The White House set April 5 for a 10% baseline tariff and April 9 for higher country-specific rates. India’s government said the additional rate announced for India was 27%. Trump said countries could reduce their tariffs to lower the U.S. rate, but that was not evidence India had already agreed to do so.
The policy later changed: on February 6, 2026, the White House announced an 18% reciprocal rate for India under an interim agreement framework. The dates, product coverage and qualifications matter; there was no single tariff that applied identically to every Indian product.
What Trump announced on April 2, 2025
Trump announced a reciprocal-tariff policy and signed an executive order on April 2, 2025. He described the approach as matching the tariffs other countries charged the United States. At the signing, he said, “in almost all cases, they’re charging us vastly more than we charge them.” That was his characterization of trade relations, not an independently established statistic. The White House fact sheet and official transcript describe the announcement.
Trump also said that a country concerned about the resulting U.S. tariff could lower or end its own tariff. His stated rationale was: “all they have to do is reduce or terminate their tariff against us, in which case we’re going to pay the same thing.” This described a possible response under his policy; it did not establish that India had agreed to a particular tariff reduction on April 2.

When were the tariffs due to take effect?
The announcement date and the scheduled effective dates were different. The White House’s April 2025 fact sheet set out a 10% baseline rate and higher individualized rates, with separate start dates. India’s Press Information Bureau also reported those dates and the India-specific additional rate.

The 27% figure was the additional India rate reported by the Indian government, not the baseline rate and not necessarily the total duty on a particular shipment. See the Press Information Bureau’s announcement and the White House fact sheet.
Did India agree to lower tariffs on U.S. goods?
Trump’s April 2 remarks invited countries to reduce or terminate their tariffs, but they are not proof of a completed Indian tariff cut at that time. The wider tariff discussion reflected differences in average applied rates, but those averages do not describe the rate on every product.

According to the U.S. Trade Representative’s 2025 fact sheet, India’s average applied tariff was 17%, compared with 3.3% for the United States. For agricultural goods, the USTR reported averages of 39% for India and 5% for the United States. These are government-reported averages, not universal product rates. The same USTR source estimated total U.S.–India goods trade at $129.2 billion in 2024 and the U.S. goods trade deficit with India at $45.7 billion that year. See the USTR’s India trade information.

The statement says India would eliminate or reduce tariffs on U.S. industrial goods and a range of agricultural goods. It also says negotiations toward a broader bilateral trade agreement would continue. These framework terms do not, by themselves, establish that every provision was implemented for every shipment.

The executive order provided for exceptions and said its duties were generally in addition to other applicable duties, fees, taxes or charges. The White House’s April fact sheet listed excluded categories including certain steel and aluminum products; autos and auto parts subject to Section 232 duties; pharmaceuticals; semiconductors; copper; lumber; bullion; and certain energy and mineral products.

As a result, a product’s treatment could depend on its classification, origin, entry date, and other applicable tariff measures. The announced India rate should not be read as a complete, shipment-specific customs calculation.
What changed by February 2026?
On February 6, 2026, the White House said it would lower India’s reciprocal tariff from 25% to 18% and remove an additional 25% tariff. The White House fact sheet and U.S.–India joint statement describe an interim framework under which the United States would apply an 18% reciprocal rate to specified originating goods. The statement makes some further tariff removals contingent on successful conclusion of the interim agreement and says broader trade-agreement negotiations will continue.

This February 2026 announcement is a later policy position, not a reason to describe the original April 2025 rates as having applied from April 2. Nor does the framework alone determine the rate for a specific shipment; the cited government statements do not establish a product-level rate for every good.
