What happened at the Oval Office event?
Cook appeared with Trump and Vice President JD Vance at the White House on Wednesday, August 6, 2025. Treasury Secretary Scott Bessent and Commerce Secretary Howard Lutnick were also present, according to the Oval Office pool report.
A pre-event report had said the announcement was expected at 4:30 p.m. Eastern, citing a White House official. Pool reporting later placed the group’s entry into the Oval Office at about 5:12 p.m. Eastern; the earlier time was a schedule estimate, not the recorded event time. The announcement is now a completed event, not a future appearance.
How to read Apple’s $100 billion and $600 billion figures
The new figure announced at the event was an additional $100 billion in U.S. investment. The $600 billion total cited by Apple and the White House combines that additional commitment with Apple’s earlier $500 billion plan. It is a four-year commitment, not a claim that Apple announced or immediately spent $600 billion for the first time on August 6. The White House announcement describes the expanded plan.

The commitment encompasses multiple types of domestic activity, including manufacturing, supplier investment, research and development, and infrastructure. It should not be read as $600 billion earmarked for one factory or as completed spending.
What the American Manufacturing Program is intended to do
Apple introduced an American Manufacturing Program intended to encourage suppliers and partners to expand production in the United States. The White House presented it as part of a broader effort to increase domestic manufacturing and bring more of Apple’s supply-chain activity into the country. The announcement does not say that Apple will move all iPhone production, or its entire global supply chain, to the United States.

Projects in the earlier $500 billion plan
Apple’s earlier commitment included several initiatives that provide context for the expanded total. Contemporaneous AppleInsider coverage described plans to double Apple’s Advanced Manufacturing Fund, build an advanced manufacturing facility in Houston, Texas, to make servers supporting Apple Intelligence, establish a manufacturing academy in Michigan, and increase U.S.-based research and development. These items were part of the broader plan, not all newly announced as part of the additional $100 billion.
Jobs: an official projection
The White House said the investment would directly create 20,000 new American jobs, with additional jobs across suppliers. That is an official projected figure; the cited announcement does not provide a detailed methodology for it, so it should not be treated as an independently verified count of net new employment.

Corning, Kentucky, and the glass supply chain
Bloomberg Law reported that $2.5 billion of the expanded commitment was associated with Apple’s investment in Corning, its long-standing glass supplier. At the Oval Office event, Cook said every iPhone and Apple Watch sold worldwide would have cover glass made at Corning’s Kentucky facility, according to the pool report. That worldwide-product statement is Cook’s claim at the event, rather than a detailed production breakdown in the cited report. Bloomberg Law’s coverage is available here.
Pool reporters also recorded Cook presenting Trump with a U.S.-manufactured box containing a circular piece of glass bearing an Apple logo and a gold base. It was etched with Trump’s name, the American Manufacturing Program, and Cook’s signature.

Why tariffs were part of the story
The event took place amid administration threats of new tariffs on semiconductor imports. Trump said companies manufacturing in the United States could avoid a proposed 100% tariff on chips and semiconductors. That remark, recorded in the pool report, should be understood as a statement made at the event—not, on its own, proof of a finalized, generally applicable tariff exemption.
Investors also viewed the pledge through the lens of trade-policy risk. Reuters reporting carried by Investing.com said Apple shares rose after the announcement as the investment pledge eased some tariff concerns. That market interpretation does not establish that avoiding tariffs was Apple’s sole motive or that the commitment guarantees tariff protection.
