South Carolina Teacher Loan Options: What’s Available and What’s Still in Development

South Carolina has existing teacher loans, conditional forgiveness and a state-funded refinance option. New FY 2026–27 incentives are directed for development, but application availability and final terms are not yet established in the reviewed official materials.

South Carolina has existing teacher loans, service-based loan cancellation and a state-funded refinance program. The FY 2026–27 budget also directs the state to develop new teacher loan incentives, but the official materials reviewed do not establish that those new incentives are open for applications. Check current terms with South Carolina Student Loan and SC TEACHER before making a borrowing decision.

What the new FY 2026–27 budget incentives would do

The ratified South Carolina budget directs SC TEACHER to develop additional incentives. It calls for a program to forgive qualifying undergraduate student loans by up to $5,000 per year for as many as seven years for teachers who earn certification through an alternative pathway or have a loan outside the South Carolina Student Loan Corporation / SC Teachers Loan Program. It also directs development of a forgivable loan for certain graduate coursework or alternative certification, and support for mentorship, including mentor salary supplements capped at $2,500 per year. These are qualifying maximums described in the budget, not universal awards. Read the FY 2026–27 ratified budget, Part IB.

The budget assigns further work on eligibility, applications, reporting and recovery procedures. The budget language is a development directive; the reviewed official materials do not provide final applicant instructions, an application window or confirmation that individuals can apply now. Look for an updated announcement from SC TEACHER or CERRA before relying on these incentives for a financial or career decision.

Existing SC Teacher and Career Changers loans

SC Teacher Loan eligibility and annual limit

The South Carolina Department of Education describes the SC Teacher Loan as a program encouraging state residents to enter teaching. South Carolina Student Loan, the administering lender, lists requirements including U.S. citizenship or permanent residency, South Carolina residency, at least half-time enrollment and satisfactory academic progress at an approved institution, and enrollment or intent to enroll in teacher education. The lender also lists academic criteria for entering freshmen. Individual eligibility depends on the current program rules. SCDE program information · Lender eligibility details.

The two official pages publish different annual maximums for upper-division and graduate students. SCDE lists up to $2,500 per year for freshmen and sophomores and up to $5,000 per year for juniors, seniors and graduate students. South Carolina Student Loan lists up to $2,500 for freshmen and sophomores and up to $7,500 for juniors, seniors and graduate students, with a $27,500 aggregate student maximum. These are published limits, not guaranteed awards, and the $5,000 versus $7,500 discrepancy is not resolved by the pages. Ask the lender to confirm the current limit and your eligible amount before borrowing.

Career Changers Loan

South Carolina Student Loan describes this loan for South Carolina residents changing careers to teach. Its listed conditions include holding a baccalaureate degree for at least three years and having at least three years of full-time employment; an exception to the degree condition applies to certain instructional assistants. The lender lists a maximum of $15,000 per year and $60,000 aggregate. These are lender-published maxima, subject to eligibility and current program terms. Check the lender’s Career Changers criteria.

When SC Teacher and Career Changers loans can be forgiven

Cancellation is conditional, not automatic simply because someone works in education. South Carolina Student Loan says borrowers must be certified teachers—not aides or assistants—and teach full time in the South Carolina public-school system in a designated critical subject and/or geographic area. For each full qualifying year in a critical subject or critical geographic area, the lender publishes cancellation of the greater of 20% of the loan or $3,000. If both subject and geographic criteria are met, it publishes the greater of 33⅓% or $5,000 for each full-time year. A borrower with less than a full academic year may be considered after at least 76 teaching days. The lender says cancellation is not available for the same year the borrower receives Teacher or Career Changers loan funding. See the lender’s current forgiveness rules.

Critical subjects and geographic designations can change. SCDE says districts are designated annually and puts responsibility on the recipient to check a school’s designation before accepting employment. Confirm the current subject and school lists with the lender rather than relying on a past year’s designation. SCDE program information.

Forms and timing

For Teacher and Career Changers borrowers, the lender describes a two-part deferment and forgiveness process: first-year teachers submit a deferment request at the beginning of their first teaching year, then teachers who have taught and plan to continue complete the deferment and forgiveness sections at the end of the school year. PACE borrowers use a separate one-part form. Confirm the current forms and annual deadline with South Carolina Student Loan. Lender forms and instructions.

PACE loan support for alternative certification

South Carolina Student Loan lists PACE support of up to $750 per year, with a $5,000 aggregate cap. Its listed requirements include participation in PACE, a current-year educator certificate and full-time teaching in a South Carolina public school. The lender says cancellation requires at least 152 days of full-time public-school teaching and may apply in the year funds are received. Teacher Refinance Loan: rate, eligibility and trade-off

South Carolina Student Loan describes a state-funded refinance product for current elementary and secondary teachers at South Carolina public schools. The lender’s page lists a fixed 2% interest rate and an APR range of 1.75%–2.002%; the lower APR includes a recurring 0.25-percentage-point automatic-payment reduction. Listed eligible debt includes qualifying private education loans and federal education loans other than Parent PLUS. The page gives loan amounts from $2,500 to $27,500 and a repayment term of up to 10 years. These are the lender’s published terms accessed in 2026; rates, limits and availability can change, so verify them on the current application page. The lender says the state provided $10 million in program funding and that applications depend on funds remaining. Current Teacher Refinance Loan information.

For a borrower teaching full time in a qualifying critical geographic district, the lender says the refinance balance may be forgiven at 20% per qualifying year, subject to program eligibility and funding conditions. It also says non-forgivable refinance loans may be available to otherwise eligible teachers outside critical districts.

Important federal-loan warning: Refinancing federal student loans with a private lender means losing federal benefits, which South Carolina Student Loan identifies as including income-driven repayment, deferment, forbearance, discharge and forgiveness. Compare the private loan’s terms with the value of those protections before refinancing federal debt; a lower stated rate does not by itself establish that refinancing is the better choice.

Grant and fellowship routes for future teachers

Not every form of teacher support is a loan. South Carolina Student Loan’s resource page describes the federal TEACH Grant as providing up to $4,000 a year for students completing coursework to begin a teaching career. It also lists CERRA Teaching Fellows funding of up to $24,000 total—up to $6,000 a year for four years—for participants completing a degree leading to initial teacher certification. These are separate grant and fellowship programs, with their own eligibility and current-award rules; confirm details with the relevant administrator. Program resources.

What to confirm before choosing an option

  • Whether the program is accepting applications now, and which official application route applies.
  • Whether the support is a new loan, cancellation of an existing eligible loan, refinancing, a grant or a fellowship.
  • Your eligible loan type, residency, enrollment, certification pathway and any required work or education history.
  • Whether your subject and specific school qualify for the relevant year, and what full-time service or day-count rule applies.
  • The current award or loan limit, repayment terms, remaining funding and any forms or deadlines you must meet.
  • For refinancing, whether the debt is eligible and whether surrendering federal loan protections would affect your plans.

For the state loan programs, South Carolina Student Loan is the administering lender and the best place to resolve the published annual-limit discrepancy, check current forms and verify school eligibility. For the new budget incentives, wait for official applicant-facing terms rather than treating the budget’s development instructions as an open offer.
