Strategy was the top mobile-game genre by in-app purchase (IAP) revenue in Q4 2024, according to Sensor Tower reporting summarized by GamesBeat. It did not lead downloads: puzzle, simulation and arcade games together generated more than 7 billion downloads that quarter, while strategy downloads rose 26% but remained comparatively low in the genre ranking.
What “dominated” means in Sensor Tower’s Q4 2024 report
The claim is about spending, not the number of people downloading games. GamesBeat’s February 28, 2025 summary of Sensor Tower’s Digital Market Index coverage says strategy ranked first among mobile-game genres for Q4 IAP revenue, ahead of RPG and puzzle. Six of the quarter’s ten top breakout games, ranked by IAP revenue, were strategy titles. (GamesBeat, updated June 18, 2025.)

The source does not give a Q4 dollar total or precise market share for strategy. The ranking and breakout-game count support the conclusion that strategy led by IAP revenue, but not a claim about the genre’s exact share of spending.
Strategy’s revenue showing versus downloads
Downloads measure how many times games were installed; IAP revenue measures in-game purchases. A genre can rank highly on one measure without leading the other. In Q4 2024, puzzle, simulation and arcade games together exceeded 7 billion global downloads. Strategy downloads increased 26% year over year, yet remained relatively low in the download ranking, according to GamesBeat’s summary of Sensor Tower.

That contrast is why the headline should not be read as saying strategy was the most popular genre by installs. It led the reported genre ranking by IAP revenue, while other genres drove far greater download volume.

Q4 breakout titles
Examples named among the strategy breakout games include Whiteout Survival, Last War: Survival and Age of Empires Mobile. The available Q4 summary reports that six of the ten breakout games ranked by IAP revenue were strategy titles; it does not provide a complete Q4 genre-by-genre revenue table.

Earlier 2024 subgenre shifts
Sensor Tower’s August 2024 Gaming Spotlight provides midyear context, not a Q4 ranking. It described small revenue-share shifts toward 4X Strategy, Coin Looters and MOBA, led respectively by Last War: Survival Game, MONOPOLY GO! and Brawl Stars. These are subgenres, and the reported shifts were measured in fractions of percentage points; they should not be confused with Q4 genre totals. (Sensor Tower, August 2024.)
How Q4 fits into the full year
Sensor Tower’s later full-year estimate put global mobile-game IAP revenue at $82 billion in 2024, up 4% year over year, and identified Strategy and RPG as the leading global genres for the year. That annual result is separate from the Q4 ranking: it does not state how many dollars strategy earned during Q4. (Sensor Tower, 2025.)

Separately, Sensor Tower said players spent 3.5 trillion hours in mobile games, up 8%, and gaming sessions increased 12%. The figures describe different measures of activity, not a contradiction: downloads declined even as time spent and sessions grew. Sensor Tower reported that games using Live Ops models received 84% of IAP revenue for the year. These are full-year estimates, not Q4 genre-specific figures. - Supported: Strategy ranked first by Q4 2024 mobile-game IAP revenue in the reported genre comparison, and six of the top ten breakout games by IAP revenue were strategy titles.
- Not established by the Q4 summary: Strategy’s exact Q4 revenue, its percentage of the market, or a complete dollar comparison across genres.
- Not the same measure: Strategy’s 26% download growth does not mean it led downloads; the summary says its download rank remained comparatively low.
- Not an explanation of cause: The rankings do not, by themselves, establish why players spent more on one genre or which specific business practice caused the result.
Sensor Tower CEO and cofounder Oliver Yeh said in the company’s March 11, 2025 release that developers were focusing on retention, engagement and monetization as user-acquisition costs rise, including through Live Ops and hybrid monetization.
