Telenor Pakistan ceased to exist as a separate legal entity in July 2026, when it was amalgamated into Pak Telecom Mobile Limited (PTML), the company identified as Ufone 5G. That legal change came months after PTCL completed its purchase of Telenor Pakistan on 31 December 2025. It did not mean that every customer’s SIM, balance-loading process, or billing system had already been migrated.
What changed—and when?
The transaction had two distinct milestones: PTCL first bought Telenor Pakistan, then Telenor Pakistan was legally amalgamated into PTML. The first transferred ownership and control; the second ended Telenor Pakistan’s separate legal existence.

What the merger means for Telenor customers
The July 2026 amalgamation settled the legal identity of the operating company, not the timing of every customer-facing change. Dawn reported that network and operational integration was under way, while billing, balance loading, and SIM migration were to begin at a later stage. The legal change therefore should not be read as confirmation that every Telenor SIM or account had already moved to Ufone systems. Dawn’s July 2026 report
The available reporting does not provide a complete customer-by-customer migration schedule or establish that all systems had been integrated. For an individual account, the company’s current notices and customer-support channels are the relevant place to check instructions; the merger announcement alone does not specify what a particular customer must do.

Regulatory conditions and competition context
The CCP’s October 2025 approval required safeguards including separate boards and independent management structures, controls on related-party transactions and cross-subsidization, and non-discriminatory interconnection and infrastructure access. Dawn, citing PTA data, reported that Pakistan had more than 206 million mobile subscribers at the end of May 2026 and that the merged entity had a 35.91% combined share in its July 2026 report. Those are dated national-market figures, not a current subscriber count for Telenor Pakistan, and market share by itself does not establish an effect on prices or service quality. Why Telenor sold its Pakistan business
In announcing the completed sale, Telenor Group’s Head of Telenor Asia, Jon Omund Revhaug, said: “The completion of this transaction reflects Telenor Group’s strategy to focus on being an active owner of market-leading positions in Asia, while enabling consolidation and innovation in Pakistan’s telecom sector.” This is the seller’s explanation of its strategy, not an independent assessment of the transaction’s effects.
