Treasury Appoints Judy Shelton, Former Fed Board Nominee, as Currency Policy Counselor

Treasury has appointed Judy Shelton as a Counselor in the Office of the Secretary to advise Scott Bessent on currency policy, including China's financial conditions. The role is advisory and does not place her on the Federal Reserve Board.

On October 9, 2026, the U.S. Department of the Treasury announced that Secretary Scott Bessent had appointed Dr. Judy Shelton as a Counselor in the Office of the Secretary. Her stated job is to advise Bessent on currency policy, with a particular focus on evaluating financial conditions in China. This is a Treasury advisory appointment. Treasury’s announcement does not say she has joined the Federal Reserve, and it does not say Treasury has adopted a gold-backed currency policy.

What Treasury announced

Treasury’s release, dated October 9, 2026, sets out the following:

  • Title: Counselor in the Office of the Secretary.
  • Appointing official: Secretary Scott Bessent.
  • Stated remit: advising the Secretary on currency policy, with particular attention to evaluating financial conditions in China.

The release is the primary source for all of these details. Anyone checking the appointment should start there, since it is the only document that defines the role’s scope.

What the role covers and what it does not

The announcement describes a policy advisory position inside Treasury’s leadership office. It does not describe a vote, a board seat, or a regulatory authority. Three points readers often conflate are not established by the announcement:

  • Federal Reserve membership. Shelton’s earlier nomination was to the Federal Reserve Board, but the Treasury release does not place her on the Board or at the Fed in any capacity.
  • A gold-backed currency. The release does not say that Treasury has adopted, or plans to adopt, any gold-standard policy. The gold-standard debate belongs to Shelton’s 2020 Fed nomination record, not to this appointment.
  • Market effects. Neither the announcement nor the Senate record includes financial forecasts or market-impact estimates, and this article does not offer any.

Treasury’s release also contains no statistics tied to the appointment, so the story rests on the stated remit and the documented background rather than on data.

Shelton’s background, as Treasury describes it

Treasury describes Shelton as an economist and author who specializes in international financial and currency issues. The release lists the following career points, all as Treasury presents them:

Why her Fed nomination drew criticism

The word “controversial” in most coverage refers to debate over Shelton’s 2020 nomination to the Federal Reserve Board, not to her current Treasury post. At a Senate Banking Committee nomination hearing on February 13, 2020, senators questioned her on three subjects: the gold standard, monetary policy, and the Federal Reserve’s independence. The official hearing record includes Shelton’s prepared statements alongside senators’ criticisms, so both sides of that exchange are documented.

The hearing record establishes the questions. It does not settle whether her views were sound, and the criticism and defense below are reported as positions held by named people.

The criticism: Senator Warren’s assessment

Senator Elizabeth Warren’s office said her concerns included Shelton’s past advocacy for a return to the gold standard, comments Warren viewed as questioning the Fed’s mission and independence, and what Warren saw as shifts in Shelton’s stated positions. These are Warren’s assessments of the record, not neutral findings.

Shelton’s hearing answer

Shelton’s response at the hearing was that she would not advocate going back to a prior historical monetary arrangement. The official transcript records her words:

“I would not advocate going back to a prior historical monetary arrangement.”

The defense: Chairman Crapo

Senate Banking Committee Chairman Mike Crapo later defended her. He stated that she had said she would not advocate returning to the gold standard, and that she had expressed support for Federal Reserve independence and deposit insurance. Readers weighing the dispute should set Warren’s reading of earlier writings against Shelton’s hearing answer and Crapo’s account of it, rather than treating any one of them as the final word.

How to check the appointment yourself

  • Read the Treasury release dated October 9, 2026 for the exact title, appointing official, and remit.
  • Read the official transcript of the February 13, 2020 Senate Banking Committee hearing to see Shelton’s prepared statements and the senators’ questions in full.
  • Keep the two events separate when you write or discuss them: the Fed nomination was a hearing, and the Treasury post is an advisory counselor role.
  • Treat characterizations such as “controversial” as attributed opinion, and identify who holds each view.
