President Donald Trump’s October 7, 2026, memorandum created a committee to investigate allegations about Federal Reserve Governor Lisa Cook’s mortgage applications and recommend whether there is legal cause to remove her. The committee cannot remove Cook itself. Its next scheduled step is a closed, transcribed White House hearing on November 5, 2026.
What is the committee?
It is a presidentially established committee of inquiry, not a criminal court or an independent removal authority. The memorandum directs it to investigate allegations that Cook made false statements in connection with one or more mortgage instruments and report to Trump whether “cause” exists for her removal under 12 U.S.C. 242, as interpreted in Trump v. Cook. It may consult executive agencies, including the Department of Justice. The committee is tasked with findings and a recommendation; the memorandum does not itself remove Cook. The memorandum lays out an evidence-review and response process before the committee sends its recommendation to the President.
#1 Best Overall
- Evidence disclosure: Before the hearing, the committee must provide Cook with the evidence it is considering.
- Written position: Cook may submit a written position statement at least three days before the hearing.
- Hearing on November 5: The committee is scheduled to hold an in-person hearing at the White House, lasting no more than four hours. It will be closed to the public but transcribed. The memorandum says Cook shall appear and be examined; she may present argument, written evidence, and written witness statements, and may have legal counsel.
- Post-hearing statement by November 10: Cook may submit a further written statement by that date.
- Committee report: As soon as practicable after receiving her post-hearing statement, the committee is to send the President written findings of fact and conclusions of law and recommend whether cause exists for removal. The memorandum sets no specific deadline for this report.
These dates and procedures come from the October 7 memorandum. As of October 11, 2026, the hearing is still in the future. The Associated Press reported that Cook’s lawyers were considering whether she would appear; that does not establish whether she will attend. Associated Press
What are the allegations, and what has been established?
The allegations concern 2021 mortgage applications that are said to have listed two properties as Cook’s primary residence. They remain allegations in the reporting cited here: Cook denies wrongdoing, and the Associated Press reported she had not been charged with a crime. The cited sources do not establish that the statements were false or that mortgage fraud occurred. Associated Press White House memorandum
How does the Supreme Court ruling affect the process?
On June 29, 2026, the Supreme Court denied the government’s request to pause an injunction that allows Cook to remain in office while litigation over her attempted removal continues. The Court concluded that the government had not shown it was likely to prevail and that Cook was entitled to notice and some opportunity to respond before a final removal decision. This was an interim ruling on a stay request, not a final decision on the underlying case. Supreme Court order in Trump v. Cook

The Court described a substantial threshold and cautioned against using alleged missteps as a pretext to secure a more politically congenial replacement. How that standard applies to the committee’s evidence, whether this inquiry meets the governing law, and what happens in the ongoing litigation remain unresolved. Supreme Court order in Trump v. Cook
