Supplemental Security Income (SSI) is a needs-based federal program for people who are 65 or older, blind, or disabled and meet income, resource, and other eligibility rules. Some people qualify for both, but Social Security payments can reduce or affect SSI eligibility.
How the programs differ
“Social Security benefits” can refer to several insurance programs administered by the Social Security Administration (SSA), not just retirement checks. Retirement, survivors, disability, and eligible family benefits each have their own requirements. SSI is a separate program: eligibility is based on age, blindness, or disability and financial circumstances, not a worker’s past employment.
As an Amazon Associate I earn from qualifying purchases.
The central distinction is what each program uses to determine eligibility and payment. Social Security retirement, survivors, and disability insurance are tied to a worker’s earnings record and insured status. SSI is needs-based: a person must meet an age, blindness, or disability criterion and financial and other rules. The programs can therefore serve some of the same people, but they are not interchangeable, and qualifying for one does not automatically establish eligibility for the other.
| Feature | Social Security retirement, survivors, and disability insurance | Supplemental Security Income (SSI) |
|---|---|---|
| Purpose and basis | Social insurance benefits tied to a worker’s earnings record and insured status; eligible family members may qualify on that record. | Needs-based cash assistance for people who are aged, blind, or disabled and meet financial and other rules. |
| Funding | Primarily employment taxes. | General Treasury revenues. |
| Eligibility | Depends on the benefit: rules can involve age, relationship, disability, and/or the worker’s insured status. | Requires meeting age, blindness, or disability criteria, as well as income, resource, residence, citizenship or qualifying noncitizen, and other eligibility rules. |
| Payment amount | Calculated under the applicable program rules using the worker’s earnings record. | Depends on countable income and living arrangements; state supplements may also affect the payment. |
| Can someone receive both? | Possibly, if the person meets the requirements for each program. | Possibly. Social Security payments count as income when SSA determines SSI eligibility and payment. |
| Health coverage connection | Medicare can be linked to Social Security entitlement. SSDI generally has a 24-month Medicare waiting period. | SSI recipients may be eligible for Medicaid in most states; enrollment procedures vary by state. |
SSA explains the funding distinction this way: “Employment taxes primarily finance Social Security retirement, survivors, and disability insurance benefits.” SSI, by contrast, is not based on the recipient’s or a family member’s prior work. It is funded through general Treasury revenues.

Those distinctions explain why someone’s work history matters for one program but does not by itself determine SSI eligibility. They also explain why the two programs use different methods to calculate payments. A Social Security insurance benefit is based on the applicable rules and earnings record; SSI is affected by countable income, living arrangements, and possible state supplements.
Who may qualify for Social Security benefits?
Eligibility depends on which Social Security program is involved. Retirement benefits generally relate to a worker’s age and earnings record; disability and survivor benefits have different requirements, and family members may qualify on a worker’s record under applicable rules. There is no single work-credit or age rule that applies to every benefit type.
For example, a person asking about a deceased worker’s record is asking about a different benefit category from someone asking about their own retirement or disability benefits. Family members may also be eligible under rules tied to a worker’s record. The relevant age, relationship, disability, and insured-status requirements depend on that particular benefit, so a general statement about “Social Security” cannot determine an individual’s eligibility.
Social Security benefits are not a single payment with one universal formula. Their amount is calculated under the applicable program rules using the worker’s earnings record. That differs from SSI, for which the federal benefit rate is only a starting point and countable income and living arrangements can affect the payment. The SSA’s Social Security benefits information provides an overview of the distinct programs. The specific benefit page and SSA’s determination matter for an individual case.
Who may qualify for SSI?
SSI may be available to an eligible person who is 65 or older, even without a disability, or to someone who meets SSA’s blindness or disability rules. Financial and other requirements apply in every case. SSI does not depend on the recipient’s own work record or a family member’s work record.

Age 65 or older is one route to meeting SSI’s age, blindness, or disability criterion; it does not remove the financial or other requirements. A person under 65 would need to meet SSA’s blindness or disability rules. In either case, meeting that criterion alone does not establish eligibility. SSA also reviews income, resources, residence, citizenship or qualifying noncitizen status, and other rules.
SSA’s current eligibility guidance lists resource limits of $2,000 for an individual and $3,000 for a couple. These are not the only eligibility tests: SSA also considers income and applies exclusions and detailed counting rules. Because some resources or income may be excluded under the rules, a person should not assume eligibility or ineligibility from a bank balance alone. The stated resource limits are not a substitute for checking how SSA counts a person’s circumstances.

The program does not require that the person—or a family member—have worked enough to qualify on an earnings record. How much SSI pays in 2026
The SSA’s 2026 federal SSI benefit rates are $994 per month for an individual and $1,491 per month for a couple, effective January 1, 2026. These are federal rates, not guaranteed checks. Countable income and living arrangements can change the amount, and some states provide supplements. The SSA describes the factors and rates in its SSI benefit information.
In practical terms, the federal rate should be treated as a reference point rather than a promise of what a particular recipient will receive. SSA considers countable income and living arrangements, and a state supplement may also affect the amount. Someone who sees the federal rate should not conclude that every eligible individual or couple receives exactly that figure. The relevant result depends on the person’s circumstances and how the program rules apply to them.

