A green job is decent work that helps preserve or restore the environment. Green jobs are found not only in renewable energy, but also in established fields such as manufacturing and construction. The transition can create jobs, change existing work, and reduce employment in some sectors at the same time; there is no single global forecast in the sources cited here that establishes net job creation.
What is a green job?
The International Labour Organization (ILO) defines green jobs as decent jobs that contribute to preserving or restoring the environment. Environmental contributions can include improving energy or raw-material efficiency, reducing greenhouse-gas emissions, minimizing waste and pollution, protecting or restoring ecosystems, and supporting adaptation to climate change. The ILO definition combines environmental contribution with decent work; environmental tasks alone do not establish that a job meets the full definition. ILO: What is a green job?
The definition spans sectors. Renewable-energy and energy-efficiency roles are examples, but so are jobs in manufacturing or construction when they contribute to environmental goals. Whether a particular position counts depends on its actual outputs or tasks, and—in the ILO policy definition—whether it is decent work.
What counts: environmental outputs, processes, and decent work
Green jobs can be identified through two related but distinct lenses:

- Environmental outputs: a business produces goods or services that benefit the environment, such as green buildings or clean transportation.
- Environmental processes: work improves how production is carried out, such as reducing water use or improving recycling within an enterprise.
These lenses do not automatically overlap. A company making an environmental product may still use polluting production methods; a factory may improve its environmental performance without producing environmental goods or services. The ILO’s policy definition also requires decent work, including matters such as adequate wages, safe conditions, workers’ rights, social dialogue, and social protection. How the definition and measurement have evolved
The ILO’s 2008 report helped establish a broad policy concept: environmental contribution linked with decent work, across both traditional and emerging sectors. In 2013, the 19th International Conference of Labour Statisticians adopted guidelines for measuring employment in the environmental sector. The guidelines distinguished between producing environmental goods and services for other units and carrying out environmental processes within an enterprise. In that statistical framing, green jobs are the decent-work subset of environmental-sector employment. There is no single count that can be compared safely without checking what it measures. Estimates may classify work by industry, environmental output, workplace process, or the environmental tasks attached to an occupation. The ILO’s 2018 report warned that national estimates used different definitions and might not be comparable. Its 2026 brief offers a harmonized occupational-task baseline, while treating vacancy data as a complement for newer and more country-specific trends. How many jobs involve green work?
In a brief published on 11 February 2026, the ILO applied its green taxonomy to ISCO-08 occupational task descriptions and labor-force data from 134 countries. It estimated that 31.7% of employment is in occupations containing green tasks: 12.1% in “darker green” occupations and 19.6% in “lighter green” occupations. “Lighter” and “darker” describe the intensity of green tasks in an occupation. This is a task-based estimate, not a count of jobs in explicitly green industries and not a projection of future job creation. It includes occupations with green tasks across the economy, rather than limiting the calculation to businesses producing environmental goods and services.
The same 2026 brief estimated green employment at 23.1% in low-income countries and 35.7% in high-income countries. It reported that men account for over 70% of employment in green occupations, compared with 54.0% in non-green occupations, and that people aged 15–24 tend to be underrepresented in green occupations. Will the green transition create jobs or eliminate them?
Both can happen. The outcome depends on the policies and transition scenario, the industries involved, and how quickly businesses and workers adapt. Some sectors may gain opportunities and add jobs; others may contract, downsize, or close. Work may also be transformed as technology, production practices, and skill requirements change. The ILO describes the transition as one that can create, destroy, and transform jobs—not as a guaranteed rise in net employment. ILO: Just transition policy brief ILO: Green jobs progress report
The 31.7% figure is not a forecast. The cited sources do not establish one quantified global total for future net green-job creation. Any local career or employment outlook needs evidence for the relevant place and occupation, plus the assumptions behind its transition scenario.

How to evaluate a green-job estimate or career outlook
Before relying on a headline number or assuming a role is a strong opportunity, check what is being counted and what the figure means for the specific decision you are making.
- Definition: Is the figure about decent-work policy jobs, environmental-sector industries, environmental outputs, cleaner processes, or occupations containing green tasks?
- Coverage: Which countries and years are included, and what data source and classification threshold were used? If categories such as lighter and darker green appear, check how the intensity distinction is applied.
- For a career decision: Look at the location, the role’s actual tasks, the transition scenario behind the outlook, required training and skills, and job quality.
- For emerging local trends: Treat labor-force survey and standardized occupational descriptions as a baseline; vacancy data can add more current, country-specific detail, but is a complement rather than the same measure.
These checks matter because a job can have green tasks without being a job in a green industry, and environmental contribution by itself does not answer whether the work is decent or whether the role is likely to grow in a particular labor market.
