The complaint, filed October 29, 2024, in Beets et al. v. T-Mobile USA, Inc., case 2:24-cv-09344, is an allegation—not a court finding. T-Mobile says the fee is not a tax or government-imposed fee and describes it as a way to recover certain costs.
What the lawsuit alleges
The proposed class action complaint says T-Mobile’s billing presentation could lead customers to believe the RPF/TRF was required by the government. The dispute is about how the monthly charge was disclosed and categorized, not simply whether the fee appears on a bill.
The complaint is advocacy by the plaintiffs, not a judicial determination. The available sources establish that it was filed on October 29, 2024, but do not establish a ruling on the merits or a current case disposition. The filing alone does not show that a court has found T-Mobile acted unlawfully or that a class has been certified.
What T-Mobile says the fee covers
T-Mobile’s support materials say the RPF/TRF is not a tax or government-imposed fee. The company describes the regulatory-program portion as helping recover certain compliance-related expenses. It describes the telco-recovery portion as helping cover costs and charges associated with other carriers and network facilities or services. Those are T-Mobile’s stated reasons; they do not resolve whether the fee was presented clearly enough under the law.

In its service agreement, T-Mobile describes the monthly RPF/TRF for non-tax-inclusive plans as “not a government required tax or charge.” The agreement and support page have different fee schedules, so a single published amount should not be treated as universal.
How much is the RPF/TRF?
T-Mobile’s support page, observed October 8, 2026, listed the following amounts and announced an increase scheduled for October 12, 2026:

The future amounts were scheduled, not yet effective, when the support page was observed. T-Mobile’s service agreement lists a different schedule. Check your own bill and the terms for your plan rather than assuming either page’s amounts apply to every account.
What the bill examples show—and what they do not
An FCC-hosted T-Mobile fee disclosure example displays the RPF/TRF separately from a section labeled “Government Taxes & Fees.” That layout is relevant context for the complaint’s concern about categorization, but it does not establish how every customer’s bill appeared or decide whether the presentation was misleading. The lawsuit and T-Mobile’s explanation remain competing accounts until resolved by an authoritative legal decision.

Is this the same as T-Mobile’s older billing case?
No. The FTC’s 2014 action involved third-party premium SMS subscriptions that the agency alleged were billed without authorization. The FTC described a proposed $90 million settlement and refund process for that separate matter. It concerned a different billing practice and is not evidence of wrongdoing in the 2024 RPF/TRF lawsuit.
