The formal federal structure came later: an executive order signed on January 20, 2025, renamed the United States Digital Service and established temporary DOGE teams in federal agencies. The announcement and the order were separate steps, and the administration’s savings figures remain claims rather than independently audited totals in the sources cited here.
What Trump announced about Musk and DOGE
On November 12, 2024, Trump said Musk would help lead a proposed “Department of Government Efficiency,” alongside Vivek Ramaswamy. NPR reported the announcement at the time: Trump taps Musk to lead a ‘Department of Government Efficiency’ with Ramaswamy. The phrase “wasteful” in the announcement’s framing is a political characterization, not a neutral finding that any particular spending was wasteful.
The November announcement did not itself create a federal department or define its legal authority. The formal organizational step came two months later through an executive order.
What the January 2025 executive order established
Executive Order 14158, signed by Trump on January 20, 2025, renamed the United States Digital Service as the United States DOGE Service and directed the creation of temporary DOGE teams within agencies. The order states: “This order establishes the Department of Government Efficiency to implement the President’s DOGE Agenda, by modernizing Federal technology and software to maximize governmental efficiency and productivity.” The text and publication information are available in the Federal Register.

That formal mission centered on modernizing federal technology and software, and on efficiency and productivity. The order describes the administration’s goals and organizational directions; it does not establish that a given program was inefficient or that savings were achieved.
What the later cost-efficiency order directed
A February 26, 2025 executive order added cost-efficiency measures. It directed agency heads to work with DOGE team leads on tracking certain payments and reviewing covered contracts and grants. It said reviews were intended “to reduce overall Federal spending or reallocate spending to promote efficiency and advance the policies of my Administration,” while requiring actions to be “consistent with applicable law.” Read the White House order.

These were instructions for review and tracking, not proof that all covered payments, contracts, or grants were improper or that the reviews produced a specific net reduction in spending.
How to interpret the reported savings
DOGE’s website reported $170 billion in savings, or about $1,056 per taxpayer, in material dated July 16, 2025. That is the agency’s reported figure; the sources cited here do not independently audit it. The DOGE savings page presents the administration’s claim.

Separately, the White House described “billions of dollars in savings” in a March 4, 2025 article, without establishing an independently verified total in that account. Its characterization appears in President Trump Is Making Government Work for You Again. These figures should be read as administration-reported savings, not as an audited accounting of money actually saved or returned to taxpayers.

A March 10, 2025 District Court opinion in Citizens for Responsibility and Ethics in Washington v. U.S. DOGE Service addressed a dispute over USDS’s status and authority. The opinion discusses statements about DOGE and Musk as part of that litigation.
