Trump’s March 2025 Auto-Tariff Concession Was Limited—and Not the End of Auto Tariffs

The March 2025 USMCA adjustment eased some IEEPA duties on Canadian and Mexican goods, but it did not end auto tariffs. Separate Section 232 duties and later Canada measures have different rules.

On March 6, 2025, President Donald Trump’s administration eased the new Canada and Mexico tariffs for goods that claimed and qualified for USMCA trade preference. That offered relief to some goods moving through North America’s integrated auto supply chain—but it did not exempt vehicles and parts from every tariff. A separate 25% auto tariff followed under a different law, and later measures added further product-specific rules. As of October 7, 2026, the March adjustment is a historical carveout, not a complete description of the tariffs that may apply to a vehicle or part today.

What changed on March 6, 2025?

The White House adjusted the Canada and Mexico duties it had announced under the International Emergency Economic Powers Act (IEEPA). Under the adjustment, goods from either country that claimed and qualified for preferential treatment under the United States-Mexico-Canada Agreement (USMCA) were not subject to those IEEPA border duties. Goods that did not qualify generally faced a 25% duty, with different, lower treatment for certain energy products and potash.

The distinction was qualification, not simply where a product was assembled or shipped from. A good had to claim and meet the requirements for USMCA preference to receive this particular relief. The White House pointed to the structure of the automotive supply chain as a reason for the change, saying the industry should not suffer significant disruption because of how its supply chain is organized. That was the administration’s stated rationale, not an independent finding about the policy’s effects.

For auto companies, the adjustment mattered because components can cross North American borders as vehicles are manufactured. But it was a carveout from the IEEPA duties on Canada and Mexico—not a blanket exemption for every car or auto part, and not a repeal of tariffs imposed under other authorities.

Why the March change did not settle auto tariffs

The administration announced a separate auto measure later in March under Section 232 of the Trade Expansion Act. The legal authority, coverage and timing were different from the IEEPA border duties. The administration’s International Trade Administration (ITA) says the Section 232 proclamation imposed 25% duties on specified imported automobiles starting April 3, 2025, and specified auto parts starting May 3, 2025.

The Congressional Research Service (CRS) described USMCA-related content exclusions for the auto tariffs. It also noted that parts had a separate implementation process, including an exemption pending a process for applying duties only to non-U.S. content. This means “USMCA-compliant” did not operate as one universal pass from all auto tariffs: the March IEEPA adjustment concerned goods qualifying for USMCA preference, while the Section 232 rules had their own product and content provisions.

What the U.S.-assembly offset did—and did not do

An April 29, 2025 amendment added relief for eligible manufacturers producing vehicles in the United States. The mechanism let them apply an offset against some Section 232 parts-tariff liability. The White House set the first-period offset at 3.75% of the aggregate MSRP value of U.S.-assembled automobiles for April 3, 2025 through April 30, 2026. For May 1, 2026 through April 30, 2027, it set the offset at 2.5% of U.S. production value.

The ITA describes the offset as a reduction in tariff liability, not a payment back to a manufacturer. A manufacturer cannot accrue an offset greater than the lesser of the applicable production-value cap or its qualifying parts-tariff liability. The relief is directed to eligible manufacturers; it is not a general refund or exemption that an individual car buyer can claim.

What changed for Canada in 2026?

The March 2025 IEEPA adjustment is not the only later measure relevant to Canadian goods. A White House proclamation dated July 20, 2026 established an additional 50% duty on certain Canadian products. A September 8 proclamation modified the list of covered products, with the revision effective September 15. The July proclamation says the additional duty does not apply to articles subject to Section 232 duties; the September action says other duties remain in effect for covered products.

Those measures are not a universal 50% tariff on Canadian vehicles or parts. Whether a specific item is covered depends on its Harmonized Tariff Schedule of the United States (HTSUS) classification and applicable exceptions. The Section 232 program and the later Canada-specific measures must be considered alongside any USMCA preference claim, rather than treating the March carveout as the final answer.

Are auto tariffs still in effect?

As of October 7, 2026, the March 6, 2025 adjustment remains relevant as the history of the IEEPA Canada and Mexico duties, but it does not define the full current tariff treatment of autos. The Section 232 program has its own duties, content rules and manufacturer offset. Separate later duties affect certain Canadian products, with the scope changed in September 2026.

There is no single rate that can safely be applied to every vehicle or part. The answer for a particular import depends on the product, country, classification, applicable tariff authority, USMCA qualification and any exception or offset. Importers should verify the current ITA program guidance and HTSUS treatment for the specific item before relying on a rate.

What the official figures do—and do not—show

The rates and offset percentages above are published policy parameters. They establish what the administration said the measures would impose or allow, not the measures’ independent economic effects. The official material cited here does not establish that the March adjustment itself caused a particular change in vehicle prices, employment or production. Those outcomes should not be inferred from the tariff rules alone.
