Trump’s 2025 Middle East Trip: The Major Deals Announced in Saudi Arabia, Qatar and the UAE

Trump’s 2025 Gulf tour brought major defense, aircraft, energy and technology announcements. Here is what each headline figure represents and which commitments predated the visit.

Donald Trump’s May 13–16, 2025, Gulf tour produced headline commitments for Saudi Arabia, Qatar and the United Arab Emirates, alongside aircraft orders, defense agreements, energy projects and technology partnerships. The figures do not mean that more than $2 trillion in cash changed hands: they combine different things, including commercial commitments, a long-term investment framework, potential future spending and estimated economic impact.

What was announced at each stop?

The trip had three stops: Riyadh, Doha and Abu Dhabi. The table separates the headline figures from specific deals and estimates because they are not all the same kind of financial commitment.

A separate AI agreement supported an investment framework announced before the visit.

These are official announcement figures, not a consolidated accounting of contracts completed, money disbursed or goods delivered. Some entries are agreements or commitments, while others are targets, statements of intent or modeled economic-impact estimates.

What were the major deals and commitments?

Saudi Arabia

The White House described a defense-sales package covering air-force and space capabilities, air and missile defense, maritime and coastal security, border security, land-force modernization, and information and communications upgrades. Training and sustainment were also included.

  • Energy: GE Vernova gas turbines and energy solutions were listed at $14.2 billion. The two countries also signed an energy-cooperation agreement.
  • Aviation: Boeing 737-8 aircraft for AviLease were listed at $4.8 billion. A separate air-transport agreement modernized cargo rights.
  • Infrastructure and mining: U.S. services exports for infrastructure companies were valued at about $2 billion, and the countries signed a mining and minerals memorandum.
  • Space and culture: NASA and the Saudi Space Agency agreed to a CubeSat project for Artemis II. Other agreements involved the Smithsonian, AlUla and Arabian-leopard conservation.

Qatar

The White House’s largest named commercial item was a $96 billion Boeing and GE Aerospace agreement for up to 210 Boeing 787 Dreamliner and 777X aircraft. The White House estimated that U.S. production and delivery would support 154,000 jobs annually; that is an estimate tied to the aircraft program, not a count of jobs already created.

  • McDermott’s seven QatarEnergy projects were listed at $8.5 billion.
  • Parsons projects were valued at up to $97 billion.
  • Quantinuum and Al Rabban agreed to a quantum joint venture with up to $1 billion in Qatari investment.
  • Raytheon’s FS-LIDS counter-drone system was listed at $1 billion.
  • General Atomics’ MQ-9B remotely piloted aircraft agreement was listed at nearly $2 billion.
  • A defense statement of intent described more than $38 billion in potential security investments at Al Udeid and in future air-defense and maritime-security capabilities. A statement of intent is not, by itself, evidence that the full amount has been contracted or spent.

Qatar’s Amiri Diwan said the ceremony included a Boeing aircraft purchase agreement, a defense-cooperation statement of intent, letters of offer and acceptance for the MQ-9B and FS-LIDS systems, and a joint declaration of cooperation. These document types matter: the ceremony included both purchase documents and statements about cooperation or possible future activity.

United Arab Emirates

  • Aircraft: Etihad committed to 28 Boeing 787 and 777X aircraft powered by GE engines, valued at $14.5 billion.
  • Aluminum: Emirates Global Aluminum announced a $4 billion smelter in Oklahoma.
  • Oil and gas: Expanded production partnerships were valued at $60 billion.
  • Technology and minerals: Qualcomm announced a global engineering center. RTX, Emirates Global Aluminum and Tawazun also announced a gallium project.
  • Cloud: AWS, e& and the UAE Cybersecurity Council announced a sovereign-cloud launchpad. The White House cited an estimate that it could contribute $181 billion to the UAE digital economy by 2033. That is a projected economic contribution, not the amount of a cloud contract or direct cash investment.

The AI agreement signed during the visit supported a 10-year, $1.4 trillion U.S.–UAE investment framework announced in March 2025. The framework included UAE investment in or financing of U.S. data centers and alignment of national-security rules for protecting U.S.-origin technology. It should not be counted as wholly new money signed in Abu Dhabi.

How should the “over $2 trillion” trip total be read?

The White House’s combined “over $2 trillion” figure was a headline aggregation, not a single contract or a tally of funds transferred during the four-day tour. It brought together figures with different meanings: investment commitments, projected economic exchange, commercial deals, potential future spending and estimated economic impact.

A Washington Post review found that at least six contracts cited in the announcements had been announced before Trump took office. The review identified McDermott’s Qatar work and Amazon’s UAE cloud contract among them. It reported that Amazon’s earlier commitment was about $1 billion over six years, while the White House cited an Amazon-sponsored estimate of $181 billion in broader UAE economic impact. The review also noted that the trip total included the UAE investment framework announced in March.

For readers comparing the announcements, the useful question is not only “How large is the number?” but also “What kind of number is it?” A named aircraft order is more specific than a broad exchange target; a statement of intent describes possible future cooperation, while a modeled economic-impact estimate is not a contract value. The announcements establish what governments and companies said they agreed to or planned, not a complete record of implementation.

Which deals were actually new?

Some documents were signed or witnessed during the trip, and companies announced commercial commitments during the same period. But the trip’s headline totals also included earlier announcements and agreements that were not newly contracted at the ceremony. The available announcements do not establish that every item was first negotiated or finalized during the visit.

In particular, the UAE’s large investment framework predated the tour, and the Washington Post identified previously announced contracts within the wider figures. Qatar’s announced list included a statement of intent for future security investments, while the UAE cloud figure was an estimate of possible economic contribution. Those should not be described as new, fully funded purchases.

The clearest way to read the trip is to keep four categories separate: documents signed during the visit; commercial commitments announced during it; earlier frameworks reaffirmed or accelerated; and estimates of possible future investment or economic impact. The cited announcements do not provide a complete audit of delivery, disbursement or completion for all the listed items.
