POET is expanding its existing ethanol facility in Shelbyville, Indiana—not building a new plant. The project is expected to nearly double the site’s annual ethanol capacity, from 98 million to 193 million gallons. POET says growing E15 demand is one opportunity behind the investment, but its announcements do not establish that Trump’s E15 policy push alone caused or financed the project.
What POET is building in Shelbyville
POET announced the expansion on January 7, 2026, and reported a groundbreaking ceremony on June 16. Construction began in March 2026, according to the company’s June update. POET expects the project to be completed in the fourth quarter of 2027.
The June update put the investment at $200 million. POET says the expansion will increase annual ethanol production capacity from 98 million to 193 million gallons, add demand for 32 million bushels of local corn each year, and create 25 full-time positions. The January announcement had forecast 20 new positions; 25 is the later figure reported by the company.
These are announced project figures from POET, not independent assessments of the investment’s economic impact. The releases describe a larger existing facility, rather than a new plant built from the ground up. POET’s January 7 announcement and June 16 project update provide the company’s details.

How the project relates to Trump’s E15 push
E15 is gasoline blended with up to 15% ethanol. POET has identified expanding E15 demand as one opportunity for the Shelbyville expansion, alongside carbon capture and feed products. The company has not quantified how much of its business case depends on E15, so the available statements support a connection—not the claim that the policy push by itself prompted the investment.
President Trump’s January 20, 2025, energy emergency order directed the Environmental Protection Agency, after consultation with the Department of Energy, to consider temporary emergency waivers when projected gasoline supply shortfalls warranted them. The order was not a permanent nationwide authorization for year-round E15. The order’s text describes the scope of that direction.

POET welcomed an EPA action supporting year-round E15 access in eight Midwest states in February 2025, while its CEO called for Congress to pass a permanent fix. That company statement named Illinois, Iowa, Minnesota, Missouri, Nebraska, Ohio, South Dakota, and Wisconsin. POET’s February 22 statement reflects the company’s policy position; it is not evidence that permanent nationwide authorization had been enacted.
What the latest EPA waiver action means
EPA’s live Fuel Waivers page, accessed October 8, 2026, lists an August 20, 2026 nationwide action as the latest nationwide E15-related measure. It extends the gasoline ethanol blending limit from 10% to 15% and changes gasoline volatility rules in stages; beginning September 1, it pulls forward wintertime volatility limits. The page also lists later state-specific temporary actions.

That is temporary regulatory action, not a permanent congressional fix. Waivers can have defined periods, geographic scope, and conditions, and EPA’s live page may change as the agency takes further action. A past announcement should not be treated as the current rule without checking the page’s latest entries.
For context, EPA’s March 25, 2026 announcement described summer-period measures that initially ran through May 20, subject to extension, and said E15 was then offered at more than 3,000 stations nationwide. That station count is dated and should not be read as a current total. EPA’s March announcement gives the date and terms of that earlier action.

What the project may mean locally—and what is not established
The announced expansion points to additional industrial investment, corn demand, and full-time jobs in the Shelbyville area. Those figures are POET’s projections. The available sources do not provide independent estimates of the project’s effect on local income, corn prices, pump prices, emissions, or consumer savings.
More ethanol capacity does not by itself guarantee cheaper gasoline or determine what drivers will pay. The sources also do not show what share of the plant’s output will be used in E15. POET has a commercial interest in expanded biofuel markets, so its statements about demand and project benefits should be understood as company claims rather than independent economic findings.
