TSMC’s 2025 Arizona Deadline Was Met Early—but the Bigger U.S. Chip Bet Is Unfinished

TSMC’s first Arizona advanced fab entered N4 high-volume production in Q4 2024, ahead of the revised 2025 target. The milestone proves technical and schedule progress, not a finished campus or Taiwan-level costs.

Yes—TSMC delivered its first Arizona advanced-node fab ahead of the revised 2025 deadline. TSMC says Fab 21’s first facility entered high-volume production of N4, its 4-nanometer-class process, in the fourth quarter of 2024. That satisfies the operational test, and the company says yields are comparable with its Taiwan factories. It does not mean the entire Arizona campus is complete, that costs match Taiwan, or that the United States has recreated Taiwan’s full semiconductor ecosystem.

What the 2025 deadline actually meant

“The 2025 deadline” was not TSMC’s original promise. The company announced its Phoenix project in 2020 with production targeted for 2024. In December 2022, it still described the first fab as scheduled to begin N4 production in 2024. In July 2023, TSMC moved the target to 2025, citing a shortage of workers experienced in installing advanced semiconductor equipment. The U.S. Commerce Department later described high-volume production as expected in the first half of 2025.

TSMC subsequently reported that production had already begun in the fourth quarter of 2024. Its 2024 and 2025 annual reports and earnings materials use that date for the first Arizona fab’s volume-production milestone. (TSMC’s original Arizona announcement; 2024 annual report)

What Fab 21 is making

The facility is generally called TSMC Arizona Fab 21, with the first production facility often described as Phase 1. Its initial process is N4, or 4nm-class FinFET logic. That is leading-edge manufacturing for the United States, but “advanced” does not mean “the world’s newest.” TSMC introduced newer generations in Taiwan before they were scheduled for later Arizona phases. N4 is a process-generation label rather than a directly comparable measurement of transistor density across companies.

Did it really reach high-volume production?

On the schedule question, the answer is yes. TSMC’s stated milestone is high-volume production in Q4 2024, which is earlier than the revised first-half-2025 expectation. Independent reporting also described chip production underway in January 2025. (TSMC Q2 2025 earnings transcript; Axios report)

There is an important limit to that statement. “High-volume production” is an industry and company status, not a published monthly-output number. Public sources cited here do not establish steady-state wafer volume, the precise utilization rate, or a customer-by-customer shipment breakdown. A fab can be in high-volume production while still qualifying products, ramping tools and improving cost efficiency.

Yield: a technical success, not a complete business verdict

TSMC has said the Arizona fab’s N4 yield is comparable with its Taiwan facilities. That is significant because transferring a leading-edge process to a new site requires reproducing thousands of process steps, tool settings, materials controls and manufacturing routines. TSMC presented the result as evidence that its technology and operating practices could be transferred successfully to the United States. (TSMC Q2 2025 transcript)

The comparison remains a TSMC-reported claim, not a complete independently audited yield dataset. Comparable yield also does not establish comparable cost per wafer. Construction, staffing, training, logistics and supplier-network expenses can make a technically successful fab more expensive than a Taiwan counterpart.

Why the project slipped from 2024 to 2025

Specialized installation labor

TSMC’s clearest stated reason was a shortage of workers with experience installing advanced manufacturing equipment. The company brought experienced Taiwanese personnel to Arizona and trained U.S. workers. (Manufacturing Dive reporting)

A less integrated construction ecosystem

Reporting also identified differences in construction practices, labor coordination, permitting and supplier integration. Taiwan has a dense network of semiconductor contractors and equipment specialists; Arizona had to assemble more of that capability locally. TSMC has acknowledged that building and operating in the United States costs more.

Water, power and infrastructure

Phoenix’s water supply, reclamation requirements and power reliability remain operational considerations. TSMC has described a goal of recycling 90% of water and developing reclamation infrastructure, but those plans are mitigation measures—not proof that the long-term resource challenge has been solved.

What the first-fab milestone does—and does not—prove

Question Verdict What the evidence supports
Did it meet the revised schedule? Yes TSMC says high-volume production began in Q4 2024, before the first-half-2025 expectation.
Did Arizona make an advanced process? Yes N4, a 4nm-class process, is advanced by U.S. manufacturing standards.
Did it match Taiwan on yield? Apparently, according to TSMC TSMC reported comparable yield; a full independent dataset is not public.
Did it reach maximum designed capacity? Not established Public sources do not provide sustained monthly wafer output or utilization.
Did it match Taiwan on cost? No evidence U.S. construction, labor and ecosystem costs are higher.
Is the Arizona campus complete? No Additional fabs, packaging capability and infrastructure remain planned or under construction.

The rest of the Arizona project is still ahead

Second fab

The second fab’s building has been completed, but production is now expected in the second half of 2027. Plans connect it with 3nm-class production and later 2nm-related capabilities, depending on phase and customer demand. (Focus Taiwan report)

Third fab and later expansion

Construction of a third facility began in 2025. It is intended for 2nm or more advanced technologies toward the end of the decade. TSMC also announced an additional $100 billion U.S. investment plan in 2025, bringing its stated planned U.S. investment to $165 billion. In July 2026, the company announced another expansion involving four additional Arizona fabs and a further $100 billion plan. These are announced investments, not completed capacity. (TSMC 2025 expansion announcement; Arizona Commerce Authority)

Packaging and the supply chain

Advanced packaging, testing, specialty chemicals, wafers and equipment suppliers are as important as the front-end fab. TSMC’s first Arizona production line alone does not create a fully domestic design-to-packaged-chip chain. The original three-fab plan was described as more than $65 billion, with approximately 6,000 direct high-tech jobs. The Commerce Department proposed up to $6.6 billion in direct CHIPS Act funding and up to $5 billion in loans. (Commerce Department announcement)

Does Arizona make the United States semiconductor-independent?

No. It does make the supply chain more geographically resilient by adding leading-edge logic production on U.S. soil. That matters for smartphones, artificial intelligence, high-performance computing, automobiles and some defense-related systems. It also creates a domestic base of advanced-node manufacturing knowledge.

But one fab cannot replace Taiwan’s concentration of fabs, process-development teams, suppliers, packaging capacity and specialized labor. Newest nodes may still enter production in Taiwan first, and Arizona output may initially cost more. Diversification reduces dependence on a single location; it is not the same as self-sufficiency. (Reuters report)

Bottom line

TSMC’s first Arizona advanced fab delivered on the measurable production test—and beat the revised 2025 deadline by entering N4 high-volume production in late 2024. The yield claim is technically encouraging, but it comes from TSMC and does not prove Taiwan-level economics or full capacity. The larger strategic bet remains unfinished: the second and third fabs, advanced packaging, supplier depth, water and workforce systems, and cost competitiveness will determine whether Arizona becomes a durable U.S. manufacturing hub rather than a successful first facility.
