Google was not ordered to sell Chrome. The U.S. Department of Justice proposed a Chrome divestiture in November 2024 as part of its antitrust case against Google Search, but Judge Amit Mehta rejected that remedy on September 2, 2025. The final judgment entered on December 5, 2025 instead imposed restrictions on certain distribution agreements and required Google to provide qualified competitors with specified search data, search results, and search-ad access.
What the DOJ actually proposed
On November 20, 2024, the DOJ asked the court to require Google to divest Chrome, including the assets needed to operate the browser. The proposed remedy was not an immediate government order. It was the DOJ’s request for what the judge should impose after finding Google liable for unlawfully maintaining monopolies.

The DOJ also proposed restrictions covering Google’s distribution agreements, search defaults, data access, advertising-related services, Android, and Google’s ability to acquire or re-enter certain markets. Its revised proposed final judgment contemplated preventing Google from re-entering the browser market for a specified period and potentially requiring an Android divestiture if less severe measures proved inadequate.

Why the DOJ targeted Chrome
The DOJ’s theory was that Chrome is more than a standalone browser. It is a recurring gateway to search. Google controls Chrome, Google Search, default-search settings, browser distribution, onboarding, and related user interactions.

In the DOJ’s view, that combination could reinforce Google Search’s default position. A new Chrome owner might instead use the browser’s settings and onboarding process to give rival search engines a meaningful distribution channel independent of Google.
That was the government’s theory—not a ruling that Chrome itself was unlawful. The underlying liability finding concerned Google’s conduct in the markets for general search services and general search text advertising.

The court did not reject the DOJ’s proposal simply because it preferred Google’s position. Its reasoning focused on causation, tailoring, and the practical consequences of separating Chrome from Google.
The connection to the proven violations was not sufficient
The court concluded that the plaintiffs had not shown a strong enough causal connection between the illegal conduct established at trial and Google’s ownership of Chrome to justify selling the browser. In the court’s view, the proposed divestiture was not sufficiently tailored to the violations proved in the case.

Chrome is integrated with Google’s broader technology
Chrome operates within a wider technical ecosystem. The court noted the close relationship between Chrome and ChromeOS and that Google had not yet been able to fully separate the two. A sale could therefore raise difficult questions about infrastructure, updates, security, compatibility, and ongoing technical support.
The case involved a U.S. market, but Chrome is global
The relevant markets in the case were U.S. markets, while Chrome is used worldwide. The remedies opinion noted that more than 80% of Chrome’s monthly active users were outside the United States. That geographic mismatch made a global browser divestiture a less obvious fit for a U.S.-market remedy.

What Google must do instead
The final judgment does not break up Google through a Chrome sale. It uses conduct restrictions, access requirements, syndication, and technical monitoring.
Restrictions on certain distribution agreements
Google generally cannot condition payments, licensing, preloading, placement, or access to one covered Google product on the distribution or placement of another covered product. The judgment also restricts certain agreements lasting longer than one year and prohibits some conditions that tie default-search arrangements across access points.

The covered products include Google Search, Chrome, Google Assistant, and Google GenAI products. These rules contain device-, product-, and agreement-specific exceptions, so they should not be described as a universal ban on Google distribution deals.
Access to specified search and user-side data
Google must make specified data available to qualified competitors, subject to privacy, security, licensing, and use restrictions. This does not mean competitors receive all of Google’s information.
The judgment does not require Google to disclose its search algorithms, ranking signals, or trained language models. The relevant requirements are set out in the December 5, 2025 final judgment.
Search-result syndication
Qualified competitors can obtain certain Google search results and features through an API. The license lasts five years and is structured to encourage competitors to develop their own search capabilities rather than depend permanently on Google.
For example, the first-year cap allows use for up to 40% of a qualified competitor’s annual U.S. queries, with the cap declining over the five-year period. This is intended as a bridge toward independent search infrastructure, not a permanent replacement for crawling, indexing, ranking, and other parts of a search engine.

Search-text-ad syndication
Google must make a search-text-ad syndication license available to qualified competitors, subject to the judgment’s terms and compliance controls.
Technical monitoring
A Technical Committee assists with implementation, certification, compliance, and disputes. The August 14, 2026 joint status report shows that questions involving committee staffing, testimony, indemnification, and post-service employment restrictions were still being handled.
Who qualifies as a competitor?
Access is not automatically available to every browser, startup, chatbot, or search website. A “qualified competitor” must satisfy criteria involving participation or potential participation in general search, search-text advertising, or covered GenAI markets.
The criteria also address data security, privacy and security audits, plans to invest in and compete in the relevant markets, national-security considerations, and annual recertification. The certification process may help protect sensitive data, but it can also make participation more difficult for smaller or newer entrants.
What this means for users
- No immediate Chrome sale: Google remains Chrome’s owner under the final judgment.
- No forced browser replacement: Users do not have to uninstall Chrome or switch browsers because of this case.
- More room for rivals: The remedies are intended to make it easier for qualified competitors to obtain distribution, search data, results, and advertising access.
- No guaranteed new competitor: Data and API access do not automatically produce an independent rival. Competitors still need engineering resources, infrastructure, products, users, and investment.
- Possible privacy and security trade-offs: Data sharing must operate under safeguards, and the practical effects will depend on how certification, audits, and enforcement work.
The final judgment is focused on the United States. ChromeOS devices receive special treatment because Chrome is a necessary component of the operating system. The judgment does not require Google to sell Android.

Structural versus behavioral remedies
A Chrome sale would have been a structural remedy: it would have changed ownership of a major distribution channel. The DOJ argued that this could separate Chrome from Google Search and give a rival control over defaults, onboarding, and browser distribution.
The court instead chose behavioral and access remedies. These are less disruptive than a divestiture and can target specific practices, but they are also more complicated to administer. Their success depends on enforcement, technical implementation, competitor investment, privacy protections, and whether rivals can become less dependent on Google over time.
Neither approach guarantees stronger competition. A Chrome buyer might have continued using Google Search, while a data-sharing remedy may fail to create a durable rival if competitors cannot build independent search systems. The court’s choice reflects its conclusion that the proposed sale was not sufficiently connected and tailored to the violations established in this case.

As of August 18, 2026, the final judgment is in place, but implementation is ongoing. The DOJ case page lists joint status reports, Technical Committee activity, compliance filings, and appellate briefs. The latest listed status report was filed August 14, 2026, and proposed another report for August 28.
That means the practical outcome remains subject to compliance administration and appellate scrutiny. Important questions include which companies qualify, what data and syndication access looks like in practice, how privacy and security controls operate, and whether competitors use the access to build independent alternatives.
The bottom line
The DOJ wanted Google to sell Chrome, but that was a proposed remedy—not the final law. The court rejected the Chrome divestiture in September 2025 and entered a different final judgment in December 2025. Google must now comply with restrictions on certain distribution agreements and provide qualified competitors with specified data, search-result syndication, search-ad syndication, and monitored access. Google still owns Chrome, and the case’s implementation and appeals remained active as of August 18, 2026.
