Since then, the United States has imposed a 25% duty on certain advanced computing chips, but that action does not establish a general tariff rate for finished phones or computers. A product’s treatment depends on its origin, customs classification and applicable current orders.
What the administration said in April 2025
After electronics were excluded from the broader reciprocal tariffs announced on April 2, Commerce Secretary Howard Lutnick said smartphones and other electronics would be included in separate semiconductor tariffs, which he expected in “probably a month or two.” That was his forecast during the April 13 news cycle, not a tariff schedule. The White House described a separate sectoral-tariff and national-security process. Deputy Chief of Staff Stephen Miller said chips and semiconductors would be handled under Section 232, a Commerce Department authority. What changed: a narrower chip tariff in 2026
On January 14, 2026, the White House announced a 25% duty on specified advanced computing chips, giving NVIDIA H200 and AMD MI325X as examples. The proclamation sets out exceptions for certain end uses, including consumer applications outside data centers. The duty therefore cannot be read as a 25% tariff on all chips, all China-origin electronics or finished phones and computers. The distinction matters: a chip used in a device may fall under a component-specific rule, while the finished device has its own customs classification and origin determination. The 2026 chip action does not, on its own, answer the tariff question for a particular phone, laptop or other consumer product.

The USTR maintains an official index of presidential tariff actions, including U.S.-China measures. It is a useful place to follow policy changes, but a headline or general action index is not a substitute for determining how a specific imported product is classified and treated at entry. These announcements alone do not show that a particular consumer device will cost more, or by how much. No quantified consumer-price effect is established by the cited sources. Tariffs are applied to imports under specific rules; whether a finished device is covered depends on the current order, its country of origin and its customs classification—not simply on the brand or where a company is headquartered.

For a specific product, check the current official tariff and entry guidance using its actual country of origin and customs classification. The sources cited here do not settle a model-specific duty. The April 2025 announcement is not a basis for assuming that buying immediately avoids a tariff or that a device faces a particular rate.