Social Security insurance payments are calculated under the rules for the particular benefit using the worker’s earnings record. That is why a person’s Social Security payment and potential SSI payment cannot be inferred from the federal SSI rate alone. Nor does a Social Security payment amount, by itself, tell someone whether they can receive SSI: SSA must apply SSI’s income and other eligibility rules to the person’s circumstances.

Can you receive Social Security and SSI at the same time?
Yes. A person may qualify for an insurance benefit based on a work record and also satisfy SSI’s age, blindness, or disability and financial rules. SSA may require a separate application for Social Security; applying for SSI does not automatically guarantee consideration for every Social Security benefit.
Concurrent eligibility does not mean that the same payment rules apply to both programs. A person may meet the conditions for a Social Security benefit while separately meeting SSI’s requirements. But SSA counts Social Security income when determining SSI eligibility and payment. As a result, receiving Social Security can reduce SSI or affect whether the person qualifies at all.
Some people may therefore receive both, while others may receive Social Security without SSI or SSI without a Social Security insurance benefit. The amount of one benefit does not establish the amount of the other. A person should not assume that being eligible for one program guarantees eligibility for the second, or that the amount of a Social Security payment can be used on its own to calculate an SSI payment. SSA discusses concurrent eligibility in its guidance on SSI and other benefits.
How to decide what to apply for
- Identify the possible benefit. Consider whether the question concerns retirement, disability, survivor, or family benefits, or whether the person may meet SSI’s age, blindness, or disability criteria. These are different program routes, with distinct eligibility rules.
- Check the requirements for that program. Social Security work-credit and insured-status rules vary by benefit and age. SSI also examines income, resources, residence, and citizenship or qualifying noncitizen status. For SSI, remember that resource limits are only one part of the eligibility review.
- Ask SSA about each application separately. Many people who may qualify for SSI may also qualify for Social Security, but a separate Social Security application may be needed. Do not assume one application covers all possible benefits or that SSI automatically converts into Social Security.
- Report income and living circumstances accurately. These can affect SSI eligibility and payment. Use SSA’s current rules rather than relying on a general estimate or an older threshold. The published federal SSI rate is not necessarily the payment an individual will receive.
- Check health coverage with the relevant agency. Ask the state Medicaid agency how SSI recipients enroll, and confirm Medicare eligibility based on the person’s Social Security entitlement and circumstances. Medicaid procedures differ by state, and Medicare entitlement has its own connection to Social Security.
These steps are a way to organize questions, not a substitute for a decision by SSA or a state agency. Start by identifying the program and benefit type at issue, then ask what eligibility and application rules apply to that situation. If more than one program may fit, check each rather than assuming that an application for one automatically addresses the other.

How health coverage can differ
SSI is associated with Medicaid in most states, but SSI does not guarantee automatic Medicaid enrollment nationwide. In some states, an SSI application also serves as a Medicaid application; in others, the person must apply through a separate state agency. Check the state’s process with its Medicaid agency. SSA outlines the relationship in its information about SSI and other programs.
This state-by-state difference matters when planning next steps. A person should not assume that an SSI approval means Medicaid enrollment has already been completed. Depending on the state, the SSI application may also function as the Medicaid application, or a separate application to the state agency may be necessary. The state Medicaid agency can explain which process applies.
Medicare can be connected to Social Security entitlement. For SSDI, Medicare generally begins after a 24-month waiting period. A person may have both Medicare and Medicaid if eligible for each; one form of coverage does not rule out the other. Eligibility and enrollment depend on the person’s circumstances and the rules for the coverage involved, so it is useful to verify Medicare entitlement and Medicaid enrollment separately.
Common points of confusion
- “Social Security” does not mean only retirement. It can refer to retirement, disability, survivor, and family benefits, each with its own requirements.
- SSI is not based on past work. A person does not need their own or a family member’s prior work record for SSI, but they must meet SSI’s age, blindness, or disability criterion and other eligibility rules.
- Having a low income does not settle SSI eligibility by itself. SSA also considers resources, residence, citizenship or qualifying noncitizen status, and other rules, with detailed counting rules and exclusions.
- The 2026 federal SSI rate is not a guaranteed payment amount. Countable income, living arrangements, and state supplements can change what an eligible person receives.
- Getting one benefit does not automatically answer whether someone qualifies for another. A person may qualify for both, but SSA applies separate rules and may require a separate application for Social Security.
- Health coverage steps can differ by program and state. SSI may be linked to Medicaid in most states, but the enrollment process varies. Medicare can be tied to Social Security entitlement, and some people may qualify for both Medicare and Medicaid.
What to keep in mind
- Social Security retirement, survivors, and disability insurance benefits are generally earnings-record programs; SSI is needs-based.
- SSI can be available based on age 65 or older, blindness, or disability, but financial and other eligibility rules still apply.
- Some people may receive both, and Social Security income can affect SSI eligibility and payment.
- SSI’s federal rate is not necessarily the amount a person receives; countable income, living arrangements, and state supplements can change it.
- For an individual determination, use current SSA guidance and contact SSA; verify Medicaid enrollment steps with the state agency.
