The 2024 SOPEP contact-points update is IMO circular MSC-MEPC.6/Circ.22, an official list of national contacts for urgent reports about pollution incidents involving ships. It is a historical edition, not the current operational list: as of 8 October 2026, IMO identifies the 31 July 2026 list as the latest available. For an incident or shipboard planning, use the IMO Contact Points page and its current GISIS list.
What the 2024 SOPEP contact-points update contains
IMO circular MSC-MEPC.6/Circ.22, dated 31 January 2024, is titled “National Contact Points for Safety and Pollution Prevention and Response.” Its annex lists national operational contact points responsible for receiving, transmitting and processing urgent reports from ships to coastal States about incidents involving harmful substances, including oil. The 31 January 2024 circular PDF is useful as a record of that edition, but it should not be used as a source of current phone numbers or addresses.
The circular says the most up-to-date version is available through the Contact Points module of IMO’s Global Integrated Shipping Information System (GISIS). Open the IMO Contact Points page for the official list and update information.
Is the 2024 list still current?
No. IMO’s Shipboard Marine Pollution Emergency Plans page, checked on 8 October 2026, identifies the list dated 31 July 2026 as the latest available and shows the October 2026 update as due on 30 October. The 2024 PDF is therefore a historical edition. Contact details can change between editions, so consult the current IMO/GISIS list for operational use rather than copying details from an older circular.

The 2024 annex itself was marked “Update on 31/10/2024” and summarized information received from countries between 1 August and 31 October 2024. That date describes the information period for that edition; it does not make its entries current today. The 31 October 2024 version is also a historical record.
How often IMO updates the contact list
IMO says the list is issued annually as an MEPC-MSC circular on 31 January, with quarterly updates on 30 April, 31 July and 31 October. This schedule is stated on the IMO Contact Points page. Because the list is maintained over the year, verify the latest available edition before relying on a contact entry.

Does the contact list need to be kept on board with the SOPEP?
IMO says the latest national contact list is required to be retained on board alongside the SOPEP. Regulation 37 of MARPOL Annex I requires an approved Shipboard Oil Pollution Emergency Plan for oil tankers of 150 gross tonnage and above and all ships of 400 gross tonnage and above, according to IMO’s Shipboard Marine Pollution Emergency Plans page. The 2024 circular also refers to MARPOL Annex II regulation 17, which concerns shipboard marine pollution emergency plans for oil and/or noxious liquid substances.

What to do before relying on a contact entry
- Go to the IMO Contact Points page and access the current list through its GISIS Contact Points module.
- Check the list’s issue or update date, and use the country entry in that current edition rather than a saved 2024 PDF.
- Retain the latest national contact list on board alongside the ship’s applicable pollution emergency plan, as IMO directs.
