TikTok announced self-service advertising in Pakistan through TikTok for Business Ads Manager, giving small and medium-sized businesses tools to create campaigns, manage budgets and optimize performance. The announcement identifies the intended users and highlights creative tools and audience targeting, but it does not state signup requirements, payment methods or minimum budgets.
What TikTok announced in Pakistan
TikTok described the offer as self-service advertising for small and medium-sized businesses (SMBs). Dawn reported the launch on December 18, 2025, citing the company’s statement. The named product is TikTok for Business Ads Manager.
TikTok says the service is intended to help businesses reach new audiences and manage marketing campaigns. The company highlighted campaign creation, budget management, performance optimization, creative tools and targeting. The announcement does not compare Ads Manager with other advertising platforms or establish that it is cheaper or more effective.
Who TikTok says the service is for
TikTok describes its intended audience broadly: local entrepreneurs, homegrown brands and growing businesses. Baris Aldanmaz, TikTok’s Head of Global Business Solutions for Türkiye, Central and Southern Asia, cited neighborhood stores, fashion labels and online startups as examples. These are company-provided examples, not a formal eligibility checklist.

Aldanmaz said, “Pakistan’s small businesses are among the most creative in the region, and TikTok is proud to support their growth.” That is the executive’s view, not an independently measured ranking of Pakistani businesses.
What the launch does—and does not—tell advertisers
The announcement outlines the general campaign functions, but it does not establish the practical details a business needs to open and fund an account. The reviewed launch announcement and reporting do not specify:
Rank #2
- Who is currently eligible to create a Pakistani Ads Manager account or the steps to sign up.
- Which payment methods are accepted, how currency is handled or whether local billing is available.
- Any campaign minimum budget or other verified Pakistan-specific prices.
- The detailed targeting options available to Pakistani advertisers.
- Whether local support is available for account setup or campaign management.
Because those details are not established in the launch coverage, a business should confirm them in the current official Ads Manager signup and billing flow before planning a campaign. The announcement alone is not enough to calculate an advertising budget or confirm that a particular business can onboard.
How to read TikTok’s discovery figures
TikTok’s announcement cites a “recent global survey” in which 73% of TikTok users said they had found products they had not previously considered through TikTok ads, while 78% said they had found brands they had not heard of before. TikTok does not name the study or disclose its fieldwork dates, sample or methodology in the accessible announcement. The figures are company-attributed global survey results—not Pakistan-specific findings or evidence that an individual advertiser will achieve those outcomes.

Local small-business context
TikTok’s Newsroom documented a GrowWithTikTok Masterclass workshop in Karachi on December 20, 2024. The company said SMB owners, marketers and entrepreneurs attended to learn about growing their businesses on the platform. This is evidence of an earlier local education initiative; it does not establish that a class is currently available.
