Chief transformation officers have become more visible as companies treat transformation as an ongoing executive responsibility rather than a one-off program. The role is not universal, and its authority varies by organization: a CTO typically coordinates change across the business, while line leaders remain responsible for day-to-day decisions and delivery.
Why are companies hiring chief transformation officers?
Companies face repeated pressure to adapt to disruption, shifting customer and regulatory demands, talent constraints, and digital, economic, geopolitical, and climate challenges. A dedicated transformation leader can give that work a senior owner who connects strategy with execution and keeps leaders focused on outcomes.
PwC UK says 22% of UK CEOs believe their current business model will not survive the decade. PwC also reports that 83% of top-performing companies in its global research changed their business model in the previous three years, while nearly a quarter (24%) increased enterprise-wide transformation investment by more than 50% over that period. PwC’s page does not specify the underlying surveys’ publication years, and these figures describe separate survey findings rather than a universal forecast. Adoption figures also show why the title is attracting attention, but they describe particular samples. In a 2022 analysis of 100 prominent North American consumer packaged goods and retail companies, McKinsey found that 23% had an enterprise-level CTO reporting directly to the CEO. That share was 35% when the definition also included VP-level-or-higher transformation leaders with enterprise or functional responsibilities. Among companies with established CTO positions, 86% said the incumbent had entered the role in 2020 or later. These figures do not establish a market-wide rate across industries or countries. Monitor Deloitte’s 2025 study found that the share of its surveyed chief transformation officers fully dedicated to transformation rose from 2% in 2022 to 48% in 2024. The study also reports that 90% of participating transformation leaders had led three or more programs. What does a chief transformation officer do?
A CTO is a high-level orchestrator of complex business change. The person helps senior leaders align priorities, keeps initiatives coordinated, surfaces and removes cross-functional barriers, and holds initiative owners to agreed outcomes. In a large transformation, that can mean maintaining coherence across hundreds or thousands of initiatives without taking over the operating work itself.

The work spans strategy, people, delivery, and value
Monitor Deloitte’s 2025 study estimated how participating CTrOs allocated their time: 36% as strategists, 26% as catalysts for talent and change, 22% as operators, and 16% as stewards of quantifiable value. These are the study’s reported time-allocation findings, not a required job description. They illustrate why the role is broader than technology implementation or cost cutting: it can involve setting direction, mobilizing people, sustaining execution, and tracking whether the change protects or creates value.

In a separate 2022 Monitor Deloitte study, more than 300 executives participated; over 75% had overseen at least three enterprise transformations, and 76% reported that their transformations achieved all stated financial objectives. Is a chief transformation officer the same as a transformation office?
No. The CTO is an executive leader; a transformation office is the specialized infrastructure that can support organization-wide change. It helps make goals explicit, solve daily problems, engage leaders, measure performance objectively, and integrate work across functions. Who does a chief transformation officer report to?
There is no established universal reporting line. In McKinsey’s 2022 North American consumer and retail sample, the enterprise CTO definition specifically referred to a leader reporting directly to the CEO. That study’s definition does not prove that every CTO elsewhere reports to the CEO.
For the role to resolve cross-functional obstacles, it needs a clear mandate and access to senior decision-makers. McKinsey advises integrating the CTO into the executive team and securing strong CEO and board support. A role treated as ordinary corporate staff may lack the authority to influence business leaders, while transformation itself should remain owned by those leaders.

How is a chief transformation officer different from a COO or chief strategy officer?
The distinction depends on each company’s design and the mandate assigned to the role; there is no single standard boundary. A useful way to separate responsibilities is by asking what outcome the executive owns, what decisions they can make, and who is accountable for implementation.
- Chief transformation officer: typically coordinates a defined transformation across functions, aligns initiative owners, escalates barriers, and tracks agreed outcomes.
- Chief operating officer: the title alone does not establish a fixed division of responsibilities. Clarify whether the COO retains operating authority and how transformation decisions affect ongoing operations.
- Chief strategy officer: clarify how strategy-setting and transformation execution are divided. The CTO’s remit should connect strategic intent to delivery rather than leave accountability between roles.
How to design the role around the company’s needs
There is no official occupational standard that fixes a CTO’s remit, reporting line, compensation model, or required qualifications. Before appointing one, leaders can assess the design against these practical dimensions:
- Scope: Is the assignment enterprise-wide, limited to a business unit, or focused on a function?
- Authority: Does the CTO have access to the CEO and executive team, and a route to escalate cross-functional constraints?
- Accountability: Are the strategic or financial outcomes explicit, and is the division between orchestration and line execution clear?
- Time commitment: Does the complexity justify a dedicated full-time leader, or can the mandate be handled alongside another executive role?
- Capability: Does the appointee bring relevant transformation experience along with change leadership, execution, and measurement skills?
- Operating support: Is there a staffed transformation office, and is its relationship with business functions understood?
A sound design also gives the leader enough independence to challenge decisions or structures that contributed to the need for change, while keeping business leaders accountable for delivery. The office can coordinate and measure work, but it cannot substitute for leadership ownership in the functions undergoing transformation.
