Panama operates the Panama Canal under a treaty framework, while Greenland remains under the sovereignty of the Kingdom of Denmark and its people have a right to self-determination. A U.S.–Denmark–Greenland defense agreement signed in September 2026 expands defense cooperation and access; it does not transfer ownership, and its entry into force depends on further procedures.
What is the current status of Greenland and the Panama Canal?

These are distinct disputes, not two versions of a property sale. Greenland is a territory whose political status involves Denmark and Greenlanders’ self-determination. The Panama Canal is infrastructure operated by Panama under treaties. Statements advocating U.S. control do not themselves change either arrangement.
What did Trump say about Greenland and the Panama Canal?
Greenland
On January 25, 2025, President Trump said aboard Air Force One, “I think Greenland will be worked out with us. I think we’re going to have it,” and questioned Denmark’s claim. The official transcript records what he said; it is not evidence that Greenland’s status changed.
Panama Canal
In his January 20, 2025 inaugural address, Trump said, “And above all, China is operating the Panama Canal. And we didn’t give it to China. We gave it to Panama, and we’re taking it back.” That was his claim, not confirmation that China operates the canal. The Congressional Research Service’s May 2026 account describes Panama as the operator and discusses port concessions and foreign influence as separate issues; those are not the same as operating the canal.

Earlier, on January 7, 2025, Trump declined to rule out military or economic force in relation to Greenland and the canal. A UN Independent Expert’s February 27, 2025 communication expressed concern about statements suggesting force to contest the sovereignty of Greenland and Panama. The communication is an expert assessment, not a court ruling.
Why does Panama operate the canal?
The 1977 treaty framework set the terms for the transfer of canal control to Panama in 1999. The U.S. Senate ratified the relevant treaties in 1978. As summarized by the Congressional Research Service, Article V of the Neutrality Treaty provides that only Panama shall operate the canal and maintain military forces and installations in its territory.

This treaty history is why “taking it back” is a political demand, not a description of a control transfer already under way. The CRS report also says more than 40% of U.S. container traffic reportedly transits the canal annually, citing Federal Maritime Commission Chairman Louis E. Sola’s 2025 congressional testimony. That reported figure indicates the canal’s importance to U.S. trade; it does not establish U.S. ownership or operation.
Is Greenland for sale, or did the 2026 agreement give it to the United States?
The available agreement does not describe a sale or a transfer of sovereignty. Signed on September 22, 2026, by the United States, Denmark, and Greenland, it amends and supplements the 1951 Greenland defense agreement. Its text reaffirms the sovereignty and territorial integrity of the Kingdom of Denmark and recognizes Greenlanders’ right to self-determination.

Greenland Prime Minister Jens-Frederik Nielsen described the agreement as recognizing Greenlanders as a people with a right to self-determination and as part of common Arctic security. Danish Prime Minister Mette Frederiksen said it acknowledges and respects the sovereignty and territorial integrity of the Kingdom of Denmark and Greenlandic people’s right to self-determination. Those statements are consistent with the agreement’s defense focus, not a transfer of ownership.
Signature is not entry into force
Denmark’s Prime Minister’s Office says the agreement enters into force subject to necessary national parliamentary procedures. The agreement itself says it takes effect when a diplomatic note confirms those procedures are complete. The September 22 signing therefore establishes that the parties signed the text, but does not by itself establish that it is in force. The material available here does not confirm completion of the required procedures or the diplomatic note.

What does international law say about threats to take territory?
In its February 2025 communication, the UN Independent Expert stated that a threat or use of force against another state’s territorial integrity or political independence violates a peremptory norm of international law and is explicitly prohibited under Article 2(4) of the UN Charter. The expert raised concern about the statements regarding Greenland and Panama. This was a communication by an independent expert, not a binding judgment by a court or a ruling by the United Nations as a whole.
