Donald Trump made that warning on October 19, 2025, linking tariffs on Indian goods to India’s purchases of Russian oil. The policy changed afterward: a U.S. executive order removed the additional 25% oil-related duty effective February 7, 2026. A separate U.S.–India trade announcement described an 18% reciprocal tariff rate for specified Indian-origin goods. The two rates are different measures, and the later order’s stated commitment from India is not independent proof of its subsequent oil-import volumes.
What did Trump say about India and Russian oil?
Speaking to reporters aboard Air Force One on October 19, 2025, Trump said he had spoken with Indian Prime Minister Narendra Modi, who, Trump said, had told him India would stop buying Russian oil. When asked about India’s response, Trump warned: “But if they want to say that, then they’ll just continue to pay massive tariffs, and they don’t want to do that.”
India’s foreign ministry said it was not aware of a telephone conversation between the leaders that day. Reuters’ contemporaneous reporting also described conflicting claims about whether Indian purchases had already fallen: a White House official said they had halved, while Indian sources said they had not seen an immediate reduction. The accounts therefore do not establish that Modi made the assurance Trump described or that imports had already dropped.
What did the “massive tariffs” apply to?
The warning referred to U.S. duties on covered Indian goods, not a tariff charged directly on India’s purchases of Russian crude oil. The August 6, 2025 White House executive order imposed an additional 25% ad valorem duty on covered Indian goods, subject to the order’s terms and exceptions. An ad valorem duty is calculated as a percentage of the relevant customs value. In practical terms, the duty applied when covered goods entered the United States; it was not a charge added to the price of each barrel of Russian oil.

The August order said India was directly or indirectly importing Russian oil. Its definition of indirect imports included purchases through intermediaries or third countries when Russian origin could reasonably be traced. The order set the legal scope and exceptions, so the additional duty should not be read as applying identically to every Indian product or shipment.

The 25% and 18% figures should not be added together or treated as one unchanged tariff. The first was an additional duty tied to the U.S. government’s finding about Russian-oil imports; the second was a reciprocal tariff rate described in the later trade framework. They have different policy bases and terms.

Did India stop importing Russian oil?
The February 2026 U.S. executive order states that India had committed to stop directly or indirectly importing Russian oil. That records the U.S. government’s stated basis for removing the additional duty; it does not independently verify what India imported afterward. The official documents and contemporaneous reporting cited here do not establish India’s later import volumes.
For the tariff question, the documented change is clear: the additional 25% duty was removed effective February 7, 2026, while officials were instructed to monitor for resumed imports. Whether oil flows later changed, and whether any further tariff action followed, requires evidence beyond the stated commitment itself.

- Read “India pays tariffs” as shorthand for duties imposed on covered goods imported from India into the United States, not as a direct tax on Indian oil purchases.
- Check which measure a rate refers to: the oil-related additional duty or the reciprocal tariff framework.
