The World’s Most Expensive Aircraft: What the Verified Costs Show

Aircraft cost figures are not directly interchangeable. Here are the published B-2, F-22, F-35, VC-25B, and C-17 amounts, with their scopes and dollar years explained.

A reliable global top 10 cannot be ranked from the available published figures: they measure different things, cover different scopes, and use different dollar years. The evidence does support a useful comparison of several exceptionally costly aircraft and programs—but not ten comparable aircraft in a defensible order.

Why a precise top 10 would be misleading

“Aircraft cost” is not one standardized figure. A published number might describe an aircraft’s unit cost, a recurring flyaway estimate, a program acquisition unit cost, or the total price of a contract covering several aircraft and substantial modification work. Putting those figures into one ranked list would make unlike costs look comparable.

The available figures also come from different years and use different dollar conventions. A historical amount in fiscal-year or then-year dollars is not directly equivalent to a current-dollar price. Nor do the figures all cover the same geography, procurement program, or included work. No consistent primary-source table establishes costs for ten aircraft across military, commercial, and special-mission categories.

What the common cost measures mean

  • Unit cost: a stated cost for one aircraft, though the precise inclusions depend on the source.
  • Recurring flyaway cost: an estimate for producing and delivering an aircraft, rather than the total cost of developing and acquiring an entire program.
  • Program acquisition unit cost: a program-level acquisition estimate expressed per aircraft. It is not automatically the same as a flyaway price.
  • Contract or program total: a sum for the work described in a contract or program. It may cover multiple aircraft, engineering, modification, certification, support, or fielding.

Published cost figures that can be compared—with qualifications

The table below is an evidence-based comparison, not a ranking. Its entries retain the cost scope and dollar basis stated by their sources; the amounts should not be read as equivalent purchase prices.

How to read the B-2’s two often-quoted figures

The Air Force’s approximately $1.157 billion figure is a unit-cost figure expressed in fiscal 1998 constant dollars. Guinness World Records separately lists more than $1.3 billion per B-2 in a record entry dated July 17, 1999. Those are distinct published figures with different sources, dates, and cost presentations; they should be attributed separately rather than combined or treated as two measurements on an identical basis.

Why the VC-25B contract is not a single-aircraft price

The U.S. Air Force announced a $3.9 billion contract for two replacement aircraft in 2018. The later Department of Defense description makes the scope central to interpreting that amount: it includes development and design as well as modification, certification, and fielding of two mission-ready aircraft. Dividing the contract total by two and presenting the result as the purchase price of one aircraft would conceal the work included in the contract and imply a precision the figure does not establish.

What the F-35 figures do—and do not—tell you

The F-35 figures listed above are recurring flyaway estimates by variant, reported in fiscal 2012 dollars. They are not the program’s total acquisition cost. The three variants also have separate estimates, so the figure for one should not be presented as the cost of every F-35. A comparison with an aircraft’s program acquisition unit cost or a contract total would require keeping those differences visible.

What can be said about the “most expensive” aircraft

The Air Force’s B-2 unit-cost figure and Guinness World Records’ separate B-2 entry both support describing the bomber as exceptionally expensive, with each amount tied to its own source and basis. The other published numbers show why a single worldwide order is harder to support: the F-22 and C-17 examples are historical program acquisition metrics, the F-35 figures are variant-specific recurring flyaway estimates, and the VC-25B amount covers a multi-aircraft contract with extensive mission-specific work.

Accordingly, these figures establish several high-cost examples, not the world’s ten most expensive aircraft in verified rank order. A defensible ranking would need a consistent cost definition, a common dollar basis, comparable scope, and evidence covering all ten entries.
