No reliable, attributable source in the available material identifies the ten stocks meant by “the top 10” for December 2025, their ranking, or the date their ratings were captured. Naming picks would risk combining unrelated lists. The key point for investors: “Strong Buy” depends on the rating provider, and any useful list needs a named methodology and dated snapshot.
Why the ten-stock list cannot be verified
The available sources do not establish who compiled the requested list, which stocks it includes, how they were ordered, or when their ratings were recorded. A separate December 2025 article or an individual stock recommendation cannot fill those gaps: it may use a different screen, rating source, or editorial approach.

For that reason, there is no defensible stock-by-stock table of the requested ten names. Combining candidates from unrelated articles would create a list that no identified provider actually published.

There is no single universal Strong Buy rating. In the Zacks system, the scale runs from #1 (Strong Buy) to #5 (Strong Sell), draws on earnings-estimate revisions, and assigns Strong Buy to the top 5% of stocks Zacks covers. That is Zacks’ description of its own rating distribution, not a claim about the ten stocks in this title or a forecast of returns. Zacks methodology republished by MetaTrader
#1 Best Overall
A provider-specific rank should not be treated as interchangeable with a consensus rating assembled from analysts, or with another provider’s Strong Buy label. Before comparing ratings, identify who assigned them and what rules that provider uses.
Why different December 2025 lists do not establish these picks
A separate valuation screen
Insider Monkey published “10 Cheap Stocks With Strong Buy Ratings on Wall Street” on December 24, 2025. Its screen required a price-to-earnings ratio below 15, a consensus Buy rating, and coverage by at least 10 analysts. Those criteria describe that article’s selection process; they do not verify that its stocks or ranking match the list requested here. Insider Monkey’s December 24, 2025 article

A separate editorial idea
The Motley Fool Canada discussed Celestica as a strong-buy idea on December 3, 2025. That standalone discussion is not evidence that Celestica was part of a particular top-ten list. The Motley Fool Canada’s December 3, 2025 article

What a verifiable top-ten list should disclose
- Rating provider: Name the service or analyst-consensus source and explain how it defines Strong Buy.
- Snapshot date: State the exact date ratings were captured; ratings and analyst estimates can change.
- Selection rules: Identify the stock universe, thresholds, and any additional valuation or coverage filters.
- Ranking method: Explain how the ten names are ordered, rather than implying that “top” has a self-evident meaning.
- Context for each company: Report the rating distribution and analyst count where applicable, then assess valuation, business outlook, and company-specific risks separately.
A rating is one input, not a guarantee of performance. Even when a list is properly sourced, readers should distinguish the provider’s opinion from their own assessment of a company’s prospects and risks.

Because December 2025 has passed, any list from that month should be presented as a historical snapshot with its capture date—not as a current set of recommendations. The sources available here do not provide a verified snapshot for the requested ten-stock list. Readers seeking current ratings need a newly dated source and should check its methodology independently. Zacks search result that did not substantiate this list
