TSMC vs. Building Your Own Chip Factory: Costs, Risks, and Tradeoffs

Buying wafer capacity from TSMC usually requires less upfront capital than owning a fab, but it creates supplier dependence. This guide explains the fixed-cost economics, TSMC’s 2025 scale, historical fabless-versus-IDM data and the conditions that could justify building your own factory.

For most chip companies, buying manufacturing from TSMC or another merchant foundry is cheaper and less risky at the outset than building a fab. The foundry route converts a massive, mostly fixed investment into capacity payments and preserves more capital for chip design, software and research. Owning a factory can make sense when a company has durable, very large demand, needs direct control of supply or process technology, and can finance years of construction, equipment installation, hiring, qualification and upgrades.

There is no defensible universal price for “a chip factory” and no general break-even utilization percentage. Economics depend on location, process node, wafer capacity, equipment scope, construction standards, financing, subsidies, yield ramp, product mix and committed customers. The comparison below separates what is known about TSMC’s scale from what any prospective owner would have to prove for its own project.

The short answer: foundry capacity usually wins on capital efficiency

A fabless company pays a foundry to manufacture wafers instead of owning the buildings, cleanrooms, process tools and supporting infrastructure. That avoids much of the direct manufacturing capital requirement and can leave more money for product development. It does not eliminate risk: the company still depends on the foundry’s capacity, process portfolio, allocation decisions, pricing and geographic footprint.

An owned fab reverses that tradeoff. The owner gains more direct influence over capacity and operations, but also takes responsibility for construction, equipment procurement, process integration, staffing, utilities, maintenance, technology upgrades, yield learning and demand risk. Because much of the asset base is fixed, a facility that is not filled with competitive products can destroy cash even when the underlying chip design is good.

TSMC is an unusually scaled reference point rather than a one-factory template. Its economics reflect a network of sites, process development, packaging, customer relationships and demand from multiple end markets. A company considering one facility cannot assume it will reproduce those advantages immediately.

What TSMC’s pure-play model actually provides

TSMC says it pioneered the pure-play foundry model in 1987. Its stated focus is manufacturing customer products rather than selling semiconductor products under its own name. That separation is important to customers that want a manufacturing partner without competing against the supplier’s branded chips.

TSMC’s 2025 Annual Report provides a scale snapshot:

Measure TSMC-reported 2025 figure How to interpret it
Annual capacity More than 17 million 12-inch-equivalent wafers A network-wide figure, not the output of one fab or one process node.
Customers 534 A broad customer base that can balance demand across products and markets.
Distinct technologies 305 A portfolio of process technologies; a new owner would need to fund and maintain its own relevant portfolio.
Products manufactured 12,682 Shows the variety of products running through the network, not a promise that every customer receives identical economics.
Wafer revenue from 7nm-and-below processes 74% in 2025, up from 69% in 2024 Indicates substantial leading-edge exposure in that year, while the company still operates across other technologies.

TSMC also describes exposure to high-performance computing, smartphones, the Internet of Things, automotive products and digital consumer electronics. Diversification can smooth demand fluctuations because weakness in one market may be offset by strength in another. It is not a guarantee against a semiconductor downturn, trade restrictions or sudden changes in customer inventory.

Chairman and Chief Executive Officer C.C. Wei described the company’s mission as being “the trusted technology and capacity provider for the global logic IC industry for years to come.” That is TSMC’s stated mission, not an independent conclusion that its model is optimal for every chip company.

What building a fab costs beyond the concrete shell

“Build a factory” is shorthand for a chain of investments. The building is only one component, and in advanced manufacturing it may not be the largest or most rapidly depreciating one.

Land, cleanroom and infrastructure

A project requires a suitable site, high-purity water, reliable power, waste treatment, specialty gases, chemical handling, roads, logistics and redundant systems. The cleanroom must meet vibration, temperature, humidity and contamination specifications. Local permitting, labor availability and emergency infrastructure affect both schedule and cost.

Production equipment and installation

Wafer fabrication depends on hundreds of process steps and an extensive tool fleet for lithography, deposition, etch, implantation, cleaning, metrology and inspection. Tools must be delivered, installed, qualified and integrated into a functioning process flow. Delays in one tool family can hold back the entire line.

Process technology and yield learning

The owner must license, develop or otherwise obtain the process technology needed by its products. Engineers then tune the process, qualify designs and raise yield from early production to commercially acceptable levels. A building can be complete while the line remains economically unusable because output is low or defects are high.

People and operating systems

Experienced process engineers, equipment technicians, operators, safety specialists, information-technology staff and managers are necessary before volume production begins. Recruiting and retaining that workforce can be difficult in regions without an established semiconductor ecosystem.

Continuing investment

TSMC’s 2025 Form 20-F describes semiconductor manufacturing facilities as substantial, largely fixed-cost assets and says significant capital is needed to build, expand and upgrade production facilities and equipment. A realistic ownership budget therefore includes maintenance, replacement tools, process transitions, software, training and future capacity—not just the initial construction contract.

