SpaceX vs. ULA: How Their U.S. Government Launch Contracts Compare

SpaceX has the larger anticipated share of NSSL Phase 3 Lane 2, but its award total cannot be treated as a lower price for equivalent launches. Here’s how the contracts compare.

SpaceX has the larger planned share of the latest National Security Space Launch (NSSL) awards, but the contract totals do not establish that it is cheaper than United Launch Alliance (ULA) for an equivalent mission. The fairest comparison is between NSSL Phase 2, a two-provider procurement, and Phase 3 Lane 2, a newer framework for the most critical payloads that also includes Blue Origin.

What changed from NSSL Phase 2 to Phase 3 Lane 2?

NSSL is the U.S. Space Force’s launch procurement program for national-security payloads. Phase 2 and Phase 3 Lane 2 are not directly interchangeable competitions: they cover different contract periods, mission portfolios and assurance requirements.

Phase 2’s planned allocation favored ULA; Phase 3 Lane 2’s anticipated allocation favors SpaceX by mission count and adds a third provider. Those percentages describe plans for their respective procurements, not a scorecard of reliability, cost or performance. GAO’s Phase 3 report and the Phase 2 award announcement provide the underlying program context.

What did SpaceX and ULA receive in Phase 3 Lane 2?

In April 2025, the Space Force announced anticipated award values and mission counts for the three Lane 2 providers:

These are anticipated contract values announced by the U.S. Space Force in 2025, not final spending totals or prices for identical launches. The awards cover launch-related work beyond the vehicle and flight, including mission-unique services, launch support, special studies, and integration studies or mission analysis. The Space Force award announcement projected a nominal two-year integration period and launches from FY2027 through FY2032; that was the schedule expectation at award, not confirmation that those launches have occurred.

Do the contract totals show which provider is cheaper?

No. Dividing each award value by its mission count would produce a misleading “average launch price.” The missions are not identical, and the contract amounts include bundled services. Cost can vary with vehicle configuration, orbit and performance needs, payload integration, mission assurance, and other support requirements.

The cited contract announcements and GAO material do not provide enough normalized, mission-by-mission data to determine whether SpaceX or ULA would cost less for the same launch requirement. The totals establish the scale and planned allocation of the awards, not an apples-to-apples unit-price comparison.

What do FY2026 assignments and the GPS III-8 change tell us?

Assignments made within an umbrella contract are more specific than the initial award, but they still need to be compared cautiously when mission sets differ.

FY2026 task assignments

For FY2026, the Space Force assigned five Lane 2 missions to SpaceX for a combined $714 million and two to ULA for a combined $428 million. Blue Origin received no mission assignment in that cycle and had its next opportunity in FY2027. The assignment totals cover different mission sets, so they are not a clean comparison of per-launch prices. See the FY2026 assignment announcement.

GPS III-8 reassignment

In March 2026, the Space Force said it was moving the GPS III-8 mission from ULA to SpaceX while a Vulcan anomaly investigation continued, and shifting a later mission to ULA. The change shows that provider assignments can be adjusted to protect delivery schedules. On its own, it does not establish a broad reliability or cost advantage for either company. The Space Force announcement describes the reassignment.

Why Phase 3 is not just a two-company contest

Phase 3 has two lanes. Lane 2 is designed for the most critical payloads and carries full mission-assurance requirements. Lane 1 offers a broader route for providers to compete for less stringent, more risk-tolerant missions, with mission assurance tailored to the payload and mission.

By July 2026, the Space Force had added Impulse Space and Relativity Federal to providers previously on-ramped, bringing Lane 1 to seven providers. That makes Phase 3 a wider procurement framework than the SpaceX–ULA comparison alone suggests. The Space Force Lane 1 update lists the expansion.

One Lane 1 task order awarded SpaceX 18 Falcon 9 launches for the Space Based Sensing and Targeting portfolio for a total of $1.6 billion, according to a July 2026 Space Force announcement. It illustrates SpaceX’s broader government launch work, but it is not a Lane 2 award or a comparable ULA task order. See the Lane 1 task-order announcement.

How to read the figures without overstating them

  • Separate plans from outcomes. Phase 3 award values and mission counts were announced as anticipated; future assignments and launch dates can change.
  • Keep each contract phase distinct. Phase 2’s initial 60% ULA / 40% SpaceX expectation and Phase 3 Lane 2’s anticipated 40% ULA / 60% SpaceX split concern different periods and portfolios.
  • Distinguish award values from task-order values. An umbrella award, a later assignment and a completed launch are different kinds of figures.
  • Do not infer equivalent-launch prices from totals. The contracts include different missions and support services, and the published figures do not normalize them for a like-for-like cost test.

At the 2025 Lane 2 announcement, U.S. Space Force Chief of Space Operations Gen. Chance Saltzman said, “A robust and resilient space launch architecture is the foundation of both our economic prosperity and our national security.” The statement explains the program’s strategic rationale; it is not a claim about either provider’s relative price or performance.

As of October 7, 2026, the cited material does not settle final FY2027–FY2029 assignments or actual delivery outcomes. The announced allocations and values should therefore be read as plans or assignments at the dates specified, not as a record of completed launches.
