The board said the company’s pace of change and execution had fallen short of expectations; the test now is whether Lores can restore branded-checkout growth, make a reorganized business run better, and turn AI plans into measurable gains.
1. Can Lores revive branded checkout?
PayPal has made Checkout Solutions & PayPal its highest-priority business. At the company’s May 20, 2026 annual-meeting Q&A, Lores said PayPal would bring its consumer and merchant ecosystems together under one strategy, concentrate on areas where it can offer differentiated value, and strengthen consumer engagement to make the service more valuable to merchants. He said, “Our Checkout Solutions & PayPal business is the highest priority for the Company and me.” PayPal’s 2026 annual-meeting Q&A records shareholders asking, “What’s really changing to grow branded checkout?”
The question matters because PayPal’s scale does not by itself show that shoppers are choosing its branded checkout more often. The Associated Press reported that branded checkout grew 2% in the first quarter of 2026. That is a specific quarter’s result, not proof of a sustained recovery. AP’s May 26, 2026 report also described competitive pressure from Apple Pay in checkout and Shopify in commerce. These services overlap in some customer journeys, but they are not identical products or channels.
What would count as progress?
Look for subsequent results that show whether the plan is working, rather than treating a new strategy or a single growth rate as proof. Useful indicators include branded-checkout growth, customer engagement, merchant adoption, and transaction margin dollars. PayPal has not established a specific branded-checkout target in the cited annual-meeting Q&A, so investors and users should distinguish stated priorities from promised outcomes.

2. Will the new structure improve execution?
On April 29, 2026, PayPal reorganized its business around three operating groups:

PayPal said the structure is meant to bring teams closer to customers, simplify operations, clarify accountability, and improve operational excellence. The rationale comes from the company; the announcement does not, by itself, demonstrate that the changes have improved execution. What should shareholders watch?
- Clear accountability: whether each business has identifiable leaders and responsibility for customer and financial outcomes.
- Operational follow-through: whether the simplified structure produces better execution, not just a new reporting map.
- Customer results: whether the groups make payment and financial services easier or more useful for the people and merchants they serve.
- Financial results by measure: whether growth in revenue, payment volume, and transaction margin dollars develops in a way that supports durable performance.
Lores brings more than three decades of technology and commercial experience and had been PayPal’s board chair before becoming CEO. The board cited his leadership background and operating discipline as reasons for the appointment; that is the board’s rationale, not evidence that the same approach will necessarily succeed at PayPal. In its February 3, 2026 announcement, independent board chair David W. Dorman said, “The pace of change and execution was not in line with the Board’s expectations.” PayPal’s CEO appointment announcement sets out the board’s explanation.
3. Can AI and diversification deliver results?
Lores has described AI as a potential source of productivity and improvement in customer service, technology development, and platform modernization. He said a dedicated team would report to him. Asked whether AI could deliver cost savings, he responded, “Our cost savings will come from multiple areas of the business, but we believe the changes that AI will enable will be very significant.” That is management’s expectation, not a report of savings already achieved. The annual-meeting Q&A records a shareholder asking directly whether AI can deliver the cost-savings targets.

Separate plans from realized gains
To evaluate the claim, distinguish announced AI initiatives from results that appear in customer service, productivity, platform delivery, or reported costs. PayPal’s Q&A describes intended work areas but does not establish how much has been saved or what customer outcomes have changed. Cost reductions also need to be considered alongside service quality and the company’s ability to keep improving its products.
Diversification should be assessed with the same discipline. Lores said PayPal does not intend to chase temporary share gains in any quarter, but instead to focus on customer segments and business verticals where it can offer differentiated value. The key question is whether those areas build durable customer use and profitable growth, not merely whether PayPal enters more markets or announces more initiatives.

How PayPal’s latest figures frame the test
PayPal’s second-quarter 2026 release reports growth in revenue and total payment volume, but a slower increase in transaction margin dollars. These are different measures: payment volume reflects money processed, while revenue and transaction margin dollars describe different aspects of the business’s financial performance. Growth in one should not be treated as evidence that all are advancing at the same pace.

PayPal’s second-quarter 2026 results also report $1.79 trillion in total payment volume, $33.2 billion in net revenue, and 439 million active accounts for 2025. The active-account count was also 439 million in the second-quarter 2026 release, so the company’s reported count was little changed across those cited periods. These figures establish the scale against which the new CEO’s plans will be judged; they do not establish that the reorganization, AI work, or checkout strategy caused a particular result.

What the competition means for PayPal customers
PayPal faces rivals across different payment jobs, rather than a single interchangeable set of competitors. AP’s May 26, 2026 coverage identified Apple Pay in checkout, Shopify in commerce, Affirm and Klarna in buy now, pay later, and Cash App and Zelle in person-to-person transfers. A useful comparison asks which customer need is at stake—paying online, using a wallet, spreading a purchase into installments, or sending money to another person—and what distribution channel reaches the customer. Competitive positions can change, so those descriptions are tied to AP’s reporting date, not a claim about current market share.