Why published figures do not yield one universal fab price

The U.S. Department of Commerce’s 2023 industry report estimated total semiconductor-industry capital expenditure at US$182 billion in 2022, nearly twice the 2017 level. That is an industry-wide historical total, not the price of a single plant. It includes many companies, technologies, sites and types of investment.

The same report estimated that TSMC held about 60% of foundry property, plant and equipment value and nearly 20% of total semiconductor-industry property, plant and equipment in 2022. Those percentages describe concentration of manufacturing assets; they do not represent TSMC’s share of semiconductor revenue or foundry sales.

In March 2025, TSMC announced an additional US$100 billion of intended U.S. advanced-manufacturing investment, taking its stated planned U.S. total to US$165 billion. The announcement covered a portfolio of three additional fabs, two advanced-packaging facilities and a major research and development center. It is neither a unit cost for one fab nor proof that the full amount had already been spent. It also referenced government support and customer partnerships, which means public assistance and commercial commitments are part of the project context.

A comparable single-fab estimate would require, at minimum, a specified location, process node, monthly wafer capacity, equipment list, construction scope, financing terms, subsidy assumptions, customer commitments, yield ramp and product mix. Without those inputs, a precise number would create false confidence.

Foundry service versus owned production

Decision axis Buying foundry capacity Owning a fab
Capital exposure Pay manufacturing charges and related design, mask, packaging and logistics costs without owning the full fabrication asset base. Fund buildings, cleanrooms, equipment, process development and ongoing expansion or replacement.
Capacity control Use the supplier’s available capacity and scheduling; access can tighten during industry upswings. Set internal capacity plans, but only after successfully building and ramping the line.
Utilization risk Demand risk is spread across the foundry’s customer portfolio, although an individual customer can still face allocation limits. The owner must supply enough internal or external demand to support largely fixed-cost assets.
Technology Access the foundry’s process technologies and manufacturing ecosystem, subject to availability and qualification rules. Finance and maintain a competitive process capability, tool base, workforce and supplier network.
Customer position A pure-play supplier’s commitment to making customer products can reduce concerns about direct product competition. An integrated device maker can prioritize its own products; a merchant foundry must earn trust from outside customers, especially where products overlap.
Execution responsibility The foundry handles site construction, equipment installation and fab operations; the chip company remains exposed to supplier concentration and geography. The owner carries construction, procurement, hiring, qualification, yield and ramp execution risk.
Strategic resilience Avoids direct construction while remaining dependent on external sources and their locations. Can add supply or geographic control, but at the cost of capital, complexity and execution risk.

Utilization is the economic hinge

Fab costs are dominated by expenses that do not fall in proportion to short-term wafer output. Debt service, depreciation, core staffing, cleanroom operation, maintenance contracts and a minimum level of utilities continue when the line is underloaded. High utilization spreads those costs over more saleable wafers; low utilization raises the effective cost of every wafer.

That is why a new owner needs more than a promising chip roadmap. It needs a credible loading plan covering the ramp period, mature production and the next technology transition. Internal products may not be enough. External customers can improve loading, but winning them requires proven yields, delivery reliability, confidentiality controls and a process technology they actually need.

TSMC’s 534 customers and mix of end markets illustrate the demand aggregation a single entrant would have to recreate. The company’s diversification can help absorb a downturn in one segment, but it does not make utilization immune to cyclical demand, trade conflict or protectionist policies.

The available sources do not establish a general break-even utilization rate. Any threshold would be specific to the project’s debt, depreciation, labor, energy, wafer prices, yields, product mix and subsidies. A percentage borrowed from another fab could be materially misleading.

Fabless financial evidence: useful context, not a guarantee

The Commerce Department compared surveyed fabless companies and integrated device manufacturers (IDMs) over 2017–2022. Fabless companies had higher net-profit margins in all but one of those years; in 2022, the reported averages were 32% for fabless firms and 20% for IDMs, a 12-percentage-point difference.

The same survey shows why this is not a simple “fabless always wins” rule. An average of 44% of surveyed fabless companies reported a net loss in any year from 2017 to 2022, compared with 17% of surveyed IDMs. Fabless firms may avoid factory capital yet still fail because of weak products, intense competition, insufficient scale, high design costs or dependence on constrained capacity. The figures are historical group-level observations, not a forecast for a particular company or a causal estimate of factory ownership.

Where owning manufacturing can be strategically justified

Guaranteed internal demand

An owner with several product families, long-lived programs or contracted customers may be able to keep a line loaded. The evidence must include realistic volumes, timing, pricing and yields rather than a best-case product forecast.

