For U.S. Amazon sellers, TikTok Shop is worth evaluating on the product’s full costs—not on a promise of universally lower fees. The expected-ban framing is also out of date: a U.S. joint venture deal was reported finalized in January 2026, and a July Justice Department opinion describes the venture as majority-owned by American investors. That does not remove every legal or continuity risk.
Is TikTok Shop cheaper than Amazon?
There is no reliable one-number answer. TikTok Shop’s U.S. referral fee depends on the product category, and its May 14, 2026 schedule lists mostly 6% rates with exceptions. That is a category-specific referral fee, not a promise that every seller pays 6% in total or that TikTok costs less than Amazon.
The seller terms describe the referral fee as based on buyer payment and allow TikTok to change fees with notice. A seller’s realized margin can also be affected by fulfillment, shipping, returns, promotions, advertising or creator costs, and the work required to operate another channel. A lower referral percentage, by itself, does not establish a lower cost to sell.
TikTok’s July 13, 2026 Fulfilled by TikTok (FBT) rate card includes weight-tiered fulfillment fees and other charges. Sellers using FBT should compare the current rate card and their own shipping and handling arrangements with the actual fulfillment costs they incur on Amazon. The available information does not establish a matched, current Amazon fee comparison, so a universal savings figure would be misleading.

How to compare the channels for one product
Use the same product, selling price, order assumptions, and time period for both channels. Compare contribution margin per order—not gross sales or the headline referral rate.
- Set the product assumptions. Record the category, selling price, expected order mix, and the relevant fee base for each marketplace.
- Use current channel-specific fees. Check TikTok Shop’s current category schedule and terms alongside Amazon’s current fee tools and seller notices. Do not carry forward a rate from an older update as if it were current.
- Add fulfillment and shipping. Include the chosen fulfillment method, shipping, storage where applicable, packaging, and return handling. For FBT, use the applicable weight tier and charges on the current rate card.
- Include selling costs outside the marketplace fee. Account for seller-funded discounts, promotion participation, creator or advertising spend, and any extra inventory handling or channel-management work.
- Calculate the result per order. Subtract all channel-specific costs from the same assumed order revenue. Then estimate incremental sales and total contribution; sales that simply shift from another channel are not automatically a gain.
- Recheck before committing. Fees and programs can change. TikTok’s terms permit fee amendments with notice, so verify current notices and program terms before relying on a calculation.
Keep program charges separate from baseline referral fees. For example, TikTok’s June 29, 2026 Smart Promotion FAQ lists charges of 3.5% during non-campaign periods and 4.5% during campaign periods for that program. Those figures describe Smart Promotion charges, not the standard category referral fee; apply them only if the seller is evaluating that program under its current terms.

What sellers still need to handle
Opening a TikTok Shop does not transfer every compliance obligation to the marketplace. TikTok’s U.S. seller terms place applicable tax and duty compliance responsibilities on sellers. Its August 15, 2026 INFORM Consumers Act guidance describes verification obligations for certain high-volume sellers, rather than a requirement that can be assumed to apply identically to every seller.
Operationally, a second channel means maintaining accurate listings and inventory, handling customer service and returns under that channel’s rules, and producing or sourcing content that can attract buyers there. Include the time and outside services needed for those tasks in the comparison; a fee calculation that omits them can overstate the channel’s profitability.

Could a TikTok ban stop a U.S. shop?
The older “upcoming ban” framing no longer describes the latest reported U.S. status. The Associated Press reported on January 23, 2026 that TikTok had finalized a deal to form a new American entity. In a July 16, 2026 opinion addressing a federal-government-device statute, the Justice Department’s Office of Legal Counsel described the TikTok U.S. Data Security Joint Venture as majority-owned by American investors and operating independently of ByteDance for the narrow legal question before it.
That opinion is not a blanket ruling that TikTok Shop is insulated from every future law, enforcement action, or interruption. The Protecting Americans from Foreign Adversary Controlled Applications Act remains part of the legal background. A September 25, 2025 White House fact sheet described a proposed qualified-divestiture framework and a non-enforcement period to allow implementation. Its description of the proposed arrangement—including ByteDance holding less than 20%, selecting one of seven directors, and being excluded from the security committee—was the administration’s account at that time, not an independently verified current ownership disclosure.

For a seller, the practical distinction is between evidence of a completed deal and a guarantee of uninterrupted future access. The reported deal and DOJ opinion are relevant developments, but they do not justify building a business plan on the assumption that policy risk has disappeared.

- Consider a limited test if the product can be presented effectively through short-form content, the seller can support the channel’s operational workload, and the product remains profitable after all channel-specific costs.
- Use a cautious test budget if results depend on paid promotion, creators, or discounts. Track those costs against incremental contribution rather than attributing all TikTok-attributed sales to organic demand.
- Do not switch channels based on a headline fee if the product’s category, fulfillment needs, returns, or promotional plan make the real cost uncertain. Verify both marketplaces’ current fees and model the same assumptions first.
- Protect continuity by avoiding unnecessary dependence on one marketplace for customer acquisition or revenue, and by checking TikTok Shop notices and relevant legal developments before making long-term commitments.
