Why Palantir appears in ICE procurement records

ICE’s justification says the agency evaluated 42 companies and that Palantir was the only source able to meet ICM’s minimum requirements. The document states: “Palantir is the only source available capable of meeting all of ICE’s minimum requirements for ICM.” This is ICE’s procurement rationale, not an independent determination that no alternative vendor existed. Does the stock record prove a conflict of interest?

No legal conclusion follows from these records alone. They show a financial disclosure entry and a reported sale, alongside government procurement documents involving Palantir. The materials cited here do not establish whether Miller recused himself from any particular decision, what ethics advice he received, or whether a legal violation occurred. An investment connected to a company doing government business can raise an appearance question, but resolving compliance requires evidence about the relevant duties, timing, decisions, and applicable ethics determinations—not simply the existence of a disclosure entry.

The disclosure page is a secondary presentation of a filed document, while ICE’s sole-source rationale is the agency’s own procurement assertion. Axios reports the ImmigrationOS award from federal records, and the 2026 DHS document includes redactions and describes a planned vehicle.
