A sovereign wealth fund (SWF) is a government-owned investment fund or arrangement created for macroeconomic purposes and managed to meet financial objectives. Under the International Monetary Fund’s definition, its investment strategy includes foreign financial assets. What a fund invests in—and how much risk or liquidity it can accept—depends on its public policy mandate.

What is a sovereign wealth fund?

The International Monetary Fund’s International Working Group describes an SWF as a special-purpose investment fund or arrangement owned by general government. It holds or manages assets to achieve financial objectives and uses investment strategies that include foreign financial assets. That definition is narrower than “any investment owned by the government.” The IMF description excludes traditional foreign-exchange reserves held for balance-of-payments or monetary-policy purposes, traditional state-owned enterprises, government-employee pension funds, and assets managed for individuals. How are sovereign wealth funds funded?

Funding sources vary. The IMF lists balance-of-payments surpluses, official foreign-currency operations, privatization proceeds, fiscal surpluses, and commodity-export receipts as common sources. What are the five main types of sovereign wealth funds?

The IMF groups SWFs by their dominant policy objective. These categories are useful for comparison, but a real fund can pursue more than one objective. IMF working paper on sovereign wealth funds

Type Main purpose Example or distinction
Stabilization fund Help shield the budget and economy from commodity-price swings or other external shocks. Chile’s Economic and Social Stabilization Fund is an IMF example.
Savings fund for future generations Convert nonrenewable resource wealth or other public wealth into diversified financial assets for future generations. Norway’s Government Pension Fund Global is an IMF example.
Reserve investment corporation Seek higher returns on official reserves while the assets may continue to count as reserves. The IMF names China in its discussion of this category.
Development fund Direct capital toward socioeconomic priorities or industrial-policy projects, including infrastructure in some cases. Its domestic-development mandate distinguishes it from a fund focused only on globally diversified financial returns.
Contingent pension reserve fund Set aside public assets for contingent or unspecified pension liabilities not funded by individual contributions. It addresses a government balance-sheet obligation; it is not an individual retirement account.

What do sovereign wealth funds invest in?

There is no single standard SWF portfolio. The mandate shapes how the fund balances return, risk, and access to cash. A stabilization fund may need liquid assets available to support the budget during a shock. A savings fund may be able to invest with a longer horizon because its purpose is intergenerational. A reserve investor must account for reserve-management constraints, while a development fund may finance priority domestic projects. A contingent pension reserve fund invests in relation to future public liabilities. These are mandate-level distinctions, not universal asset-allocation rules. To compare funds, look beyond the name and review:

  • Purpose: Is the fund designed for stabilization, long-term saving, reserve returns, development, or contingent pension support?
  • Funding and withdrawal rules: What money flows into the fund, and under what conditions can the government draw on it?
  • Time horizon and liquidity: How quickly might the fund need to provide assets for its mandate?
  • Portfolio and risk: What assets does it hold, and what risk level fits its objectives? For current allocations, consult the fund’s latest official report.
  • Governance and disclosure: Who sets policy, who makes investment decisions, how is risk managed, and what information is reported?

How are sovereign wealth funds governed?

Governance standards matter because SWFs manage public assets while making investment decisions that can affect markets and domestic policy. The International Forum of Sovereign Wealth Funds (IFSWF) describes the Santiago Principles as 24 generally accepted principles and practices addressing governance, accountability, transparency, investment, and risk management. Why classifications and portfolios can change

The five-part framework describes funds by their dominant policy aim; it does not mean that every fund has a single objective or an unchanging portfolio. Individual mandates, classifications, membership, assets, performance, and allocations may change.
