The penguin joke began when the April 2, 2025, U.S. tariff schedule listed Heard Island and McDonald Islands, a remote Australian territory described in reporting as uninhabited and home to penguins. Online, that detail became a run of imagined penguin protests. It was one of several ways people used humor to react to the tariff announcement—not evidence that penguins trade with the United States or pay tariffs.
Why penguins appeared in Trump tariff memes
Know Your Meme dates the penguin meme’s start to April 2, 2025, when the White House published its reciprocal tariff list. Its account says the list assigned a 10% tariff to Heard Island and McDonald Islands, prompting jokes about penguins protesting. The meme-history site is a secondary source for that timeline; the White House’s later fact sheet is not the original April announcement.

Heard Island and McDonald Islands are Australian external territories. The cited reporting describes them as having no human inhabitants and as home to penguins. The humor came from seeing a remote place associated with penguins on a tariff list—not from any claim that the animals themselves are importers or liable for duties.

How the penguin joke became a protest video
The Los Angeles Times reported that Penguins International made a mock “Protest March of the Penguins” video. Executive director David Schutt said the group wanted to make light of an unusual current event while drawing support for endangered and threatened penguins. The narrator delivers the parody’s central line: “This year, they march in protest. They are peaceful. They are flightless. But they are certainly not voiceless.”
The video worked on two levels: it extended the absurdity of penguins protesting a tariff and redirected attention toward real conservation concerns. The Los Angeles Times also described the humor as spreading internationally amid anxiety and political conflict. Patrick Giamario, a University of North Carolina at Greensboro professor and author of Laughter as Politics: Critical Theory in an Age of Hilarity, told the paper: “The fact that we’re laughing so much now is a sort of sign of how broken things are.” That is his interpretation, not a measurement of public opinion.

Tariff memes beyond penguins
Economic anxiety
Know Your Meme’s explainer documents jokes invoking a “Second Great Depression.” These were expressions of fear or criticism around possible economic consequences, not forecasts or evidence that a depression had occurred.

Political criticism
The joke also entered formal political rhetoric. In an April 10, 2025, Congressional Record speech, Senate Minority Leader Chuck Schumer criticized the tariff plan and referred sarcastically to tariffs on penguins. That is evidence of the meme crossing into political debate, not a neutral assessment of the policy.

An online rumor about AI
Know Your Meme documents a rumor that AI helped calculate the tariffs. Its account says the administration denied that claim and published its formula. The existence of the rumor does not establish AI use, and the meme explainer is not independent verification of either the formula or the claim.
What the tariff schedule did—and did not—establish
The White House fact sheet dated September 5, 2025, says the administration modified the scope of reciprocal tariffs first announced April 2, 2025, and that specified Annex II changes would take effect September 8, 2025. It presents the administration’s rationale and policy claims; those should be understood as the administration’s stated position, not independently established outcomes.

Those dated details explain the policy backdrop to the memes, but they do not establish tariff rates currently in force in October 2026. Tariff schedules can change, so the 2025 fact sheet should not be treated as a current rate guide.

What “fantasy lands” and TikTok chaos mean here
The available sources do not define “fantasy lands” as a specific meme category or document examples that can be reliably assigned to it. Likewise, they provide individual TikTok examples, not a comprehensive or current ranking of tariff-related TikTok trends. The co-worker “Tariff” clip is a documented example, but it cannot support a broader claim about what was most viral.
