How Temu’s international strategy works
A marketplace connecting buyers and merchants
PDD Holdings describes Temu as a marketplace where merchants list products and consumers browse and place orders. The company says its platforms help merchants streamline manufacturing and operations, with the aim of offering more competitive prices and reducing waste. Interactive shopping is another part of the stated approach to attracting and retaining buyers and merchants.

International customers, a merchant base primarily in China
PDD says merchants on both Temu and its domestic Pinduoduo platform are primarily based in China, even as Temu serves consumers internationally. Logistics vendors and fulfillment partners help connect merchants with buyers across markets. That description does not mean every order follows the same route or uses an identical fulfillment arrangement.
The value proposition is a company aspiration
PDD says Temu aims to provide a wide selection of quality products at attractive prices. Those are the company’s stated goals, not independently verified findings about product quality or how Temu’s prices compare with competitors. PDD’s 2025 annual report does not provide controlled comparisons of prices, delivery performance, product quality or repeat purchases.

What this strategy means for shoppers
Temu’s approach connects international consumer demand to merchants primarily in China through a network of logistics and fulfillment partners. This structure can extend a marketplace’s reach without requiring the annual report to describe a single identical shipping path for every order. It also means the delivered price and shopping experience cannot be inferred from the company’s broad value proposition alone.
For a personal-finance decision, compare the actual delivered cost and terms for the item you are considering rather than treating “attractive prices” as proof of savings. The annual report identifies tariffs, customs and changing trade policy as risks to the company, but it does not quantify their effect on Temu prices or fulfillment costs in any particular market.

What can constrain Temu’s international growth
European platform regulation
PDD’s annual report describes the European Commission’s July 2025 finding as preliminary, not a final decision. The company said it was engaging with the Commission and that Commission and Consumer Protection Cooperation Network matters remained ongoing. The filing establishes the status PDD reported in that document; it does not confirm what happened after the report was filed.
Registration and local market access
PDD reported that Temu’s operations in Vietnam and Uzbekistan had not resumed as of its annual-report date. The Vietnam suspension was tied to registration being pending; the Uzbekistan suspension concerned tax compliance and local-entity registration. These are dated company disclosures, not confirmation of either market’s current status.

Trade rules and operating complexity
PDD identifies tariffs and customs, import and export controls, privacy and data protection, product liability, consumer protection, payments, advertising, intellectual property, labor, supply-chain compliance and competition rules as challenges across jurisdictions. Changes in trade policy or geopolitical conditions may affect more than one market. The company does not quantify the market-by-market effect, but these issues can influence the cost and work involved in serving customers across borders.
Adapting the business market by market
PDD characterizes Temu as being in an early stage of development and says it still needs to develop monetization, products and services suited to different user needs, competitors and operating requirements. That makes launch count an incomplete measure of strategic success: entering a market does not by itself show whether the business can operate there sustainably.

What PDD’s filing does—and does not—show
PDD Holdings’ 2025 annual report is a primary source for the company’s description of its own marketplace model, expansion and risks. It is not independent evidence that Temu is cheaper, that its products meet a particular quality standard, or that customers receive better outcomes than they would elsewhere.
The filing does not provide Temu-specific international revenue, active users, market share, country-level sales, sourcing share by country or profitability by geography. Group-wide PDD figures should not be treated as Temu metrics. Its regulatory and suspended-market updates also should not be read as independently verified current status after the filing date.
How to assess whether the strategy is working
- Cross-border reach and local adaptation: Does the existing merchant and fulfillment network serve a market effectively, or do local rules and customer needs call for a different operating setup?
- Price and delivered cost: Do tariffs, customs and fulfillment arrangements leave the customer with a competitive final price? PDD identifies these exposures but does not publish a market-level calculation.
- Market entry and durable compliance: Can the platform meet local registration, product-safety, trader-traceability and platform-risk obligations needed to sustain access?
- Partner reach and coordination: Does working with a broad network of logistics and fulfillment partners support coverage while remaining manageable across different jurisdictions?
These are useful tests for the strategy, not conclusions that the annual report has already answered. PDD’s disclosure documents the model and the challenges it sees; it does not establish Temu’s local economics or long-term performance.
