; and generic pharmaceuticals, their ingredients and chemical precursors. The statement says the parties may consider extending this treatment to additional sectors and products.

How the agreement moved from announcement to implementation

What the EU agreed to change for U.S. goods
The EU committed to eliminate tariffs on all U.S. industrial goods and to provide preferential market access for selected U.S. seafood and agricultural products. The Council’s 25 June 2026 account says the implementing regulations removed the remaining customs duties on U.S. industrial goods and provided preferential access for certain seafood and non-sensitive agricultural goods.
The named agricultural products include tree nuts, dairy, fresh and processed fruits and vegetables, processed foods, planting seeds, soybean oil, pork and bison. Preferential access can take different forms: the EU measures include tariff-rate quotas and reduced tariffs for certain products, rather than a promise of unrestricted duty-free entry for every item in those categories. The lobster duty suspension was extended to processed lobster as well.

How the auto provisions work
The joint statement tied the U.S. Section 232 tariff reduction for covered EU automobiles and parts to the EU formally introducing its legislative proposal for tariff reductions. Under the stated arrangement, if the relevant MFN duty is at least 15%, no additional Section 232 auto tariff applies; if the MFN rate is below 15%, the combined rate is 15%. The U.S. Federal Register published implementation instructions for these tariff-related elements on 25 September 2025.
For an actual vehicle or parts shipment, the applicable classification and current tariff schedule matter. The framework’s headline does not, by itself, resolve the duty on a particular product.

Safeguards, conditions and the suspension of EU countermeasures
The EU’s implementing arrangement includes a safeguard for import surges that cause or threaten serious injury to EU operators. The Council also describes stronger authority to suspend preferences if the U.S. fails to honor commitments, takes action undermining the joint statement or disrupts balanced trade relations. The Commission describes a sunset arrangement running to 2029.
A separate condition concerns U.S. tariffs on steel and aluminum derivatives. The Commission says those tariffs, then described as reaching as high as 50%, must be brought into line with the 15% ceiling by the end of 2026 or the EU may suspend concessions. This is a condition in the framework, not evidence that the tariffs had already been brought into line.

On 31 July 2026, the Commission extended the suspension of EU rebalancing measures against U.S. exports without setting an end date. The Commission said the suspension remained under review and that the measures could be reactivated if needed. That notice describes the suspension at that point; later official notices would be needed to establish any subsequent change.

The joint statement says the EU intends to procure U.S. liquefied natural gas, oil and nuclear energy products, with expected offtake valued at $750 billion through 2028. It also states an EU intention to purchase at least $40 billion worth of U.S. AI chips for computing centers. These are announced intentions and expected offtake in the framework, not confirmation that the purchases have been completed.

What the reported trade figures do—and do not—show
The European Commission’s 2026 status page reports the following 2025 goods-trade figures:

The figures describe bilateral trade flows, not a causal estimate of the agreement’s effect. The political agreement came in July 2025, so the annual totals also cover a period that includes months before the agreement.
What the deal means for prices and household finances
A tariff is a customs charge applied to imported goods, not a direct tax bill sent to consumers. A 15% ceiling on a covered import therefore does not establish that its retail price rises by 15%. The importer, supplier or retailer may absorb some or all of a cost, pass some through, or change sourcing; the outcome depends on the product and transaction. The framework and trade totals cited above do not quantify price changes for U.S. households.
How U.S. officials framed the agreement
U.S. Trade Representative Jamieson Greier said on 28 July 2025: “This Framework demonstrates that America can maintain tariffs to reduce the goods trade deficit and simultaneously unlock market access for hardworking Americans whose interests remain firmly at the center of every deal made.” That is the USTR’s policy framing of the deal, not an independent finding about its economic effects.
