What did Trump say about Russian oligarchs?
During an Oval Office signing ceremony on February 25, 2025, Trump announced a proposed “Gold Card” and described it as offering green-card privileges and a route to citizenship. Asked whether Russian oligarchs could qualify, he replied, “Yeah, possibly. I know some Russian oligarchs that are very nice people.” The official transcript of the remarks records the exchange.

That was a conditional response, not a determination about any person. Trump did not name a prospective applicant, and the comment does not establish that a Russian national—or any particular oligarch—would pass legal or security screening.
What was the Gold Card, and how did the terms change?
The February announcement and the later executive order are distinct stages, with different amounts and legal status. Trump’s roughly $5 million figure was the price he proposed in February; it should not be confused with the gift amounts in the September framework.

The later framework appears in Executive Order 14351. A White House fact sheet on the Gold Card also describes the program. The order directs Commerce to coordinate with State and Homeland Security and calls for agencies to establish application, adjudication, visa issuance or adjustment, and fee procedures. It also directs officials to set a date when gifts may be submitted.
Does the Gold Card give someone U.S. citizenship?
No. “A route to citizenship” means a possible immigration path, not citizenship on payment. In February, Trump explicitly distinguished the two, saying, “We’re not doing the citizenship. For that, I’d have to get Congress.” The September order likewise concerns eligibility for an immigrant visa under existing statutory provisions, not direct naturalization. Any eventual citizenship would require a separate process under applicable law.

Can Russian oligarchs buy U.S. citizenship?
The available record supports only the narrower answer that Trump said they could “possibly” qualify for the proposed card. The September order leaves eligibility and processing to agencies and requires consistency with applicable law and public-safety and national-security requirements. The cited sources do not establish Russia-specific eligibility rules or confirm that any named Russian applicant qualifies.

In particular, the remark is not evidence that a sanctioned person can qualify, that screening can be bypassed, or that a gift guarantees a visa. Anyone considering an immigration application should consult a qualified U.S. immigration lawyer and current agency guidance.

Does the Gold Card replace EB-5?
In February, officials described the proposal as replacing the EB-5 investor-immigrant program. But the September order directed agencies to consider expanding the Gold Card to applicants under the EB-5 statutory category. Those statements are not the same as confirmation that EB-5 has been terminated. The program’s future relationship to EB-5 depends on agency action and applicable law.
For context, the Associated Press cited a Department of Homeland Security figure of about 8,000 investor visas in the 12-month period ending September 30, 2022. That is a historical figure, not a current annual total. See the AP’s report on the February proposal and EB-5 context.

What is still unsettled?
Executive Order 14351 instructs agencies to create operational procedures, but the order itself does not provide a complete application system. The cited materials do not establish an opening date, the full operational rules, or a Russia-specific screening outcome. Applicants should rely on current official guidance rather than treating the February price or the president’s exchange as final program rules.
