The February 2026 action added 80,000 metric tons of in-quota access for specified lean beef trimmings and allocated all of that increase to Argentina. Argentina’s original tariff-rate quota (TRQ) was 20,000 metric tons. “Quadruple” describes the size of the increase: 80,000 tons is four times the old quota. It does not mean Argentine beef shipments have quadrupled. The sources available for this report do not show 2026 shipments rising by that multiple, and the consumer price effect has not been measured.
What the February 6, 2026 proclamation changed
On February 6, 2026, President Donald J. Trump issued Proclamation 11010, “Ensuring Affordable Beef for the American Consumer.” The proclamation raised the 2026 aggregate in-quota quantity by 80,000 metric tons for four listed HTSUS statistical reporting numbers. All four cover lean beef trimmings, and the added quantity went entirely to Argentina. The White House fact sheet says the increase will be administered as four quarterly tranches of 20,000 metric tons each.

Why “quadruple” is the wrong word to take literally
Headlines compress two different numbers. The increase is four times the original quota. The total in-quota ceiling is five times the original quota. Neither figure is a measure of how much beef actually arrived.

Quota access and actual trade are different things. A quota sets how much can enter at a reduced tariff rate. Imports depend on whether exporters ship that volume and whether it clears customs. The 2025 figure above shows that Argentine beef was already entering above the original quota, so the increase is best read as added room, not a proven surge.

What the quota covers, and what it does not
This was a narrow measure. It is not a general increase for every Argentine beef cut. The proclamation lists HTSUS classifications for fresh, chilled, and frozen lean beef trimmings. USDA FAS describes the additional quota as limited to boneless lean beef trimmings, blocks, and/or cuts for industrial use.
The White House explanation is the reason the scope matters for ground beef. In its words, lean trimmings are “blended with fattier domestic trimmings to produce ground beef products, such as hamburgers.” Higher-value retail steaks and roasts are not the product the February action targets.

The administration’s case
The administration presented the action as a response to high prices and constrained domestic supply. The White House fact sheet and the proclamation cite the following figures:
- 86.2 million head: U.S. cattle herd, per the White House, January 2026.
- 8.6% decline: U.S. beef cow inventory since 2020, per the White House fact sheet, February 2026.
- $6.69 per pound: average ground beef price in December 2025, which the White House described as the highest since tracking began in the 1980s.
- 4.64 billion pounds: U.S. beef imports in 2024, which the proclamation said was more than 24% above 2023.
The proclamation also cited drought, wildfires, the contraction of the domestic herd, strong demand, and limits on imports of live cattle from Mexico related to New World screwworm as sources of supply pressure. These are the administration’s stated factual rationale. The quota is one measure within that picture, and the proclamation does not claim it alone resolves the supply problem.

Rancher and industry objections
Opposition predates the final February action. In an October 21, 2025 Associated Press report, the National Cattlemen’s Beef Association, the Ranchers-Cattlemen Action Legal Fund United Stockgrowers of America, and other farm groups criticized the plan for its possible effects on ranchers and feedlot operators. South Dakota rancher Brett Kenzy, quoted in the same AP report, said: “I love ‘Make America Great Again’ rhetoric. I love ‘America First’ rhetoric.”
An October 29, 2025 letter from members of Congress to Agriculture Secretary Brooke Rollins and U.S. Trade Representative Jamieson Greer argued that expanded Argentine access could undermine U.S. cattle producers, weaken trade negotiating leverage, and raise animal-health concerns. The letter also asserted that Argentina exported more than $200 million of beef a year to the United States while buying less than $2 million of U.S. beef in return. Those are the signatories’ claims, made in a political letter, not figures independently verified in the sources reviewed here.

Will it lower ground beef prices?
The sources document arguments on both sides, but none establishes the realized price effect of the February quota. AP reported that agricultural economists questioned whether Argentine imports could meaningfully reduce retail prices, given Argentina’s small share of U.S. beef imports at the time. Those are forecasts from the economists interviewed, made before the increase took effect. They are not measurements of what happened afterward.
For household budgeting, that means the $6.69 per pound December 2025 average is the most recent price the administration cited, and it is a single month. Whether ground beef prices fall in 2026 will depend on many factors beyond this quota, including domestic herd size, weather, and demand. If you want to test the claim yourself, compare monthly average ground beef prices from the U.S. Bureau of Labor Statistics before and after the tranches began, rather than relying on headlines.

Argentina’s trade baseline
USDA FAS reports that Argentine beef imports exceeded the original 20,000-ton TRQ from 2023 onward and reached 42,445 tons in 2025. FAS treated the February 2026 addition as an export opportunity and said industry contacts estimated that at least 80,000 tons would be exported to the United States under the quotas in 2026. That is an industry estimate, not a final customs count.
A separate August 2026 action
A later proclamation raised the in-quota volume by 300,000 metric tons for certain lean trimmings. It is administered in three 30-day tranches and allocated to “other countries or areas.” The proclamation states that it does not affect the additional 80,000 metric tons established in February and allocated to Argentina. Do not attribute the August increase to Argentina.
Where tranche administration stands
As of October 8, 2026, a CBP notice confirms that the fourth Argentina quota tranche bulletin has been issued. The notice does not provide cumulative entries or remaining balances, so how much of the added Argentine quota has been entered is not established in the sources reviewed. Checking CBP’s published tranche notices for later updates is the most direct way to follow fill rates.
