The clearest national labor figure is that online gig work made up 2.9% of employment in the Pakistan Bureau of Statistics’ Labour Force Survey 2024–25. Freelancing is one activity within that broader category, and the survey does not establish typical earnings from overseas clients.
How many people in Pakistan actually freelance?
There is no single figure here that cleanly answers how many Pakistanis earn a living freelancing for foreign clients. The available sources count different things: workers and activities in a labor survey, export transactions and their value, reported platform registrations, and figures cited at a government meeting. Those measures are not interchangeable.
What the labor survey counts
Pakistan Bureau of Statistics’ Labour Force Survey 2024–25 reports online gig work as 2.9% of employment nationally: 3.0% for men and 2.5% for women. That is a share of employed people doing online gig work, not a freelancer-only share.
Within gig work, freelancing activities accounted for 14.3%, compared with 17.8% for teaching, 16.8% for taxi services and 16.8% for selling goods. These are shares within gig work—not shares of all employed people. The survey’s gig-work questions are a newer measurement area, so these figures should not be treated as a long-term trend without comparable earlier definitions.

Why other headcounts differ
Gallup Pakistan Digital Analytics estimated 329,849 people in freelancing activities using the same survey’s microdata in an analysis dated October 2, 2026. This is an estimate derived from the labor survey, not a count of people earning export income. The analysis says the data cannot distinguish domestic income from foreign-currency earnings made through platforms such as Upwork or Fiverr.
A December 2024 government committee meeting report cited 2.32 million freelancers, said they contributed 15% of IT exports, and noted that 38,000 held bank accounts. Those are figures reported at that meeting, not a reconciled current count. The available sources do not explain the difference between that figure and the later labor-survey estimate; the definitions and methods differ.

What Pakistan’s IT export numbers say—and don’t say
Pakistan Business Council’s analysis of FY2025 State Bank of Pakistan transaction data found that freelance transactions made up 90.8% of recorded IT export entries—2.17 million out of 2.39 million—but 24.1% of recorded value. These percentages have different denominators: one is a share of entries, the other a share of value.
A transaction count is not a count of freelancers, and neither the number of entries nor their total value tells you what a typical individual earns. The Council also cautions that the SBP figure should be treated as a base figure rather than a comprehensive measure: some relevant earnings may be classified as personal remittances or earned through foreign-registered Pakistani-founded firms. That is the Council’s interpretation of classification limits, not a settled adjustment to official totals.

The government release about the December 2024 meeting attributed this statement to Finance Minister Muhammad Aurangzeb: “The IT sector has the potential to be a cornerstone of foreign exchange generation through exports remittances.” The release discusses the IT sector and foreign earnings generally; it does not establish a claim about individual freelancer income.
How much do Pakistani freelancers earn?
The cited sources do not establish a typical monthly or annual income for Pakistani freelancers, especially those working with overseas clients. The labor survey does not identify whether a freelancer’s income is domestic or foreign-currency income. Gallup Pakistan Digital Analytics’ separate rough income estimate concerns gig workers as a whole, not freelancers alone, so it cannot be used as a freelancer earnings figure.

National export receipts also cannot be divided into a reliable “average freelancer salary” from these figures: they measure recorded flows, not a matched set of individual workers, hours worked, costs, or income distribution. Without that information, a precise typical-earnings claim would overstate what the data can show.
Is freelancing in Pakistan as easy as online gurus say?
The sources do not verify a specific guru’s income promise, whether advertised results are representative, or whether anyone deliberately conceals information. A fair fact-check needs the exact statement, who made it, when it was made, and the method or evidence behind it. Without those details, calling a claim false—or calling its speaker deceptive—would go beyond the evidence.

For a reader assessing an income claim, look for concrete disclosures rather than a headline success story:
- A defined result: Does the person describe revenue, profit, or take-home income, and over what period?
- The full costs: Are platform charges, proposal or listing costs, taxes, currency conversion, equipment, and unpaid work included where relevant?
- A representative record: Is the result supported by verifiable outcomes across learners or clients, or only one selected example?
- A marketable service: Does the training teach a specific skill and show evidence of client demand, or mainly promise that a platform account will produce income?
- Clear course terms: Are the instructor’s identity, total cost, refund conditions, and independent student outcomes available?
These checks do not prove that a course or claim is good or bad. They help separate a documented result from a promise that the available national statistics cannot validate.

Gallup Pakistan’s 2024 report, The Digital Divide: Internet Usage and Disruptions in Pakistan, reported Fiverr registration among 41% and Upwork registration among 20% of surveyed service providers. Responses may overlap, so these figures are not exclusive platform market shares. They say nothing by themselves about earnings, client access, platform safety, or success rates.
Choosing a marketplace is a practical decision that depends on the service, how clients are found, current fees, payment and withdrawal options available in Pakistan, and dispute and account policies. Those terms can change and should be checked in each platform’s current official information before committing time or money. A registration percentage is not evidence that one platform is more profitable or reliable than another.
