Southwest Airlines offered voluntary separation and extended leaves of absence to certain ground-operations employees at 18 airports in November 2024. The company said it was trying to prevent overstaffing as aircraft delivery delays constrained capacity. The offer was not reported as a new 2026 package, and the airports, target number of separations, and employee participation were not disclosed.
What Southwest offered in November 2024
The Associated Press reported on November 11, 2024, that Southwest offered voluntary separation and extended time off to contract and noncontract employees at 18 airports. The affected work included ground operations such as customer service, baggage handling, and cargo. Pilots and flight attendants were excluded, according to the report. Southwest said the options, together with continued slower hiring, would help it “avert overstaffing in certain locations.” The company linked the staffing adjustment to constrained capacity: aircraft delivery delays had led it to reduce capacity to match demand. The report did not identify the 18 airports or state how many employees Southwest hoped would leave or take extended leave.
Who was covered—and what is unknown
- Covered: Certain contract and noncontract ground-operations employees at 18 airports.
- Excluded: Pilots and flight attendants, as described in the AP report.
- Not disclosed: The airport list, target number of separations, specific package terms, or how many workers accepted an offer.
“Voluntary separation” indicates an option for eligible employees to leave rather than a reported involuntary layoff. But the 2024 report did not give enough detail to determine what financial or benefit terms any individual employee was offered. Those terms should not be inferred from later Southwest programs.

How the offer differs from Southwest’s later workforce actions
Southwest had several distinct staffing actions in this period. Their dates, employee populations, and reported terms differ; the later actions do not establish the details of the November 2024 airport-worker offer.

Why Southwest said it was adjusting staffing
The stated issue was a mismatch between staffing at certain locations and the capacity Southwest could operate. Aircraft delivery delays constrained capacity, and the airline said it had reduced overall capacity to meet demand. Offering voluntary exits or time away, while slowing hiring, was presented as a way to address local staffing levels without describing a companywide airport-worker layoff.

The company’s 2025 Form 10-K also gives broader context: salaries, wages, and benefits represented approximately 47% of Southwest’s operating expenses for the year ended December 31, 2025. That companywide figure does not establish the savings, scale, or financial terms of the 2024 offer.

The available contemporaneous reporting does not say which airports participated, how many workers Southwest intended to separate, how many accepted an offer, or what the package paid. It also does not show that the 2024 initiative became a new package in 2026. Those unanswered details matter to employees assessing eligibility or financial consequences: the general description of an offer is not a substitute for the terms communicated directly to an affected worker.
