It said it had not found evidence that Ticketmaster used real-time algorithmic dynamic pricing, but raised concerns about information given to fans and secured voluntary commitments to improve disclosures in future sales. The CMA did not find that Ticketmaster had infringed consumer law.
Why did the CMA investigate Ticketmaster’s Oasis sale?
On 5 September 2024, the CMA opened an investigation into Ticketmaster’s primary sale of tickets for Oasis’s reunion tour. It examined whether Ticketmaster might have used unfair commercial practices, whether buyers received clear and timely information about demand-based pricing and the amount they would pay, and whether they were pressured to make a quick decision at a higher price than they understood.

At the time, the CMA stressed that opening an investigation did not mean it had concluded Ticketmaster broke consumer-protection law. Its final outcome came a year later.
The case concerned primary tickets: tickets sold for the first time at an original price set by artists, organisers or box offices. It was not an investigation of the secondary market, where tickets are resold after the original sale, often for a different price.

What concerns did the CMA identify?
The CMA’s concerns focused on whether fans had enough information to make an informed choice during the sale:
- Two standing-ticket price levels: Fans waiting in online queues were not told that standing tickets were available at two prices, with the cheaper tickets selling out before the more expensive ones.
- Prices during the queue: Fans were not told how much tickets would cost while they waited.
- Platinum ticket descriptions: Some tickets labelled “platinum” were sold without sufficient explanation that they offered no additional benefits over some standard tickets in the same venue area. In a March 2025 progress update, the CMA said some Platinum tickets were priced at near 2.5 times the price of equivalent Standard tickets.
The CMA’s chief executive, Sarah Cardell, said: “Fans who spend their hard-earned money to see artists they love deserve to see clear, accurate information, upfront.”

Did Ticketmaster use dynamic pricing for Oasis tickets?
The CMA said it had not found evidence that Ticketmaster used an algorithmic model to adjust ticket prices in real time in response to changing conditions such as high demand. That is narrower than a finding that no form of demand-related pricing occurred, and it is not a declaration that every aspect of the sale was satisfactory.
The distinction is between real-time repricing and fixed price tiers. In its response on live-events pricing, the government described dynamic pricing as prices adjusted rapidly and frequently in real time in response to demand. With static tiered pricing, different prices are set in advance; when tickets at a lower tier sell out, only more expensive tiers may remain. That can make the price a fan encounters rise during a sale without the price itself being recalculated in real time.

Was Ticketmaster found guilty or fined?
No. The CMA’s outcome was not an adjudicated finding that Ticketmaster had infringed consumer law. Ticketmaster gave voluntary undertakings aimed at future sales, without admitting wrongdoing or liability, and the CMA said it had made no finding on whether consumer law had been infringed.
The CMA also said the investigation began under its former consumer-law powers. The newer direct-fining regime was not applied retrospectively to this case. The undertakings therefore should not be described as a penalty or as proof of an infringement.

The undertakings are intended to make ticket information clearer before and during covered online sales:
- When a sale uses tiered pricing, fans are to be told at least 24 hours before it begins and given an explanation of what tiered pricing means.
- People joining online queues are to be shown the available ticket-price range and receive regular updates when cheaper tickets sell out.
- Ticket descriptions are to explain what buyers receive and whether one ticket is better than another. Ticketmaster separately stopped using “platinum” labels in the UK.
The signed undertaking says measures should be implemented within four weeks where reasonably possible, and no later than six weeks from signing. Its scope is limited to specified parts of Ticketmaster’s consumer-facing primary-market sales. Some situations are excluded, including services where Ticketmaster acts only as a payment provider and the event host sells the ticket; the instrument also sets limits relating to Universe and TicketWeb. It should not be assumed to cover every Ticketmaster-branded transaction or resale.

What does the outcome mean for ticket buyers?
The practical result is a commitment to give buyers more information about price tiers, prices in queues and ticket benefits in covered future sales. It does not establish a general rule that all ticket-price increases are dynamic pricing, nor does it resolve every question about resale or other ticketing platforms.
The government said existing consumer law already enshrines price transparency and that it did not intend to bring forward new legislative proposals on live-events pricing practices based on the evidence it reviewed. That was the government’s stated policy position at the time of its response; it does not mean ticket pricing is exempt from consumer-protection law.
