Trump Honors Microsoft CEO Satya Nadella as Vance Announces PERM Suspension

Trump honored Satya Nadella on the same day JD Vance announced a suspension involving Microsoft’s access to PERM green-card labor certification. The action was not described as canceling H-1B status, and the reported figures do not prove worker-for-worker replacement.

President Donald Trump presented Microsoft CEO Satya Nadella with the National Medal of Technology and Innovation on October 8, 2026—the same day Vice President JD Vance announced that the administration was suspending Microsoft from a green-card labor-certification program. The announcement targeted access to PERM, not H-1B visas themselves. Vance said the action responded to alleged displacement of U.S. workers; Microsoft said most of its H-1B applications were for current employees, not new hires.

Why did Trump honor Nadella while Vance targeted Microsoft?

The events took place hours apart, creating an apparent split screen: the administration recognized Nadella’s role in American technology while announcing an enforcement action involving his company. The timing is striking, but it does not establish that the award and the suspension were coordinated or that the award selection reflected the immigration dispute.

According to the White House’s October 8, 2026, release, Trump presented Nadella with the National Medal of Technology and Innovation at the Science: A New Golden Age Summit. The administration’s citation praised his leadership of Microsoft, its cloud-computing development, and the hyperscale infrastructure used to train and deploy AI systems. That is the White House’s stated award rationale.

Vance said the administration intended to keep supporting Microsoft while expecting it to hire American workers. He put it this way: “You’re a great American company, but you’ve got to hire great American workers.” That statement explains Vance’s public position; it is not a formal finding about the award process.

What does the Microsoft suspension affect?

The announcement concerned PERM, the Department of Labor’s permanent labor-certification process. PERM is commonly an early step when an employer sponsors a worker for employment-based permanent residence. As the Associated Press described it, employers use the process to advertise jobs in the United States and show the Labor Department that U.S. workers are unavailable for the position.

Process What it concerns What the October 8 announcement said
PERM labor certification A labor-certification step commonly used in employer-sponsored employment-based green-card cases Microsoft was being suspended from access to the program, according to Vance’s announcement as reported by the Associated Press.
H-1B status A temporary visa category for specialty occupations The announcement was not described as automatically canceling existing H-1B status or banning all foreign workers at Microsoft.

The distinction matters because H-1B status and PERM serve different purposes: one is temporary immigration status, while the other is part of a route employers may use to sponsor permanent residence. The available coverage does not establish the full legal instrument for Microsoft’s suspension, its definitive duration, how pending applications would be handled, or whether litigation followed. Those details should not be assumed.

Do the reported numbers show that H-1B workers replaced laid-off Americans?

No. The figures in the October 8 coverage are competing claims about different kinds of activity, and they do not by themselves establish a one-for-one replacement of U.S. workers.

Who made the claim What they said What the claim establishes—and does not establish
JD Vance, as reported by the Associated Press Microsoft had laid off 6,000 U.S. workers in the prior year while obtaining 6,300 H-1B visas and nearly 3,000 green cards. These are Vance’s figures and his argument for the action. The reported counts do not establish that each visa or green card represented a new hire, or that a sponsored worker directly replaced a laid-off American.
Microsoft, in its October 8, 2026, statement Of approximately 6,000 H-1B applications it submitted in the last fiscal year, 80% were to extend or change the status of existing employees. It said the remaining new-hire filings were for people already legally in the United States and equaled 1% of its U.S. workforce. This is Microsoft’s account of its applications and hiring. It presents a different characterization from Vance’s, but does not independently resolve the displacement question.

The categories are not interchangeable: a count of visas or green cards is not necessarily a count of new hires, while an application count can include extensions and changes of status. Neither set of figures, as reported, supplies the case-by-case evidence needed to determine whether a particular foreign worker replaced a particular laid-off U.S. employee. Microsoft summarized its position on the 80% figure by saying, “These were not to hire new people.”

What is disputed about H-1B pay?

Vance claimed H-1B workers earned less than Americans in the same position. Microsoft said, “We pay our H-1B employees the same as any other employees doing comparable work.” The coverage does not provide underlying payroll evidence or an independent finding that resolves the disagreement, so neither claim should be treated as established fact.

How does this relate to the broader H-1B entry restriction?

The Microsoft-specific PERM announcement was separate from the White House’s September 18, 2026, proclamation. That proclamation extended for 12 months a prior restriction on entry for certain H-1B workers, with a $100,000 payment condition and stated exceptions. It concerns certain workers entering the United States; it is not the same measure as suspending a company’s access to PERM labor certification.
