Juniper Networks Planned About 440 Job Cuts in Its 2023 $59 Million Restructuring

Juniper’s October 2023 plan called for about 440 worldwide job cuts and an estimated $59 million in restructuring costs. The figure was a plan, not a confirmed final layoff count.

In October 2023, Juniper Networks announced plans to reduce its worldwide workforce by approximately 440 employees as part of a restructuring it estimated would cost $59 million. The company expected the actions to be substantially complete by the end of its fiscal first quarter of 2024, subject to local requirements. This is a historical announcement: Hewlett Packard Enterprise completed its acquisition of Juniper on July 2, 2025.

What Juniper announced

Juniper’s board approved the restructuring plan on September 29, 2023, and the company disclosed it on October 5. The SEC filing described an expected reduction of approximately 440 employees worldwide—not a verified final count of completed layoffs.

These figures were estimates in Juniper’s October 2023 SEC filing. The filing did not establish a final employee count or give a country-by-country completion schedule.

What the $59 million covered

The $59 million was Juniper’s estimated cost of carrying out the restructuring, not a stated annual savings figure or an amount paid directly to employees. The company divided the estimate into employee-related and other costs:

Juniper also disclosed an approximately $14 million expansion of an earlier restructuring plan for asset-impairment costs. That was separate from the $59 million estimate for the workforce-reduction plan.

Why Juniper said it was restructuring

Juniper said a review of its business objectives led it to realign resources and investment with long-term growth opportunities, manage operating expenses, improve operating margins, and support strategic priorities more efficiently. The filing did not say that the job cuts were specifically intended to fund AI or any one product area.

The business picture at the time was mixed, rather than uniformly weak. Light Reading reported that Juniper’s second-quarter 2023 revenue was $1.43 billion. Enterprise revenue was $646 million, up 38% year over year; cloud revenue declined 6%, while service-provider revenue rose 1%. Those figures help explain the contrast between growth in some segments and pressure in others, but Juniper did not identify particular segments as the source of the cuts. Light Reading’s account of the quarter and restructuring provides that contemporaneous context.

Coverage also highlighted growth in Juniper’s enterprise and AI-related offerings, including Mist AI. That context is not proof that workers were removed from weaker units or that the savings were redirected to those products. Juniper’s filing did not specify how resources would be reassigned. Which employees and locations were affected?

The announcement described a worldwide reduction but did not identify affected business units, countries, facilities, or job categories. It also gave no breakdown by engineering, sales, customer support, manufacturing, or corporate roles, and did not state individual severance terms. CRN likewise reported that Juniper had not specified the affected business units. CRN’s coverage addresses that disclosure gap.

Because local laws and consultation obligations could affect timing, the company’s target did not mean every employee would be notified or depart on the same date. It also does not establish that all planned reductions were completed by the end of Q1 2024.

What later filings say about restructuring charges

Juniper’s 2023 annual report later recorded $68.6 million in aggregate charges associated with its 2023 Transformation Plan, including employee severance, facility-exit, asset-impairment, and other restructuring-related charges. It separately reported $31.9 million tied to another restructuring plan initiated in the first half of 2023.

Those annual-report totals cover broader accounting scopes than the original $59 million estimate. They should not be read as proof that the specific workforce-reduction plan ultimately cost exactly $68.6 million. The annual report also said actions under the Transformation Plan were expected to be substantially complete by the end of Q1 2024, while some facility exits and workforce reductions could take longer. Juniper’s status today

HPE completed its acquisition of Juniper Networks on July 2, 2025. Juniper is therefore no longer an independent public company; it is part of HPE’s networking business. The acquisition was a later corporate development, not the stated reason for Juniper’s October 2023 restructuring announcement. HPE announced the closing in its July 2, 2025 release.
