Social Security Claiming Ages May Be Renamed: What Tennessee Residents Need to Know

A federal bill proposes renaming Social Security claiming ages. Here’s what the proposal means—and does not mean—for people in Tennessee.

For Tennessee residents, a proposed federal bill would change the labels Social Security uses for claiming ages—not the ages people can claim or the way benefits are adjusted. H.R. 5284, the Claiming Age Clarity Act, passed the House on December 1, 2025, and the retrieved bill text shows it was referred to the Senate. The new names are not in effect. What H.R. 5284 would rename

The Claiming Age Clarity Act proposes terminology changes in Social Security Administration materials. It would rename three familiar terms:

Current term Proposed term
Early eligibility age Minimum monthly benefit age
Full retirement age or normal retirement age Standard monthly benefit age
Delayed retirement credit Maximum monthly benefit age

The proposal concerns wording. Comparing the bill text with the SSA’s current benefit guidance, it does not itself change when someone may claim retirement benefits or how the benefit is adjusted for claiming earlier or later. Is full retirement age changing?

No change to the age itself is established by this bill. Under current SSA guidance, full retirement age depends on birth year. The SSA says it is 67 for people attaining age 62 in 2026, and lists 67 for people born in 1960 or later. (SSA: What is full retirement age?; SSA retirement benefits)

H.R. 5284 has passed the House, but the retrieved bill text identifies it as referred to the Senate. That is why the proposed labels should not be treated as current SSA terminology. Can you still claim Social Security at 62?

Yes. SSA says retirement benefits can start as early as age 62. Claiming before full retirement age permanently reduces the worker’s monthly retirement benefit; the reduction depends on the claiming age and birth year. For a person born in 1960 or later, SSA’s example shows that claiming at 62 results in 70 percent of the full retirement benefit. That percentage is an SSA example, not a personalized estimate. Waiting past full retirement age can increase the worker’s monthly retirement benefit through age 70. The amount available at different ages depends on the individual’s earnings record and circumstances, so neither 62, full retirement age, nor 70 is automatically the best choice for everyone. What Tennessee residents should do

Social Security retirement claiming rules are federal; H.R. 5284 does not establish a separate Tennessee claiming age. If the proposed terms eventually take effect, Tennessee residents would encounter the same federal terminology as people elsewhere in the United States.

  1. Check your own estimates. Sign in to a personal Social Security account and compare estimated benefits at different claiming ages. SSA’s retirement planning page directs people to personalized estimates. (SSA retirement planning)
  2. Consider the trade-offs. Compare the estimated monthly amount at each age, the permanent reduction from an early claim, and the effect of continuing to work before full retirement age. Use your own earnings history and circumstances rather than relying on a general example.
  3. Verify the bill’s status. The terms remain proposed in the retrieved official records. Consult the official bill page for any subsequent congressional action before relying on a change in labels. (H.R. 5284)
