Tourism Destination Branding: What It Is and How to Build It

Tourism destination branding connects a place’s identity, visitor experiences, and public story. Learn how to ground the brand locally and evaluate whether audiences and partners recognize it.

Tourism destination branding is the strategic work of defining and communicating what makes a place distinctive—and aligning that story with the experiences visitors have there. A logo or slogan can express a brand, but neither can substitute for a credible identity shared by residents, tourism businesses, public bodies, and other stakeholders.

What is tourism destination branding?

A destination brand is the set of meanings and associations a place seeks to build with relevant audiences. It draws on the place itself: its people, history, culture, landscape, values, visitor experiences, and the way these elements are presented and experienced.

That makes destination branding broader than a tourism campaign. A campaign may promote a season, attraction, or itinerary; branding provides a more durable frame for what the destination represents and how its visitor offer fits together. Because a destination involves many places, experiences, and organizations, no single logo or marketing message can control the whole brand.

In a 2005 study of destination management organization practitioners, Carmen Blain, Stuart E. Levy, and J. R. Brent Ritchie observed a tendency to focus on logo development. The distinction matters: visual identity is one expression of brand strategy, not evidence by itself that the strategy is grounded or consistently delivered. The OECD’s 2026 report, Local Identity, Pride and Branding in Place Transformation: Stories that Shape Places, likewise frames place branding around identity, local stories, policy, and community attachment, beyond a tagline.

How is a destination brand different from a logo?

Element What it does
Brand strategy Defines the place’s intended identity, distinctive associations, audiences, and the evidence and values behind its story.
Visual identity Uses elements such as a name, logo, typography, colors, and design rules to make that strategy recognizable.
Visitor experience Gives people real encounters with the place through its businesses, attractions, services, communities, and landscapes.
Destination image Describes the perceptions audiences actually hold, which may align with or differ from the identity the destination intends to convey.

A strong visual system can help many organizations communicate coherently. But if the story is generic, unsupported by local assets, or contradicted by visitor experiences, visual consistency alone will not make it convincing.

What should a destination brand represent?

The brand should draw on a broad, locally meaningful account of the place rather than a single convenient theme. Relevant dimensions can include social, cultural, historic, geographic, symbolic, environmental, and economic values. The Victoria’s High Country case study by Fiona Wheeler, Warwick Frost, and Betty Weiler cautions against building a destination brand on too narrow a values base.

That does not mean every feature must appear in every message. It means the central identity should be substantial enough to support different stories without losing its connection to place. The OECD’s 2026 report describes Brand Tasmania developing sector-specific stories from an overarching narrative. It also discusses Brand Estonia’s use of a facts database to support its claims and Durham’s changing economic identity as evidence shifted.

These examples point to two practical tests: the story should be distinctive, and its claims should be supportable. A destination can adapt its message for different audiences or sectors, but it should not claim attributes that local evidence and lived experience cannot substantiate.

Who should help shape a destination brand?

Residents, tourism businesses, visitors, public bodies, and people responsible for cultural and environmental assets can all shape how a destination is understood and experienced. Involving them early can expose gaps between an official story and local experience, and help make the brand usable by the people expected to deliver it.

  • Residents can identify valued parts of local identity and raise concerns about how tourism affects community life.
  • Tourism businesses and workers can show whether the proposed story fits the experiences, services, and products they provide.
  • Public bodies and community organizations can connect the brand to policy, planning, and local priorities.
  • Visitors can contribute their perspectives on what they notice and remember, while not replacing residents’ or local stakeholders’ knowledge.

Two case studies illustrate different forms of participation. Hany Kim, Svetlana Stepchenkova, and Vahideh Babalou examined a Florida local attraction that involved actual and potential visitors in its naming process. The Made in Monmouthshire study describes partnership across public, private, and voluntary-sector organizations in Wales. Neither example means every destination should use the same process; together, they show that co-creation can involve both visitor input and coordination among local partners.

How do you build a destination brand?

  1. Listen and map the place. Gather perspectives from residents, businesses, visitors, public bodies, and relevant cultural or environmental stewards. The OECD recommends combining qualitative approaches—such as interviews, listening exercises, and participatory workshops—with economic data and analysis of media and social posts.
  2. Identify credible distinctiveness. Map the history, culture, landscape, shared values, and other assets that distinguish the destination. Check proposed claims against evidence and local experience rather than selecting a slogan first.
  3. Find a coherent narrative. Develop a shared account of what the place is and why it matters. Tailor stories to audience or sector needs without making them generic or severing them from the overarching identity.
  4. Invite co-creation and coordinate partners. Involve people who live in and deliver experiences in the destination. Agree how public bodies, businesses, and community partners can use and support the story in practice.
  5. Translate the strategy into identity and experience. Develop the name, logo, slogan, and visual toolkit as practical expressions of the strategy. Connect them to the visitor offer and to the organizations that will communicate and deliver it.
  6. Measure, learn, and revisit. Compare the intended identity with audience perceptions and stakeholder understanding. Use findings to refine the story, its delivery, or both; do not treat a refreshed visual identity as proof of success.

How do you measure destination brand effectiveness?

Measurement should examine more than whether people recognize a logo or recall a campaign. Useful questions include whether the intended identity resonates with relevant audiences, whether stakeholders understand and use it consistently, and whether the tourism narrative fits local values and community well-being.

Angela K. Y. Mak’s 2011 study of Iowa examined destination image, brand identity, and industry-partner identification with the Iowa Tourism Office. Mak sampled 200 industry partners and received 114 valid responses. Those figures describe that study’s sample; they do not establish the size or representativeness of Iowa’s tourism industry. The study offers an example of measuring identity-image alignment and partner identification, not a universal measurement template.

A destination can use such an approach to identify questions for its own evaluation, then select measures suited to its goals and audiences. Comparing intended identity with audience-held image can reveal whether the story is understood as planned. Assessing partner use can show whether organizations have adopted it. Reviewing visitor experiences and local outcomes can test whether communications fit what the destination actually offers and what communities value.

Evaluation is more informative when repeated over time, so decision-makers can distinguish a baseline from later change. The sources cited here do not establish a universal set of destination-brand KPIs or a causal return-on-branding figure. A change in perceptions, recognition, or visitor activity should not automatically be attributed to branding alone.

How can tourism branding support local priorities?

A destination narrative is not only a promise to visitors; it can also influence which experiences are promoted, which businesses are connected to the visitor offer, and how place assets are valued. The OECD’s 2026 report gives the Magdalen Islands as an example of linking visitor experience to local supply chains and year-round tourism while seeking to protect landscapes and community well-being.

This wider fit is a useful test of a brand’s substance. Ask whether the visitor proposition supports local priorities, whether its promises can be delivered without undermining the assets on which it depends, and whether the people who live and work in the destination recognize themselves in the story. Those questions connect brand communication to the quality and consequences of tourism development.
