But reports from January and February described uncertainty over how agencies would apply that exception, with some seasonal wildland-firefighter hiring delayed or put on hold. Later policy clarified parts of the picture, including an Interior Department order that specifically exempted certain fire job series.
Does the federal hiring freeze apply to wildland firefighters?
The January 20 memorandum titled “Hiring Freeze” covered federal civilian vacancies across executive agencies, but it said: “This order does not apply to military personnel of the armed forces or to positions related to immigration enforcement, national security, or public safety.” It also allowed the Office of Personnel Management (OPM) to approve additional exemptions. The memorandum did not name firefighter job series, so the policy’s public-safety exception did not, by itself, spell out how each agency should handle every fire position. Read the memorandum.
That distinction matters: the freeze’s text did not declare firefighters ineligible for hiring, but agencies still had to determine how the exception applied to particular jobs and hiring actions.
Why were some seasonal offers delayed?
Contemporaneous reports described confusion during the early hiring period. On February 7, 2025, Gizmodo reported that Bureau of Land Management offices had been instructed to hold fire-related offers, citing NBC News. The article noted that seasonal hiring begins well ahead of the fire season because federal hiring can involve extensive background checks. Gizmodo’s February 2025 report.

The Associated Press separately reported that OPM spokesperson McLaurine Pinover said firefighters were exempt as public-safety workers. At the same time, Forest Service fire crew captain Ben McLane said uncertainty over the exemption stalled seasonal wildland hiring in Washington state. Some applicants had completed steps in the process but lacked agency permission to proceed. McLane told the AP: “We’re very confused, and we’re not being told anything.” Those accounts point to an implementation problem—not a written rule that excluded all firefighters. Associated Press reporting.
How the rules changed during 2025
| Date and action | What it said or did | Scope and significance |
|---|---|---|
| January 20, 2025: Presidential memorandum, “Hiring Freeze” | Set a broad federal civilian hiring freeze with exceptions for positions related to public safety, immigration enforcement, and national security; OPM could grant additional exemptions. | Government-wide policy. It stated a broad exception but did not list firefighter job series. Memorandum |
| April 3, 2025: Interior Secretary’s Order 3427 | Specifically exempted listed public-safety and national-security job series, including Wildland Firefighter series 0456 and 0462, as well as related fire roles. | Applies to the Department of the Interior; it is not a Forest Service order. Interior order |
| October 15, 2025: Executive Order 14356 | Established strategic hiring procedures, including hiring committees and annual staffing plans, while retaining public-safety exceptions. | Government-wide hiring procedures. The order establishes review and planning requirements; it does not report how many firefighters were ultimately hired. Executive Order 14356 |
A July 7, 2025, memorandum extended restrictions through October 15 and retained the public-safety exception and existing OPM exemptions. Read the July memorandum. Separately, Executive Order 14170 concerned reforming federal hiring; it was not the January 20 hiring-freeze memorandum.

What the staffing figures do—and do not—show
Two figures reported in 2025 describe different measures and periods, so they should not be combined into one estimate or treated as the number of jobs affected by the freeze:
- Gizmodo, citing NBC News, described a typical staffing ramp-up of 15,000 full-time and temporary firefighters. This is a secondary-reported figure, not a verified current workforce count. Gizmodo’s report.
- The Associated Press reported that the federal government had 18,700 firefighters in 2022. That is a dated workforce figure, not a current total. The AP also attributed a reported 45% Forest Service firefighter attrition over four years to Democratic senators; the passage does not provide the underlying calculation. Neither figure measures the hiring freeze’s effects. Associated Press reporting.
What this means for Forest Service and Interior fire jobs
Interior’s April order provides a specific exemption for its listed fire job series, including wildland firefighter series 0456 and 0462. That clarification applies to the Department of the Interior. It should not be presented as a Forest Service order: the Forest Service is part of the Department of Agriculture, and the evidence cited here does not establish how the Forest Service implemented exemptions after 2025.
