There is no single tariff rate for dropshipping. For U.S. sellers, the cost of an imported order depends on the product’s classification, country of origin, entry date and shipment or entry method. As of October 8, 2026, the White House’s February order ended certain additional duties imposed under listed IEEPA actions, but it did not end every import duty. The same official materials continued the suspension of duty-free de minimis treatment for all countries. Build your prices from current, product-specific customs information—not from the assumption that every 2025 tariff still applies or that a low-value parcel is duty-free.
Do tariffs apply to dropshipping?
They can. Dropshipping describes how an order is fulfilled; it does not exempt imported goods from customs rules. If a product is imported into the United States, applicable duties and entry procedures depend on details such as what the product is, where it was made, when it enters, and how it is entered. The title alone is not enough to determine the rate.
“Tariffs” also does not mean one policy. In its February 20, 2026 order, the White House ended specified additional duties imposed under listed IEEPA executive orders. That order expressly preserved duties imposed under other authorities, including Sections 232 and 301, as well as the separate de minimis suspension. It is therefore inaccurate to conclude that all import duties ended—or that every tariff announced in 2025 remains in force.
What changed after the 2025 tariff actions?
The key issue for a dropshipper is the difference between the actions and the dates they cover:

- April 2, 2025: The White House issued orders addressing reciprocal tariffs and low-value imports from China and Hong Kong. A later White House order recounted those actions and the subsequent move to suspend de minimis treatment globally.
- July 30, 2025: The White House issued an order suspending duty-free de minimis treatment for all countries.
- February 20, 2026: The White House ended specified IEEPA-based additional duties, while expressly preserving other duties and the de minimis suspension. A separate order continued that suspension for all countries.
- Temporary surcharge: A separate February 20, 2026 proclamation set a 10% ad valorem import surcharge, with exceptions and other provisions, and stated that it would operate until July 24, 2026. That stated end date has passed. Do not use the 10% figure as a current pricing assumption without verifying a later official action.
These dates come from the White House orders titled Suspending Duty-Free De Minimis Treatment for All Countries (July 30, 2025), Ending Certain Tariff Actions, Continuing the Suspension of Duty-Free De Minimis Treatment for All Countries, and Imposing a Temporary Import Surcharge to Address Fundamental International Payments Problems (the latter three dated February 20, 2026). The available official materials establish these distinctions as of October 8, 2026; they do not calculate the current duty for a particular product or establish whether a later action changed that product’s treatment.
Do I have to pay tariffs on dropshipping from China?
Country of origin matters, but “shipped from China” is not by itself a complete tariff determination. Shipping origin and manufacturing origin can differ, and the applicable treatment also depends on the item’s classification, entry date, and entry method. Do not assume that all goods from China have one rate—or that a parcel below $800 is automatically duty-free.

The White House’s February 20, 2026 order continued the suspension of duty-free de minimis treatment for low-value imports from all countries. That means sellers should not rely on the former duty-free de minimis treatment when estimating costs for small parcels. Check the rules in effect for the specific shipment before quoting a duty or delivery price.
How do I calculate landed cost for a dropshipping product?
Landed cost is the full cost of getting a product to the point where it can be delivered or fulfilled—not just the supplier’s item price. Calculate it for each SKU and route, using current shipment-specific information:

- Document the product. Record a precise description, materials, function, manufacturing country, supplier, evidence of origin, declared value, destination market, expected entry date, and shipping or entry method. Ask the supplier for its proposed tariff classification and the product details supporting it.
- Verify classification and origin. Look up the current Harmonized Tariff Schedule of the United States (HTSUS) and applicable Customs and Border Protection (CBP) guidance for the actual goods and origin. Treat a supplier-provided code as a lead to verify, not a settled determination.
- Estimate each cost component. Include product cost, freight, insurance where applicable, customs duties, brokerage or processing fees, and fulfillment costs. Use the rules that apply to the expected entry date and method; an estimate based only on the item’s price can miss material costs.
- Compare routes. Model overseas direct shipment against U.S.-based inventory using documented origin, location, total cost, delivery time, and return costs. Domestic stock is not automatically free of duties or other compliance obligations.
- Test the margin and checkout price. Run scenarios for changes in duty, transport cost, delivery time, and returns. Decide how to communicate any import charges before checkout so the customer is not surprised by a bill on delivery.
The USTR Presidential Tariff Actions index can help locate executive actions, but it is not a substitute for the current HTSUS, CBP implementation guidance, or qualified customs advice. Exact duties and fees require current review of the particular product and shipment.
Who pays import duties on a dropship order?
Do not assume the supplier, carrier, seller, or customer automatically bears the cost. Government rules establish import duties and collection procedures; they do not settle how a private dropshipping, carrier, or customer agreement allocates the expense. Confirm who arranges entry and who pays duties, brokerage, and delivery charges under the arrangements you actually use.

Before taking orders, make the intended delivery and duty arrangement clear in supplier and customer terms, and check that it matches the carrier’s process. This is a practical way to reduce disputes and surprise charges; it does not change the customs treatment of the goods.

- Keep a factsheet and supporting origin documents for every product, rather than applying one rate to the whole store.
- Recheck the current HTSUS and CBP guidance when a product, supplier, origin, route, or expected entry date changes.
- Recalculate landed cost and margins before setting or advertising a price; do not carry forward a 2025 tariff assumption without checking whether it still applies.
- Compare overseas shipping with domestic inventory only when the supplier can document origin, location, and total cost.
- Ask a qualified customs broker or trade professional about unclear classifications or origins before scaling or making product-level tariff claims.
- Use accurate product descriptions and origin information in declarations. Do not relabel origin or misdescribe goods to reduce duties.
For a product whose classification or origin remains uncertain, the prudent next step is professional review—not a guessed rate. No universal dropshipping tariff calculation can be made without the SKU, its origin, the route, and the applicable entry details.