Supply assurance

Direct control can matter when interruptions would threaten critical infrastructure, defense programs or a regulated product. Even then, a single owned site is not automatically resilient: earthquakes, power failures, contamination or a design flaw can affect the entire operation. Multiple sites or qualified external capacity may still be necessary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Process differentiation

A company may need a manufacturing process that a merchant foundry will not prioritize or that is central to its product advantage. The owner must quantify how the differentiation produces value that exceeds years of development and upgrade spending.

Geographic or policy objectives

National resilience, local employment and access to public incentives can change the strategic calculation. Incentives are jurisdiction- and project-specific and should be modeled as conditional funding, not as guaranteed profit.

TSMC’s footprint shows the scale and sequencing of expansion

According to its 2025 Annual Report, TSMC Arizona’s first facility began volume production of 4nm chips in the fourth quarter of 2024. The second facility’s construction was complete and facility-system installation was under way, while construction of a third facility began in 2025. The report also described facilities in Taiwan, Nanjing and Japan and a specialty-fab project in Dresden.

These dated milestones illustrate that a manufacturing network expands in stages: site work, building completion, system installation, tool move-in, process qualification and volume production are separate events. An announcement of planned facilities is not evidence that a fab is complete, has achieved target yield or is profitable.

Risks that can overturn an attractive spreadsheet

Demand and product-cycle risk

Semiconductor markets move in cycles. A company can commit to capacity just as a major customer reduces orders, a product generation ends or inventory builds across the industry. Current demand for a particular application should not be treated as a permanent utilization guarantee.

Technology obsolescence

A line may be technically functional but commercially irrelevant if it cannot support the performance, power, packaging or design rules customers require. Continuing capital is needed to keep tools and processes competitive.

Construction and ramp delays

Permitting, labor shortages, equipment backlogs, utility constraints and contamination events can push revenue later while financing and staffing costs continue. Yield ramp delays can be as damaging as construction delays because wafers that fail qualification cannot be sold at the planned price.

Customer concentration

A prospective merchant foundry cannot assume that customers will arrive simply because capacity exists. Customers may already be qualified at another supplier, may require a broader process portfolio or may avoid a new provider until it demonstrates reliability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Geographic and policy exposure

Trade restrictions, export controls, tariffs, energy prices and changes in public support can alter both the cost base and the addressable market. A multi-site network can reduce some location risk, but duplicating facilities also multiplies capital requirements.

A practical feasibility framework

Before committing to a factory, a board or investor should require answers to these questions:

  1. What exact process is required? Specify node, design rules, wafer size, packaging interfaces, performance targets and qualification standards.
  2. Who will fill the line? Map internal products and legally binding or highly credible external commitments by quarter, not just a long-term total.
  3. What is the downside volume? Stress-test demand at lower prices, delayed product launches, lost customers and a multi-year downturn.
  4. What is included in capital spending? Include land, building, cleanroom, utilities, tools, installation, process development, information systems, spares and contingency.
  5. How will the ramp be financed? Model interest, staged drawdowns, subsidies, working capital and the period before positive cash flow.
  6. Can the organization operate the line? Identify experienced leaders, technical hiring pipelines, supplier contracts, safety systems and training plans.
  7. What happens when technology changes? Reserve capital and floor space for upgrades, new tools and process transitions rather than treating the first configuration as permanent.
  8. What is the fallback? Compare the project with a foundry contract, dual sourcing, long-term capacity reservations or a smaller specialty facility.

The output should be a range of outcomes, not one headline return. Show cases for rapid yield improvement, delayed ramp, weak utilization, favorable subsidies, higher energy costs and a major customer cancellation. If the project only works under the best case, ownership is a strategic bet rather than a demonstrated economic advantage.

Which route fits which company?

Early-stage or single-product chip company

A foundry relationship usually preserves scarce capital for design, verification, software and customer acquisition. The company should negotiate capacity, pricing, confidentiality and second-source options rather than attempting to build a full fab before product-market fit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Established chip designer with rising volume

Long-term foundry agreements, reserved capacity or shared investment may provide more control without taking on every operating responsibility. The decision turns on expected volume, process requirements and the cost of being supply-constrained.

Large integrated manufacturer

Owning production can be rational when internal demand is broad and persistent, process know-how is strategically important, and management can fund continuous upgrades. Even then, external foundry capacity can provide flexibility during transitions or demand spikes.

Public-sector or national-resilience project

Strategic benefits may justify accepting returns that a purely commercial project would reject. The analysis should state those policy objectives separately from expected factory cash flow and identify which costs are borne by taxpayers, customers or the owner.

Decision rule

Choose foundry manufacturing when flexibility, capital efficiency and access to an established technology ecosystem matter more than direct control. Consider an owned fab only when demand is durable enough to load fixed-cost assets, the process capability is strategically distinctive, the organization can execute a multiyear ramp and the downside remains financeable without optimistic utilization assumptions. TSMC’s scale demonstrates what a mature network can accomplish; it does not turn a single planned factory into a low-risk investment.
