In early May 2025, Temu said U.S. orders would be handled by locally based sellers and fulfilled within the country. That announcement described a shift in how orders reached U.S. customers—not proof that every product sold on Temu was made in the United States or that China-origin goods stopped entering the country. The change came as a U.S. customs exemption for covered low-value imports from China ended on May 2, 2025.
What Temu announced for U.S. orders
In a statement reported by CBS between May 2 and May 5, 2025, Temu said: “All sales in the U.S. are now handled by locally based sellers, with orders fulfilled from within the country.” The company also said it was recruiting U.S. sellers, describing the move as a way for local merchants to reach more customers and grow their businesses. CBS reported Temu’s announcement.
Temu described itself as an e-commerce company connecting consumers with merchandise partners, manufacturers and brands. In that marketplace context, “local fulfillment” refers to the seller or delivery route for an order; it does not, by itself, say where an item was manufactured. Temu’s company overview describes its marketplace model.
What “no more direct shipments from China” means
A direct shipment, in this context, is a parcel sent from China to an individual U.S. customer. That is different from merchandise first sent from China to a U.S. warehouse, held there, and then shipped domestically after a customer places an order.

Later in May 2025, an industry clipping reproduced by a trade publication described merchants shipping individual orders from China to partner U.S. warehouses while handling tariffs, customs charges and paperwork. That account qualifies the headline’s absolute wording: a shift away from parcels going straight to customers did not necessarily mean China-origin inventory stopped moving to U.S. warehouses. It does not establish Temu’s current fulfillment mix.
Why the customs change mattered
U.S. Customs and Border Protection said that, effective May 2, 2025, covered products of China no longer qualified for the administrative de minimis duty exemption. Importers must pay applicable duties, taxes and fees. For non-postal shipments, an appropriate entry must be filed; international mail follows a separate collection mechanism. The rules do not amount to one universal tariff rate for every item or shipment. CBP’s e-commerce guidance explains the policy change and procedures.

The former de minimis provision generally covered qualifying shipments valued at $800 or less. That threshold explains why the policy was relevant to low-value e-commerce parcels, but it is not a measure of Temu’s sales or shipping volumes. The May 2025 company announcement and the customs rule are related developments, but they are separate facts: one describes Temu’s stated fulfillment approach at the time; the other describes import treatment.
What the announcement does—and does not—tell shoppers
Where an order ships from is not where it was made
A product can be manufactured in China, imported into the United States, stored in a U.S. warehouse and then delivered domestically. “Local” or “within the country” fulfillment identifies the order’s shipping route, not the product’s country of manufacture.

Temu’s pricing assurance was the company’s claim
Temu told CBS: “Temu’s pricing for U.S. consumers remains unchanged as the platform transitions to a local fulfillment model.” This should be read as the company’s statement about the transition in May 2025, not as independent confirmation that prices for every listing stayed unchanged or that prices remain unchanged today.
A local-warehouse tag describes the shipping location
CBS also quoted Temu’s notice: “Items marked with the ‘Local Warehouse’ tag are shipped from within your country or region.” The label speaks to where an item ships from, not its manufacturing origin. The cited statement does not establish that every U.S. listing carried the tag or that the tag’s use has remained the same since the announcement.

What is known about the policy after May 2025
On August 13, 2026, Axios reported that a federal trade-court ruling allowed the administration to keep low-value imports from entering tariff-free, while noting that the ruling did not resolve a separate legal question. That is a dated legal development, not a complete description of every tariff or customs rule currently applicable to Temu orders. Axios covered the ruling.
The available reporting does not quantify Temu’s current U.S. order mix, confirm that its May 2025 seller policy remains exclusive or establish current prices. A shopper should therefore treat the May announcement as a statement about the company’s model at that time, rather than a guarantee about the shipping origin or fulfillment route of every present-day listing.
